1. (S) PersonalInformation: Haji Niam Kuchi is anAfghan nationalborn approximatelyin
1940,placeof birth unknown,Afghanistan(AF). He hasbeendiagnosedwith Diabetes,but is
otherwisein goodhealth.
2. (S) Detention Information: On, 1January2003,US Forcescaptureddetainee,while
traveling with his nephewin Kabul, Afghanistan(AF), dueto suspectedaffiliations with the
Al-Qaida andTaliban. Detaineewas subsequentlytransportedto GuantanamoBay Naval
Base,Cuba,on22 March 2003dueto theprobabilitythatthedetaineewould be ableto
provide information on the escapeof Arab Al-Qaida membersinto Pakistanaswell asAfghan
politics, ground forces,andpersonalitiesthat haveandwill provide leadershipin Afghanistan.
3. (S) Reasonsfor Continued Detention: Detaineewasa key logisticalfacilitatorfor
subversiveactivities throughoutAfghanistanwith direct and strongties to Al-Qaida, Taliban,
PakistaniInter-ServicesIntelligenceDirectorate(ISID), andHezb-e-IslamiGulbuddin(HIG)
operatives.Detaineepossessesknowledgeof TalibanandAl-Qaidaoperationsandwas
involved in the smugglingof weapons. In addition,he is purportedto haveinformation
concerningTaliban, Al-Qaida, andChechenoperativesandtheir actionsduring Operation
Enduring Freedom. Detaineehasstrongtieswith seniorlevel operativesin severalterrorist
organizationsandsupportnetworksto includeAl-Qaida andthe HIG.
4. (S) Assessment:Basedon informationcollectedandavailableto JointTaskForce
Guantanamoasof 15December2003,it is assessedthatdetaineeISN: US9AF-000931DPis a
key logistics facilitator andsupporterof terrorism in Afghanistanandhasthe capability to
continueto do so. Moreover,basedon thedetainee'sfolder,theknowledgeabilitybrief, and
subsequentinterrogationsby JTF Guantanamo,the detaineeis of high intelligencevalue to
theUnited Statesandposesa high threatto theU.S.,its alliesandinterests.

interestof national securityandpursuantto an agreementbetweenCITF andJTF GTMO
Commanders,CITF will deferto JTF GTMO's assessmentthatthedetaineeposesa high
threat.
