SUBJECT: (S) Updated Recommendationto Retain under DoD Control for Guantanamo
Detainee,Bacha Wazir, ISN: US9AF-OOO631DP
1. (8) Personal Information: Bacha Wazir is an Afghan national, born in 1972(age 31) in
Kundai, Afghanistan (AF). Detaineehas beendiagnosedwith latent Tuberculosis but is
otherwise in good health.
2. (S)DetentionInformation: Sameaspreviouslystated.
3. (S) Reasons for Detention: Detaineehas not beenforthright in his interviews. The
detaineeclaims to be a "simple shopkeeper." This claim remains unverified. The detainee
may have connectionsto various personsaffiliated with former Taliban regime. This detainee
may be a Mid to High-level Taliban supporterand may have facilitated hostile actions against
US interests. Furthermore, detaineeneedsto be fully exploited concerning his suspected
involvement with the local HIG insurgentmovement. Detainee currently has 15HCRs levied
againsthim.
4. (S)Assessment:Basedoninfonnationcollectedandavailableto JointTaskForce
Guantanamoasof22 October2003,detaineeISN: US9AF-0063lDPis assessedasbeinga
probableTalibanleaderhowevernota memberof Al Qaida. Moreover,basedonthe
detainee'sfolder,theknowledgeabilitybrief, andsubsequentinterrogationsby JTF
Guantanamo,thedetaineeis of intelligencevalueto theUnitedStates.Basedontheabove,
detaineeposesa mediumthreatto theU.S.,its interestsorits allies.

(CITF) of this recommendation on 22 October2003. CITF on 6 November 2003
