1. (S) PersonalInformation: Abdul Qudusis anAfghannational,born in 1986(age17)in
Nadali District,HelmandProvince,Afghanistan(AF). The detaineeis in goodhealth'
2. (S) Detention Information: Subjectdetaineewasarrestedby Afghan military forcesnear
Gereshk,AF, afterhe andhis friend approachedthem andaskedfor a weaponwith which to
kill any Americans. Detaineewas turnedover to US custodyandsubsequentlytransportedto
GuantanamoBay Naval Base,cuba on 7 February2003becauseof his associationwith a
local leader,Mullah Maulaw Abdul, andhis teachingsthat encouragestudentsto attack
Americans.
3. (S) Reasonsfor Continued Detention: Detaineehasbeengenerallycooperativeandhis
intenogatorsfeelhe hasbeengenerallyremorseful.Detaineeclaimedhe wasencouragedto
attackAmericansbecauseof the teachingsof severalImams,whom he had greatrespectfor'
Detaineestatedthat he told the Afghan military forcesthat if they gavehim a weapon,he
would shootAmericans,andreadily admittedthis throughouthis detention. Detaineeis
thoughtby his interrogatorsto be easilyinfluenced.He is still beinginfluencedby themen
aroundhim while treias beendetained. He hasdemonstratedat leastsomelevel of
commitmentto Jihadby his statements,associations,or activities. He is vulnerableto
recruitmentfor terrorist or supportivegroups'

neithera memberof Al-eaida nor a Talibanleader. Basedon thedetainee'sfolder,the
knowledgeability brief, andsubsequentinterrogationsby JTF Guantanamo,the detaineeis of

thisrecommendationon24 October2003. As of 12November2003,CITF statedthey
requiremore investigationto make a threatassessment.Until further law enforcement
investigationis conductedby CITF andanassessmentis made,JTF GTMO andCITF cannot
agreeon therisk of thisparticulardetainee.
