1. (S) PersonalInformation: AbdullahTurkashis anAfghaninational,bornin
approximately1935(approx.age65)in GhazniProvince,Afghanistan(AF). Hehasbeen
diagnosedwith treatableactiveTuberculosisandHepatitisC but is otherwisein goodhealth.
2. (S)Detention Information: Detaineeclaimsthathewastakeninto custodyby Afghani
policein January2002,in thevillage of Laghman,AF, becauseheadmittedto beingableto
speakArabic. Detaineeclaimsthathewasnot capturedwith weapons,equipment,money,
passportsor documentsandthatheis only a simple"streetperson",sellinghoneyandfruits on
thestreet.Detaineewasturnedoverto US forcesin Bagram. Dueto detainee'ssuspected
knowledgeof Arab activitiesassociatedwith theTalibanregime,hewassubsequently
transportedto GuantanamoBayNavalBase,Cubaon28January2002.
3. (S)Reasonsfor Continued Detention: Transferteamanalyzeddetaineeinformationand
concludedthatdetaineehadknowledgeof extremistactivitiesin SaudiArabia(SA) andwas
deportedfrom SA, alongwith his entirefamily becauseof his family connectionsto Islamic
extremism.Detaineeadmitsto havinglived in SA for over55yearsbut deniesknowledgeof
extremistactivities. Thedetaineemayhaveson'swho areAI-Qaidamembersandoneson
maybeidentifiablewith aseniorAI-Qaidaleaderin Chechnya.Thedetaineehasneverbeen
forthrightor fully cooperative.
4. (S)Assessment:Basedoninformationcollectedandavailableto JointTaskForce
Guantanamoasof2 August2003,detaineeISN: US9AF-000500DPis assessedashaving
knowledgeof extremistpersonalitiesconnectedto AI-Qaidaandmayhavea sonwho is an
AI-Qaidacommander.Despiterepeatedeffortsto ascertainanyinformationconcerningthis
detaineefrom the Saudigovernment,nonehasbeenprovidedandthereforeno evidenceexists
to supportthis detainee'scontinueddetentionin GuantanamoBay. During detentionand

detainee'sinvolvementin terroristactivitiesandit mustbeassessedthatthedetaineeis of low
intelligencevalueto theUnited Statesatthistime. Basedontheabove,detaineeposesa
mediumthreatrisk to theU.S.,its interestsandalliesbecauseof hispotentialconnectionsto
AI-Qaidamembers.
5. (S) Recommendation: In view of theforegoing,I recommendsubjectdetaineebe
consideredfor transferto thecontrolof anothergovernmentfor continueddetention.
