• Land Value Capture study just concluded (Feb 2018)
• Identified a few LVC instruments that can be potentially usable in Colombia:
1. Public funding instruments:
• Revenues from sales, contributions or leasing of taxable properties.
• Taxes for the use of the public space.
2. Fiscal instruments:
• Property tax.
• Special assessment or betterment levy to recover costs of public works.
3. Urban planning instruments:
• Capital gains arising from land value increments.
• Differentiated management for urban development.
• Value capture through the urban planning.
