1. Context and objectives of the review
• The aim of this review was how Morocco could benefit from international best practices in the field
of risks management; to have a neutral evaluation of risks management policies in Morocco; to
identify weaknesses and strengthens and finally to give recommendations to increase the
effectiveness of public policies taking into account the entire risk management cycle
(Assessment; Prevention and mitigation; response and management; rehabilitation and
reconstruction).
• The analysis focused on the way in which policies related to risks management have been
implemented at the national and local levels. It focused on tools and Gouvernance mechanisms
and the coherence of public policies and territorial integration of risks management. All
stakeholders were invited to contribute to this review.
• The study focused on four risks that are regarded as high prioriry in morocco such as: flooding;
drought; earthquakes and Tsunamis.
• International experts participated in this review: Mr. Walter Amman (Switzerland), Mr. Orsola
Lussignoli (Germany), Mr. Regis Thépot (France) and others from OECD (Mr. Jacobzone and Mr.
Baubion) .
2. Key findings about risks management in morocco
In Morocco the most important risks in terms of potential human and economic
impact are flooding, drought, earthquakes and tsunamis, all of which affect
numerous areas across the country.
Drought: Drought regularly affects the country,
bringing about a major loss of agricultural GDP.
Flooding: Different types of flooding can
cause high numbers of human casualties.
Tsunamis: The risk of tsunamis is much lower,
but it could still have dramatic consequences for
a large, inhabited and economically important
section of the Moroccan coast.
Earthquakes: The risk of earthquakes, although
rare, affects two specific areas of the country: the
North and Agadir Region.
Other risks : landslides, forest fires, extreme temperatures, pandemics and industry.
Risk management has risen a technical isue to a strategic consideration.
 The significant progress made by Morocco in economic, social, environmental and
cultural fields is a factor that favours taking questions of critical risk into account in
a more assertive manner.
 Taking into account the consequences of risks on :
• Economic sectors like agriculture, tourism, industry;
• Investment in infrastructure;
• Urban development dynamics;
• Rural areas;
• And the social aspects impact
 Morocco has developed considerable progress in understanding
critical risks and has accorded a strategic position to it. It has
gone hand in hand with numerous pilot projects spearheaded by
civil society stakeholders and by decentralized public authorities,
and has even taken the form of public-private partnerships.
Progress can be measured by three aspects: institutionally,
strategically, and operational tools.

2. Key findings about risks management in morocco
 However, the review has also identified significant limitations along the
cycle of risk management, assessment of risks to the recovery and
reconstruction, through prevention and crisis management.
 The review pointed out some challenges to face related to governance,
coordination, the civil society that needs to be more mobilized, the
vertical integration with the regions, prefectures, provinces and
municipalities that require strengthening and finally allocation of
resources that needs to be more optimal among sectors, within the risk
management cycle
3. What we have learned from this experience ?
• The recommendations made by experts to overcome these
shortcomings are relevant, and will serve as a roadmap for establishing
a more effective management of disaster risks which our country faces.
• These recommendations concern different aspects related to the
process of risk management especially Governance, assessment,
prevention/mitigation, response and management and finally
rehabilitation and reconstruction.
• In terms of Governance the OECD review considers Morocco now is
capable to build a governance framework at the service of an integrated
risk management strategy combined with a long-term vision.
• Therefore, the Review proposes that Morocco should adopt a long-term
vision and a multi-sectoral strategy supported by effective leadership,
implement a national platform for coordination of major risks and
integration of risk into sectoral strategies by creating links between
regional and local levels.
3. What we have learned from this experience ?
• In terms of assessment the review recommends the establishment of a
major risk observatory, federating academic and technical expertise,
mobilize the expertise of the Moroccan scientific community risk
assessment through a public research program, developing risk
mapping at the territorial level, with records updated, and with capacity-
building programs for local authorities and finally setting an explicit data
policy on access to the risk information.
• This study, proposes developing policies for communication and raising
awareness; integrating risk management into regional and urban
development; Establishing partnerships with operators of critical
infrastructure to integrate the management of major risks
3. What we have learned from this experience ?
• Concerning the response and management aspects, the study focuses
on strengthening the Centre of Monitoring and Coordination,
coordinating with the warning systems and critical infrastructures;
planning the multi-stakeholder response and developing voluntarism;
developing a multi-hazard warning system including the tsunami risk
and finally strengthening international cooperation activities like
emergency response matters.
• In terms of reconstruction the review proposes to develop an
appropriate funding strategy based on financial mechanisms for
compensation or solidarity, both effective, transparent and fair; to
establish an insurance mechanism based on public-private partnership.
• Given these facts, Morocco is aware of the opportunities provided by
multilateral and bilateral cooperation for financial and technical support,
in order to continue the development and implementation of natural risk
management projects, as well as different approaches launched in
Morocco.

  • 3. 1. Context and objectives of the review • The aim of this review was how Morocco could benefit from international best practices in the field of risks management; to have a neutral evaluation of risks management policies in Morocco; to identify weaknesses and strengthens and finally to give recommendations to increase the effectiveness of public policies taking into account the entire risk management cycle (Assessment; Prevention and mitigation; response and management; rehabilitation and reconstruction). • The analysis focused on the way in which policies related to risks management have been implemented at the national and local levels. It focused on tools and Gouvernance mechanisms and the coherence of public policies and territorial integration of risks management. All stakeholders were invited to contribute to this review. • The study focused on four risks that are regarded as high prioriry in morocco such as: flooding; drought; earthquakes and Tsunamis. • International experts participated in this review: Mr. Walter Amman (Switzerland), Mr. Orsola Lussignoli (Germany), Mr. Regis Thépot (France) and others from OECD (Mr. Jacobzone and Mr. Baubion) .

Key findings about risks management in morocco In Morocco the most important risks in terms of potential human and economic impact are flooding, drought, earthquakes and tsunamis, all of which affect numerous areas across the country. Drought: Drought regularly affects the country, bringing about a major loss of agricultural GDP. Flooding: Different types of flooding can cause high numbers of human casualties. Tsunamis: The risk of tsunamis is much lower, but it could still have dramatic consequences for a large, inhabited and economically important section of the Moroccan coast. Earthquakes: The risk of earthquakes, although rare, affects two specific areas of the country: the North and Agadir Region. Other risks : landslides, forest fires, extreme temperatures, pandemics and industry.

Risk management has risen a technical isue to a strategic consideration.  The significant progress made by Morocco in economic, social, environmental and cultural fields is a factor that favours taking questions of critical risk into account in a more assertive manner.  Taking into account the consequences of risks on : • Economic sectors like agriculture, tourism, industry; • Investment in infrastructure; • Urban development dynamics; • Rural areas; • And the social aspects impact  Morocco has developed considerable progress in understanding critical risks and has accorded a strategic position to it. It has gone hand in hand with numerous pilot projects spearheaded by civil society stakeholders and by decentralized public authorities, and has even taken the form of public-private partnerships. Progress can be measured by three aspects: institutionally, strategically, and operational tools. 2. Key findings about risks management in morocco

A package of structures and specialized agencies:  Centre of Monitoring and Coordination (CVC);  Royal Centre for Remote Sensing;  National Meteorology Directorate;  National Center of Scientific and Technical Research;  Scientific Institute;  Civil agencies;  Basin Agencies;  National Center for Locust Cambat;  High Commission for Water and Forests; A set of Sectorial strategies and national plans  Master Plan for prevention and fire fighting (prevention, detection and alert, fight);  National Plan for Protection against Floods (391 risks sites identified);  national plan to fight against the effects of drought;  “Rescue Organization" Plan (ORSEC);  National Sustainable Development Strategy; Specialized structures with efficient infrastructure  Centre of Monitoring and Coordination (CVC)  National Fund for the Fight against the effects Natural Disasters;  Insurance against crop losses generated by risks (hail, heat waves and cold, drought and floods).  Meteorological Network (National Meteorology Office);  Flood Warning Network;  Network of coastal tide gauges (installed at 15 ports of the Kingdom);  Announcement network of locusts;  National Drought Observatory; 2. Key findings about risks management in morocco  However, the review has also identified significant limitations along the cycle of risk management, assessment of risks to the recovery and reconstruction, through prevention and crisis management.  The review pointed out some challenges to face related to governance, coordination, the civil society that needs to be more mobilized, the vertical integration with the regions, prefectures, provinces and municipalities that require strengthening and finally allocation of resources that needs to be more optimal among sectors, within the risk management cycle

What we have learned from this experience ? • The recommendations made by experts to overcome these shortcomings are relevant, and will serve as a roadmap for establishing a more effective management of disaster risks which our country faces. • These recommendations concern different aspects related to the process of risk management especially Governance, assessment, prevention/mitigation, response and management and finally rehabilitation and reconstruction. • In terms of Governance the OECD review considers Morocco now is capable to build a governance framework at the service of an integrated risk management strategy combined with a long-term vision. • Therefore, the Review proposes that Morocco should adopt a long-term vision and a multi-sectoral strategy supported by effective leadership, implement a national platform for coordination of major risks and integration of risk into sectoral strategies by creating links between regional and local levels.

What we have learned from this experience ? • In terms of assessment the review recommends the establishment of a major risk observatory, federating academic and technical expertise, mobilize the expertise of the Moroccan scientific community risk assessment through a public research program, developing risk mapping at the territorial level, with records updated, and with capacity- building programs for local authorities and finally setting an explicit data policy on access to the risk information. • This study, proposes developing policies for communication and raising awareness; integrating risk management into regional and urban development; Establishing partnerships with operators of critical infrastructure to integrate the management of major risks

What we have learned from this experience ? • Concerning the response and management aspects, the study focuses on strengthening the Centre of Monitoring and Coordination, coordinating with the warning systems and critical infrastructures; planning the multi-stakeholder response and developing voluntarism; developing a multi-hazard warning system including the tsunami risk and finally strengthening international cooperation activities like emergency response matters. • In terms of reconstruction the review proposes to develop an appropriate funding strategy based on financial mechanisms for compensation or solidarity, both effective, transparent and fair; to establish an insurance mechanism based on public-private partnership. • Given these facts, Morocco is aware of the opportunities provided by multilateral and bilateral cooperation for financial and technical support, in order to continue the development and implementation of natural risk management projects, as well as different approaches launched in Morocco.
