Transit Oriented Development (TOD) results in the creation of compact, walkable and liveable communities with access to amenities built around high quality mass transit stations. However, the discourse around TODs in India is more of a densification and value capture approach, which is necessary, but yet an incomplete conversation for the Indian context. Presentation for EMBARQ India. The review of evaluation and monitoring of TOD's in India. This was part of a larger presentation and compilation of TOD's in the developing world for the World Bank as an e-learning course.
This webinar was hosted on May 27th, 2015 from 3 - 4 pm (IST) by Rajeev Malagi, Project Associate, EMBARQ India and Noor Mansoor, Commissioner, Hubli Dharwad Municipal Corporation (HDMC).
Navanagar is a mix-use area located between the twin cities of Hubli-Dharwad in Karnataka. It is predominantly a residential area dotted with - heritage sites, natural features, government buildings, educational institutions, commercial centers and transport hubs. EMBARQ India in collaboration with Directorate of Urban Land Transport (DULT), Hubli-Dharwad BRTS Company Ltd. (HDBRTSCL) and HDMC has worked on a transit oriented development (TOD) project here. The project has looked at creating a pedestrian neighbourhood around the proposed Navanagar Bus Rapid Transit System (BRTS) stop. It aims at implementing steps to increase safer access to the roads, and improve public spaces.
This webinar highlighted the role played by EMBARQ India at different stages of the project (documentation, design and implementation), along with the stakeholder interactions at various stages and their decisions which have shaped the project.

In a world of rapidly increasing urbanization, striving to develop more livable cities, the city’s streets designing and planning should be high on the agenda for policymakers, city planners and other practitioners, as well as researchers. Designing streets is not as easy as it might originally seem, however, done correctly it means that one third of the city was designed successfully with an immense impact on the rest of the city. Neighborhood as an idea, concept, option and strategy has been extensively used globally by Architects and Urban Planners to plan and decentralize cities, create cities within cities, promote self-contained communities and to make cities more humane, safe and socially interactive. Accordingly, large typologies of neighborhood planning and designing with varying shapes, sizes and contents have emerged in the urban context with Americans using superblock and French using Sector for the neighborhood planning. Despite high degree of relevance, neighborhood planning has not been able to deliver the envisioned objectives. Cities in the process have been socially and physically fragmented, leading to clear division into different communities with little physical and social connectivity. Variance of planning and designing norms followed at neighborhood and sub-neighborhood levels have promoted more dichotomy and contradictions with varying quality of life. Differential population and infrastructures have divided the city into high and low end neighborhoods. City fabric in large cases has emerged as distinct social map of communities graded on the area/location basis with neighborhood planning emerging as instrument of social segregation/division. Neighborhood has been used in the planning of capital city of Chandigarh (India) with entire city fabric woven around Sector as the basic unit. In order to understand the neighborhood planning in the context of Chandigarh, It will be at appropriate to look, critically and objectively, at the entire context of sector planning with focus on basic philosophy and approach followed by eminent Architect Le Corbusier and his team in all three phases of city development, bringing out the issues, efficacy and efficiency of Neighborhood unit and its impact on growth and development agenda of the Chandigarh in the present context.

Basically, Rail-transit Oriented Development (ROD) is an integrated high density mixed use rail station
transit area development for improving accessibility to public transport, enhancing pedestrian friendly
environment as well as increasing urban mobility. Many developed countries have applied the concept of
ROD for generating the compact development of rail station area.
Best practices approach is a selective observation towards several cases with various contexts in order to
get generalization of related theories or concept on practices. In this approach, the study is oriented to
some reasons that make cases being successful. There are two basic components of best practices
approach, i.e. source site and target site. This research elaborated some cases in Japan rail station area
development as source sites for best practices. The finding from elaboration of source sites was brought as
a tool for analyzing the target sites, Jabodetabek rail station area.
The result shows different physical and cultural context between Japan and Indonesia cause the developed
countries concept of ROD cannot be fully applied as it is. It needs some adaptation to be applied in
Indonesia.
