Internet has touched the urban and educated society in a big way. However the rural and less educated society is yet to
enjoy the benefits. In India there are large number of non Internet Mobile users (NIMUs) -7.5 NIMUs for every internet users .It is
hence essential that applications and products are designed with care and with usability in mind. Our own nation with a 1.2 billion
population offers a business huge opportunity to develop socially relevant mobile applications for Rural India. Hence the primary
objective of the paper is to reach to the NIMUs with mobile phone technologies and applications. The paper focus on implementing
the M-learning application for NIMUs which display the animation of story and the voice will be played in the background .Beside
the animation of story, the application has choices to display the story ,record the voice while reading the story ,videos of story and
quizzes about the story , by keeping in mind the mental growth of child 5-12 age group.

This study investigated the use of cell phones for academic activities amongst the undergraduate
students of the Federal University of Technology Minna (FUTM). Survey questionnaire was used for collecting
data from 379 respondents drawn based on stratified random sampling. The response rate was 99%. Findings
show that the majority 246(65.6%) of the respondents were very strongly agreed that they have awareness on
the usage of cell phones for making calls, while 224(59.7%) of them were very strongly agreed that they have
used cell phones to access the Internet. Whereas, 122(32.5%) of the respondents were very strongly agreed
that spending more time on cell phone reduces academic performance. Also 209(55.7%) of the respondents
were very strongly agreed that most students of FUTM faced the challenges of slow Internet connection,
252(67.2%) respondents were very strongly agreed that the wireless Internet infrastructure in the university
should be upgraded to ensure quality and faster download, and should be available to students for use all
times

Indonesia is a country that has a wealth of diverse cultures spread from Sabang to Merauke. Even though the government has included a lesson about Indonesian culture in terms of some subjects such as Art and Culture, but there are still many people including some students who do not know the forms and names of the tribes, traditional houses, traditional clothing, folk songs, traditional foods, local weapons, and musical instruments regions in Indonesia. Therefore, a learning application is created that utilizes mobile learning technology. Through the used of mobile learning, user can access learning content without any borders so that it can be accessed at any time so that it can be accessed at any time with interesting illustration. Indonesian National Culture Application is made useful to help users in learning the introduction of Indonesian culture that provides the knowledge with illustrations in the form of images, audio, text and video. This application also can be functioned to learn, answer quiz, to view a gallery of images and video and to do puzzle games. The achieved result is an application that can provide knowledge to the users so they can know the culture in Indonesia through the illustrations provided well.

The aim of this paper is to investigate the role of mobile devices and expert systems in disseminating and supporting the knowledge gained by intelligent tutors and to propose a system based on integration of intelligent M-Learning with expert systems. It acts as an intelligent tutor which can perform three processes - pre-test, learning concept and post-test - according to characteristic of the learner. The proposed system can improves the education efficiency highly as well as decreases costs. As a result, every time and everywhere (ETEW) simple and cheap learning would be provided via SMS, MMS and so on in this system. The global intention of M-Learning is to make learning “a way of being”.

Now a days mobile phones have become an indispensable tool as communication plays a key role in all the aspects of life. It has become an essential accessory carried by everybody not only because they make it easy to keep in touch with people but because of the various facilities they offer especially the internet. The charm of mobile phone is more among young generation and the increasing use may result in dependence. Aim was to study the usage pattern and dependence of mobile phones among college students. A cross sectional study conducted among 200 UG students and studied the pattern of usage of mobile phones, common problems encountered and its dependence using a questionnaire. Using Statistical tools we anyalised the data and our study shows Samsung mobile brand is more popular among the studens and they are mostly preferred the Idea’ Sim card company students. The proportion of students in urban area are spend maximum time as compared to rural area for use of mobile phone, mostly students use mobile phones for calling and Internet. Prakash S. A CROSS-CULTURAL STUDY ON THE VALUE STRUCTURE OF MOBILE INTERNET USAGE: COMPA...Ranti Yulia Wardani
Abstract: This study aims to examine the usage a pattern of mobile Internet from perspective of intercultural among developing countries. Data obtained from a survey of questionnaire which is distributed in both Thailand and Indonesia during 2013. The multiple regression analysis has been applied to identify between value structures (functional value, emotional value, social value and monetary value) and overall satisfaction in each country. Finding shows that functional value, emotional value, social value, and monetary value significantly affect satisfaction for Indonesia users which is similar to Thai users except the emotional value does not affect the satisfaction. A comparison test to examine the difference in value structure between Indonesia and Thailand has been analyzed. The results show that the functional value, emotional value, social value and monetary value between Indonesia and Thailand are different. The results of these differences are influenced by the perceptions of respondents in Indonesia and Thailand to the different mobile Internet usage pattern. In this case it turns out different cultures influence the way in perceiving the use of different technologies, especially in the mobile Internet usage pattern.

The adoption of e-learning in developing countries like Indonesian Universities have been focused in urban areas like the big cities, especially in Java island. There is a lack of development of e-learning in a remote city like Kupang East Nusa Tenggara Indonesia which is located far away from the capital city. This research aims to assess the effectiveness of e-learning by analyzing three factors in one of the higher institution in Kupang city, i.e. Sekolah Tinggi Kesehatan Citra Mandiri Husada Kupang (STIKes CHMK). The factors include culture, technology and infrastructure, and content satisfaction. The data were collected using questionnaires. Research shows that with proper preparation for e-learning, the acceptance of e-learning in rural areas is significantly high. This finding suggests that e-learning can greatly benefit the students like Kupang city in developing countries.

Abstract— It is easier and faster for students to learn from knowledgeable students. The speed of information age and evolving educational technology have changed the way of teaching and the level of knowledge acquired during teaching. In this study, we present establishment of educational network among the undergraduate with mobile application. Students will be trained on the mobile application using smart devices which are present in almost every university student today. For this training, firstly the teams will be established and the target group will be reached for the education given by the knowledgeable student. With the mobile application to be prepared, students will be able to enroll in courses that are opened, will be notified about the lessons from the instructors and will be able to access the necessary source documents easily. The application will also be a website at the same time and all the operations performed in the application will also be available on the website.
Technopreneurship Mobile Application (TMA): A Support Mechanism for Flexible ...IJITE
Mobile phones are essential in our daily lives because of their benefits in communication, entertainment, and education. Students use their mobile phones in teaching-learning engagement, both synchronous and asynchronous. The study focused on developing and validating Technopreneurship Mobile Application (TMA) in its functionality, reliability, usability, efficiency, and User interface/user experience. The study engaged with developmental research using the mobile app development cycle, including requirement specification, development modeling, design and development, testing, and deployment. Online data gathering and analysis were used for mobile application validation, evaluation performance, and mobile deployment. A total of 95 information technology students evaluated the application. The results showed that the application is functional, reliable, usable, efficient, and the user interface is helpful. The overall results obtained a 4.20 with an excellent evaluation that shows that developing a mobile application can be a great tool in the flexible learning delivery for students due to its accessibility and usefulness.

The implementation of mobile learning and the availability of open education resources will provide equal access to education to citizens of the world and allow education to reach the unreachable. People in many countries, especially developing countries, already have mobile technology which they can use to access education. People in developing countries are skipping the large computer age and moving directly to mobile technology. The young generations of students are comfortable using technology. This provides an excellent opportunity for educators to reach learners around the world regardless of location. The combination of mobile learning and use of open education resources will make education affordable to everyone. Education for all cannot be achieved with the current traditional education system where learners have to go to a specific location to learn. Using mobile technology allows learners to use the communication capabilities of the technology to network with people around the world so that they learn from each other and share information. Mobile and emerging technologies will allow ubiquitous access of information and learning materials where citizens of the world can access learning materials from anywhere and at any time. The technology will exist everywhere giving learners’ seamless access to learning materials. The learning space is moving away from the classroom at a specific time to anyplace and anytime. This presentation will describe how mobile technology can be used to increase access to education. It will present examples of successful mobile learning implementations. As a result, most libraries have digitized their content in order to remain relevant to their users and to keep pace with the advancement of the internet. However, these digital libraries have been criticized for using inefficient information retrieval models that do not perform relevance ranking to the retrieved results. This paper proposed the use of OKAPI BM25 model in text mining so as means of improving relevance ranking of digital libraries. Okapi BM25 model was selected because it is a probability-based relevance ranking algorithm. A case study research was conducted and the model design was based on information retrieval processes. The performance of Boolean, vector space, and Okapi BM25 models was compared for data retrieval. Relevant ranked documents were retrieved and displayed at the OPAC framework search page. The results revealed that Okapi BM 25 outperformed Boolean model and Vector Space model. Therefore, this paper proposes the use of Okapi BM25 model to reward terms according to their relative frequencies in a document so as to improve the performance of text mining in digital libraries.

It is possible for Nigeria to have an immediate economic stimulus and job creation while moving quickly to abide by the requirements of climate change legislation and energy efficiency directives. The costs of implementing energy efficiency and renewable energy measures are minimal as they are not cash expenditures but rather investments paid back by future, continuous energy savings.

Early detection of diabetes mellitus (DM) can prevent or inhibit complication. There are several laboratory test that must be done to detect DM. The result of this laboratory test then converted into data training. Data training used in this study generated from UCI Pima Database with 6 attributes that were used to classify positive or negative diabetes. There are various classification methods that are commonly used, and in this study three of them were compared, which were fuzzy KNN, C4.5 algorithm and Naïve Bayes Classifier (NBC) with one identical case. The objective of this study was to create software to classify DM using tested methods and compared the three methods based on accuracy, precision, and recall. The results showed that the best method was Fuzzy KNN with average and maximum accuracy reached 96% and 98%, respectively. In second place, NBC method had respective average and maximum accuracy of 87.5% and 90%. Lastly, C4.5 algorithm had average and maximum accuracy of 79.5% and 86%, respectively.

Evaluating Semantic Similarity between Biomedical Concepts/Classes through S...Editor IJCATR
Most of the existing semantic similarity measures that use ontology structure as their primary source can measure semantic similarity between concepts/classes using single ontology. The ontology-based semantic similarity techniques such as structure-based semantic similarity techniques (Path Length Measure, Wu and Palmer’s Measure, and Leacock and Chodorow’s measure), information content-based similarity techniques (Resnik’s measure, Lin’s measure), and biomedical domain ontology techniques (Al-Mubaid and Nguyen’s measure (SimDist)) were evaluated relative to human experts’ ratings, and compared on sets of concepts using the ICD-10 “V1.0” terminology within the UMLS. The experimental results validate the efficiency of the SemDist technique in single ontology, and demonstrate that SemDist semantic similarity techniques, compared with the existing techniques, gives the best overall results of correlation with experts’ ratings.

A Strategy for Improving the Performance of Small Files in Openstack Swift Editor IJCATR
This is an effective way to improve the storage access performance of small files in Openstack Swift by adding an aggregate storage module. Because Swift will lead to too much disk operation when querying metadata, the transfer performance of plenty of small files is low. In this paper, we propose an aggregated storage strategy (ASS), and implement it in Swift. ASS comprises two parts which include merge storage and index storage. At the first stage, ASS arranges the write request queue in chronological order, and then stores objects in volumes. These volumes are large files that are stored in Swift actually. During the short encounter time, the object-to-volume mapping information is stored in Key-Value store at the second stage. The experimental results show that the ASS can effectively improve Swift's small file transfer performance.

Efficient management and control of government's cash resources rely on government banking arrangements. Nigeria, like many low income countries, employed fragmented systems in handling government receipts and payments. Later in 2016, Nigeria implemented a unified structure as recommended by the IMF, where all government funds are collected in one account would reduce borrowing costs, extend credit and improve government's fiscal policy among other benefits to government. This situation motivated us to embark on this research to design and implement an integrated system for vehicle clearance and registration. This system complies with the new Treasury Single Account policy to enable proper interaction and collaboration among five different level agencies (NCS, FRSC, SBIR, VIO and NPF) saddled with vehicular administration and activities in Nigeria. Since the system is web based, Object Oriented Hypermedia Design Methodology (OOHDM) is used. Tools such as Php, JavaScript, css, html, AJAX and other web development technologies were used. The result is a web based system that gives proper information about a vehicle starting from the exact date of importation to registration and renewal of licensing. Vehicle owner information, custom duty information, plate number registration details, etc. will also be efficiently retrieved from the system by any of the agencies without contacting the other agency at any point in time. Also number plate will no longer be the only means of vehicle identification as it is presently the case in Nigeria, because the unified system will automatically generate and assigned a Unique Vehicle Identification Pin Number (UVIPN) on payment of duty in the system to the vehicle and the UVIPN will be linked to the various agencies in the management information system.

Energy-Aware Routing in Wireless Sensor Network Using Modified Bi-Directional A*Editor IJCATR
Energy is a key component in the Wireless Sensor Network (WSN)[1]. The system will not be able to run according to its function without the availability of adequate power units. One of the characteristics of wireless sensor network is Limitation energy[2]. A lot of research has been done to develop strategies to overcome this problem. One of them is clustering technique. The popular clustering technique is Low Energy Adaptive Clustering Hierarchy (LEACH)[3]. In LEACH, clustering techniques are used to determine Cluster Head (CH), which will then be assigned to forward packets to Base Station (BS). In this research, we propose other clustering techniques, which utilize the Social Network Analysis approach theory of Betweeness Centrality (BC) which will then be implemented in the Setup phase. While in the Steady-State phase, one of the heuristic searching algorithms, Modified Bi-Directional A* (MBDA *) is implemented. The experiment was performed deploy 100 nodes statically in the 100x100 area, with one Base Station at coordinates (50,50). To find out the reliability of the system, the experiment to do in 5000 rounds. The performance of the designed routing protocol strategy will be tested based on network lifetime, throughput, and residual energy. The results show that BC-MBDA * is better than LEACH. This is influenced by the ways of working LEACH in determining the CH that is dynamic, which is always changing in every data transmission process. This will result in the use of energy, because they always doing any computation to determine CH in every transmission process. In contrast to BC-MBDA *, CH is statically determined, so it can decrease energy usage.

The authors employed Class-Based Indexing term weighting scheme, and Cosine Similarities to analyse document similarities. CoSimTFIDF, CoSimTFICF and CoSimTFIDFICF values used in classification as feature for K-Nearest Neighbour (K-NN) classifier. The optimum result evaluation is pre-processing employ 75% of training data ratio and 25% of test data with CoSimTFIDF feature. It deliver a high accuracy 84%. The recognition of Hangul Image is more difficult compared with that of Latin. It could be recognized from the structural arrangement. Hangul is arranged from two dimensions while Latin is only from the left to the right. The current research creates a system to convert Hangul image into Latin text in order to use it as a learning material on reading Hangul. In general, image recognition system is divided into three steps. The first step is preprocessing, which includes binarization, segmentation through connected component-labeling method, and thinning with Zhang Suen to decrease some pattern information. The second is receiving the feature from every single image, whose identification process is done through chain code method. The third is recognizing the process using Support Vector Machine (SVM) with some kernels. It works through letter image and Hangul word recognition. It consists of 34 letters, each of which has 15 different patterns. The whole patterns are 510, divided into 3 data scenarios. The highest result achieved is 94,7% using SVM kernel polynomial and radial basis function. The level of recognition result is influenced by many trained data. Whilst the recognition process of Hangul word applies to the type 2 Hangul word with 6 different patterns. The difference of these patterns appears from the change of the font type. The chosen fonts for data training are such as Batang, Dotum, Gaeul, Gulim, Malgun Gothic. Arial Unicode MS is used to test the data. The lowest accuracy is achieved through the use of SVM kernel radial basis function, which is 69%. The same result, 72 %, is given by the SVM kernel linear and polynomial.

Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

enjoy the benefits. In India there are large number of non Internet Mobile users (NIMUs) -7.5 NIMUs for every internet users .It is
hence essential that applications and products are designed with care and with usability in mind. Our own nation with a 1.2 billion
population offers a business huge opportunity to develop socially relevant mobile applications for Rural India. Hence the primary
objective of the paper is to reach to the NIMUs with mobile phone technologies and applications. The paper focus on implementing
the M-learning application for NIMUs which display the animation of story and the voice will be played in the background .Beside
the animation of story, the application has choices to display the story ,record the voice while reading the story ,videos of story and
quizzes about the story , by keeping in mind the mental growth of child 5-12 age group.

1. INTRODUCTION
According to the World Bank, “there are still precious few
widespread examples of the use of [mobile] phones for
education purposes inside or outside of classrooms in
developing countries that have been well documented, and
fewer still that have been evaluated with any sort of rigor”
[17]. The cellphone has been argued to be an appropriate
device for educational delivery in the so-called developing
world [4, 9]. It is a low-power device that can be used in
places without reliable electricity. Even though it is largely
purchased for voice communications – which semi-literate
users rely on for their social and economic needs – it is also
able to run educational software that support visuals and
voiceovers. Most of all, the cellphone is the fastest growing
technology platform in the developing world. There are 2.2
billion mobile phones in developing regions like Africa and
India, as compared to only 11 million desktops [6].
While cellphones can be deployed in schools in developing
countries, the greatest opportunity is to facilitate informal
learning in out-of-school environments so as to complement
formal schooling. In underdeveloped regions, particularly
rural areas, many schools are not only poorly equipped or
lack highly-trained teachers. Worse, school attrition can be
prevalent in underdeveloped regions. For instance, in rural
India, about 43% of school-age children cannot attend school
regularly because they have to work for the family in
agricultural fields or households [3]. Mobile learning thus
empowers poor children to balance their educational and
income earning goals, by enabling them to learn anytime,
anywhere, in places and times more convenient than
school[1].
2. RELATED WORK
Koole [13] argues there is a tremendous scope for mobile
learning and establishes a framework to assist practitioners in
designing activities appropriate for mobile learning.Klopfer
[12] adds that mobile learning games are not only engaging,
but can also account for the user’s context and
environment to improve on the learning process. Mobile
learning has been applied to the domains of nursing education
[11], online communities [5, 6] and distance education
[8,14].Similarly, Jarkievich et al. [9] and Scanlon et al. [15]
explore the usage of mobile phones in
outside classroom settings, whereas Bell et al. [3] study the
social interactions around cellphone-based games in everyday
settings. However, all of the above studies are based in
developed world settings. A major contribution of this paper
is instead to explore the scope of mobile learning in poorer
developing regions of the India.
3. SYSTEM DESIGN
3.1) Mobile learning
Mobile learning may be defined as handheld technologies,
together with wireless and mobile phone networks, to
facilitate, support, enhance and extend the reach of teaching
and learning. Mobile learning (M-Learning) is one new
learning mode by which an individual can use the mobile
communication terminals to assist them to learn. Mobile
learning is formed in the background of knowledge exploding,
it syncretises the characteristics of modern education thought,
computer network technology, mobile communications
technology and multimedia technology. Mobile learning may
also be defined as highly situated, personal, collaborative and
long term; in other words, truly learner-centred learning. M-
Learning also provides instructors and education
administrators with more flexible teaching and managing
methods
3.2) Purpose

Our own nation with a 1.2 billion population offers a business
huge opportunity to develop socially relevant mobile
applications for Rural India . Hence, the primary objective of
the proposed system would be to reach out to the non-Internet
mobile users with mobile phone technologies and
applications, with innovative research in Interaction Design
addressing the various factors such as culture, language, user
interfaces, modelling and software engineering, keeping
diversity and scale in mind.
The work in understanding M-Learning would bring about a
mass upheaval in contextually relevant, domain specific
learning environment and is a step towards a well designed
application or product development in this domain. Moreover,
with the help of animations, it will help in better
understanding and mental growth of child-5 Age group from
distance villages and NGO's also.
3.3) Description of the proposed system:
The system consist of menus which will help the learner to
learn about the options available.

Following are the options available
3.3.1) Learn
The option “learn” is for story animation, The animation is
Frame animation using the class “AnimationDrawable” in
Android. The frames are displayed after some microsecond
one by one.

3.3.2) Read and record
The learner can read the story and record the story,so that she
can listen the story later on.

The learner can play the video which are available on mobile
SD card.

3.3.4) Quiz
After listening the story the learner can give the answer of
quiz . The questions are related to the story,which will help
the leaner to memorize the story.

4. CONCLUSION
The application is implemented which help to learn about the
story using animation for the children in rural area of India.
The primary objective of the proposed system is provide the
standalone mobile learning application which facilitates the
animation of story ,displaying of story ,recording of voice
,videos of story and quizzes that test knowledge gained from
the story. In future more stories can be added to enhance the
learning experience.
