Abstract— It is easier and faster for students to learn from knowledgeable students. The speed of information age and evolving educational technology have changed the way of teaching and the level of knowledge acquired during teaching. In this study, we present establishment of educational network among the undergraduate with mobile application. Students will be trained on the mobile application using smart devices which are present in almost every university student today. For this training, firstly the teams will be established and the target group will be reached for the education given by the knowledgeable student. With the mobile application to be prepared, students will be able to enroll in courses that are opened, will be notified about the lessons from the instructors and will be able to access the necessary source documents easily. The application will also be a website at the same time and all the operations performed in the application will also be available on the website.

The Internet has become one of the greatest inventions of mankind for learning and sharing of useful information through electronic means. For some years now, the developed nations have adopted the use of the e-learning system. Presently, the COVID-19 outbreak has given rise to the adoption of the e-learning system by many countries of the world being the most viable alternative for teaching and learning. This paper uses a pragmatic approach to evaluates the benefits and challenges associated with the e-learning system. A survey was conducted among students in a higher institution and a total of one hundred and twenty-five responses was gathered from the online questionnaire to know the likely challenges faced by students with the e-learning system and also at an online researchers’ forum. The result shows that 30.40% of students complained about weak internet connectivity from the questionnaire administered which is also the major problem in most developing nations, and for optimal performance of the e-learning system, there should be adequate provision for strong internet connectivity, standard IT infrastructure, and user-friendly e-learning platform.

Vocational education as such is gaining more attendance in today’s world as there is a high demand for skilled and specialized people. Governments around the world are hugely investing in the skill development of their citizens. The purpose of this paper is to review the newly formed sector known as EdTech and analyze the role of Information Technology (IT) in creating opportunities for entrepreneurship. Further going on how in return entrepreneurship is transforming education (Sambamurthy, Bharadwaj, & Grover, 2003). A sample of 335 respondents has been surveyed to know the role and significance of information technology in creating Entrepreneurial opportunities in vocational education. Survey method and factor analysis are used to get the results. The study concludes that there are so many significant roles of information technology in creating Entrepreneurial opportunities in vocational education.

This requires developing new conceptual models of training and learning software, tailored to the skills and preferences of the end-users. The young students: from kindergartens to preschools and primary schools are special users who have not been studied exhaustively. To present the problem related to the development of learning and training software thoroughly, the most commonly used standards and current trends, as well as the advantages and disadvantages of LMS platforms have been reviewed. The commonly used software design and development technologies have been discussed. We proposed a strategy for developing a web-based e-learning management system according to the possibilities of young pupils as a specific user. We described a software architecture, based on SCORM's specification, and we developed an LMS prototype. The basic methodology used in the design and creation of the system we propose is user-centered design.

Abstract: The purpose of this study was to establish the impact of computer implementation on administration use in public secondary schools in Nyamira North District.t. The objectives of this study were to; determine how computers were utilized, determine how the impact of computers was rated among the principals; HODs (Head of Department) bursars and librarians. The study utilized descriptive survey design. The researcher used four tools for data collection: principals’, HOD’s, Bursar’s and librarians’ questionnaire. The target population was 40 public secondary schools from where a sample of 12 schools was purposively obtained. The data were collected by the researcher by administering the tools himself. The data analysis was done using SPSS (Statistical Package of Social Sciences) and Chi-square was used to determine the level of significance of the impact of computer. The study found that only two schools in Nyamira North use computers in accounts offices and the library. It was also found that all management offices were inadequately prepared in use of computer skills. In the principals’ offices, it was found that computers were mainly used for clerical jobs such as typing letters. Bursars used the computers to receive fees, pay vouchers, and prepare budgets and balance sheets. Librarians used computers to issue books, receive books, trace books and locate them on the shelves. The impact of computers were found to be great because they made work easier as they could detect and correct errors, store large volumes of work, edit documents and produce accurate reports. In accounts, computers had a great impact by availing up to date records and speeded work. In the library computers have a great impact in tracing books on loan, receiving and issuing books and locating books on the shelves hence guarding against loss of books?

Mobile phones are essential in our daily lives because of their benefits in communication, entertainment, and education. Students use their mobile phones in teaching-learning engagement, both synchronous and asynchronous. The study focused on developing and validating Technopreneurship Mobile Application (TMA) in its functionality, reliability, usability, efficiency, and User interface/user experience. The study engaged with developmental research using the mobile app development cycle, including requirement specification, development modeling, design and development, testing, and deployment. Online data gathering and analysis were used for mobile application validation, evaluation performance, and mobile deployment. A total of 95 information technology students evaluated the application. The results showed that the application is functional, reliable, usable, efficient, and the user interface is helpful. The overall results obtained a 4.20 with an excellent evaluation that shows that developing a mobile application can be a great tool in the flexible learning delivery for students due to its accessibility and usefulness.

satisfaction, attractiveness, and learnability. The results of the questionnaire showed that the participants
considered the user interface based on our proposed framework more user-friendly as compared to the
Blackboard-based user interface.

This study aims to (1) determine teachers’ perceptions of digital literacy practices in the level of classroom and school, (2) point out the digital literacy practices of English Foreign Language (EFL) teachers, and (3) investigate the challenges faced by the EFL teachers in applying digital literacy practices in the classroom. This study revealed the digital literacy practices of thirteen EFL Teachers in Yogyakarta using questionnaires and semi-structured interviews. The results uncovered that digital literacy was highly supported, evidenced by the facility, equipment, and the connectivity provided in all schools with a variety of free internet access. In the classroom level, these teachers practised digital literacy by using some digital tools. In implementing digital literacy, the teachers faced some challenges, such as defective equipment and Internet access and intrinsic factors such as teachers’ knowledge in technology, their attitudes toward digital technology, and students’ commitment to apply digital literacy. These findings are followed by recommendations for schools, teachers, and further research.

User experience evaluation for a bus tracking apps in smart campus initiativejournalBEEI
Satisfying user experience (UX) is one of the major goals for any application. A good UX will contribute to the higher rate adoption of the application itself. With the emergence of IoT, the concept of smart campus is widely being researched and developed. Smart campus initiative is relatively important as the campus can be considered as a small town by utilizing the same IT infrastructure as smart city. Bus tracking system is one of the initiatives in smart campus environment. One of the main issues is to assess the usability of this apps before it can be deployed widely in campus. This paper will discuss the user experiences evaluation using MeCUE technique on UMS HopIn! a bus tracking apps an initiative towards implementation of smart campus in Universiti Malaysia Sabah. The app gives user the real time location of campus buses and the estimated time of arrival (ETA) for each of the buses. Based on user evaluation it has been found that the application has meet within the expectation with most of the requirements has been fulfilled and the good of UX rating. Thus, the same approach can be applied to support the development of any future smart campus initiative.

In this presentation we will share our experiences around getting started with the Globus Compute multi-user endpoint. Working with the Pharmacology group at the University of Auckland, we have previously written an application using Globus Compute that can offload computationally expensive steps in the researcher's workflows, which they wish to manage from their familiar Windows environments, onto the NeSI (New Zealand eScience Infrastructure) cluster. Some of the challenges we have encountered were that each researcher had to set up and manage their own single-user globus compute endpoint and that the workloads had varying resource requirements (CPUs, memory and wall time) between different runs. Understanding Globus Data Transfers with NetSageGlobus
NetSage is an open privacy-aware network measurement, analysis, and visualization service designed to help end-users visualize and reason about large data transfers. NetSage traditionally has used a combination of passive measurements, including SNMP and flow data, as well as active measurements, mainly perfSONAR, to provide longitudinal network performance data visualization. It has been deployed by dozens of networks world wide, and is supported domestically by the Engagement and Performance Operations Center (EPOC), NSF #2328479. We have recently expanded the NetSage data sources to include logs for Globus data transfers, following the same privacy-preserving approach as for Flow data. Using the logs for the Texas Advanced Computing Center (TACC) as an example, this talk will walk through several different example use cases that NetSage can answer, including: Who is using Globus to share data with my institution, and what kind of performance are they able to achieve? How many transfers has Globus supported for us? Which sites are we sharing the most data with, and how is that changing over time? How is my site using Globus to move data internally, and what kind of performance do we see for those transfers? What percentage of data transfers at my institution used Globus, and how did the overall data transfer performance compare to the Globus users?

Providing Globus Services to Users of JASMIN for Environmental Data AnalysisGlobus
JASMIN is the UK’s high-performance data analysis platform for environmental science, operated by STFC on behalf of the UK Natural Environment Research Council (NERC). In addition to its role in hosting the CEDA Archive (NERC’s long-term repository for climate, atmospheric science & Earth observation data in the UK), JASMIN provides a collaborative platform to a community of around 2,000 scientists in the UK and beyond, providing nearly 400 environmental science projects with working space, compute resources and tools to facilitate their work. High-performance data transfer into and out of JASMIN has always been a key feature, with many scientists bringing model outputs from supercomputers elsewhere in the UK, to analyse against observational or other model data in the CEDA Archive. Further use cases involve long-distance (intercontinental) transfers to and from JASMIN, and collecting results from a mobile atmospheric radar system, pushing data to JASMIN via a lightweight Globus deployment. We provide details of how Globus fits into our current infrastructure, our experience of the recent migration to GCSv5.4, and of our interest in developing use of the wider ecosystem of Globus services for the benefit of our user community.

Abstract
It is easier and faster for students to learn from knowledgeable students. The
speed of information age and evolving educational technology have changed
the way of teaching and the level of knowledge acquired during teaching. In
this study, we present establishment of educational network among the
undergraduate with mobile application. Students will be trained on the mobile
application using smart devices which are present in almost every university
student today. For this training, firstly the teams will be established and the
target group will be reached for the education given by the knowledgeable
student. With the mobile application to be prepared, students will be able to
enroll in courses that are opened, will be notified about the lessons from the
instructors and will be able to access the necessary source documents easily.
The application will also be a website at the same time and all the operations
performed in the application will also be available on the website.

Since the 21st century, intelligent devices have become an integral part of our
life. It has been developed rapidly since its first use on many electrical systems.
Until 10 years ago, there is no concept of mobile technology, but now mobile
technologies are being used in all electrical systems. Today, a large majority of
university students use smartphones. The use of smart devices and web sites
has changed drastically with the introduction of the Internet on mobile
devices, which are now available in almost every area and offer great
convenience in information access. With these developments, we can access
the mobile devices or mobile phones we need from the desired time and
location without cable or any connection [1].

In the last years, due to the usefulness of mobile devices and solutions, the
transition from traditional desktop systems to mobile devices has accelerated
and mobile device usage has become widespread [2]. One of the uses of
mobile devices is mobile learning (m-learning). M-learning is a form of learning
that allows content to be accessed without being tied to one another and to
communicate with other students. M-learning environments have shown that
learning without a fixed location on mobile devices is possible. Laptops, tablet
computers, PDAs, smartphones, mobile phones are the most used mobile
devices. Concepts such as portability and learning everywhere have come to
the forefront when defining the M-learning [3].

Mobile applications are used today in many areas and service categories. Even
in our personal computers, we can use mobile applications that also have
smart devices with virtual drivers. Generally applications on shopping,
friendship, education, entertainment, event, finance, photo editing, news,
maps, weather, e-book, music and video players are being made. Design and
coding are done according to platforms that the application will work [4].
Based on 2013 mobile apps rates, Apple's app stores where apps are published
for devices only IPhone, IPad, etc. have more than 500 million users and more
than 40 billion mobile apps are downloaded [5].

Mobile websites can also be added to app stores as an app. An analysis of a
survey is conducted by Deloitte firm in 2015 with 49,000 participants from 30
countries [6]. According to the analysis result, in Turkey the average user
controls the phone 70 times a day, which means that they control the phone
every 15 minutes. This rate is equivalent to twice the amount in countries like
Italy, Russia, England and Germany. It was argued that computers and internet
should be used for education in the study [7] that the new technologies
brought additional burdens to the instructors at the same time and the
systems developed from the 1960s to the day of publication of the article were
discussed for computer aided education.

As a result of this study, it is thought that "education reform cannot be done
without relying on the internet in contemporary education". In another
study[8], e-learning and computer-aided educations were compared. It was
emphasized that technology and e-learning enable classroom education to be
realized in a richer and more diverse manner and robust and quality learning
depend on the best use of resources.

With the development of technology the performance of Java, Python and
Ruby languages is compared on the other side [9]. Ruby and Python are half
the length of Java in terms of code length and Ruby has the least memory
consumption. The book by Song and Kidd [10] indicates that new
communication technologies especially internet helps people to get together
and help them to meet their different needs. Extensive information about the
facilities provided by the internet and the renewed world is given. In another
study [11], a mobile application developed and described as another
application that remotely controls electronic devices in the home via GSM and
detects movements within the home is presented.

The interface design of the application is straightforward and the interface has
been able to interact with the user smart home system. In another study
published in the journal of social sciences, the numbers of sites with and
without .edu extensions in the world and in our country were compared [12].
The advantages of computer-aided education and the convenience of home
environment are discussed for students, teachers and administrators. It is
envisaged to expand computer-aided education and, most importantly, to
support these studies by the national education organization

It seems that many different applications have been made in recent years. In
the presented research [13], the use of mobile marketing applications in the
tourism sector has been discussed. The achievements that mobile applications
bring to marketing sector in the tourism sector are explained. As an example, it
is mentioned that how the agency's investment in mobile application has
returned to itself as a profit. The increase in the number of Facebook users and
educational benefits in recent years between our country and other countries
have been compared in detail [14]. In another study, evaluations and attitudes
of students were examined about distance education systems and programs
used by universities [15]. 63.9% of the students did not visit the program at all.
Besides, 27.8% of the students answered that the program was not interesting
and 25.1% answered that the program was not beneficial.

Nowadays, Turkey is in the forefront in terms of mobile device usage rate.
However, a comprehensive research shows that Turkey ranked 41st out of 76
countries based on the 15-year-old students of the Organization for Economic
Co-operation and Development [16]. Education is a very important element in
order to have an important place in the globalizing world. The high quality of
education means a dynamic society. Individuals who are well trained can
contribute to the development of the country when appropriate conditions are
met.

In our country, there are many problems in today's educational system, from
the crowded classes to the inadequate educators. In terms of students, there
are many problems such as unnecessary information transfer effort, ineffective
information transfer, intensive teaching programs, inadequacy of learning
environments, inadequacy of materials to be shown in practice and inability to
use correct methods.

The number of unsuccessful students in some courses according to the
information received from the secretary of Computer Engineering for the
2015-2016 education year is given in Fig. 1. At the end of the project, the
students are expected to gain detailed information on different topics through
the application planned to be developed. At the same time it is aimed that the
students who will give education will gain experience on the subjects to be
explained.

In many universities, students organize themselves in social media and share
information. But sometimes this is not easy and effective results are not
produced. In this project, we aim to reach more people by increasing the usage
rate of mobile application with the power of our prepared application. It is also
aimed to increase the usability and to benefit the student branches from the
application by announcing the upcoming events in the university.

Contents and features to be included in the project were determined before
coding, and then the drawings were made with Photoshop program. Through
the Bootstrap framework at the interface, a design that fits the resolution of
every smart device is provided. Ruby on Rails technology is used in the
database part. Ruby is a modern interpretable programming language that
accepts everything as an object.

Ruby programming language is designed to be programmer-friendly, easy-to-
write, and non-repetitive. It is also preferred because it has a very talented
MVC framework like Ruby on Rails. Representation of Ruby on Rails framework
is given in Fig. 2.

At the start of the application, the
information module will appear for the
first time entry. In the title of the main
page, if the user has not logged in, the
login button will appear in the middle.
If logged in, the screen with the name
will be displayed. There is a pop-up
menu on the left and a user panel on
the right. When the login button is
pressed, the module opens without
leaving the page and the user name
and password query screen is
displayed as shown on the left in Fig.4.

There are shortcuts for forget password and account creation at the bottom of the
opened module. If users are enrolled with social media accounts, then a
mandatory module is opened to enter the university number. At the top of the
main page there is a news band covering 5% of the height, while on the bottom
side there is a slide where three photos are placed. This screen is displayed on the
right in Fig. 4. Starting from the bottom of the photo in the slide, a gradient from
black to opaque is placed to facilitate the appearance of the texts, and a short
section of the news title and content is placed. At the bottom of the slide there is a
short section of white and gray header and contents. The texts are coded in order
to the left, to the middle and to the right respectively. Faculties, ongoing lessons,
lectures and activities of student branches are located under the slide. After the
events, there are shortcuts and subtitles on each page of the application. On all
faculties page, there is a drop-down menu where the faculties are located one
under the other. For example, when the Engineering Faculty is clicked, the sections
in the faculty such as Computer and Electronics are presented.

When any of the sections is clicked,
the courses that are labeled in that
section are listed as shown on the left
in Fig. 5. When the content of the
course is clicked, there is a slide
section with three photographs at the
top. Other options such as add to
favorites, enrollment buttons, scoring,
viewing, the number of applicants, the
information about the course, the
content, the necessary materials and
announcements are given below as
shown on the right in Fig. 5. Above the
sub-information, there are courses on
the same label in the name of the
continuing courses.

the right has an account view, personal
information, courses attended, courses
not approved, lessons applied, alarm
list, e-support, and exit shortcuts from
application as shown in Fig. 6. On the
alarm list, developments about the

user can remove the desired course
from the page and blocking the
notification. In the account view,
name, department and the location
information are listed respectively
under the cover and profile photo of
the user.

Sorting on the courses attended is done according to the code of the courses, and
the information about the course is hidden inside the tab. It can be enlarged when
requested by clicking on the code. Pending approval and unapproved lessons are
designed in the same way. However, for non-approved courses, the reason for not
being approved is also shown. The school number of the user is requested not to
interfere with any fake voting in the lesson section on the homepage. For those
who wish to join from outside the university, guest membership is given in case of
communication. There is a three-page slide at the top of the news page; the
university news and application news are listed under the drop down menu below.
Application also includes pages such as error page, frequently asked questions,
activity calendar and task list pages as shown on the right in Fig. 7.

Conclusion
In this study, a difference was created with the programming languages and
visuals used in the application and the rapid operation of the application were
provided. Since there is no similar application, comparative studies have not been
conducted but the results of the program are more positive than those of the
mobile training applications. Ruby is pleased with the quick run of the application
with less memory consumption. Memory occupancy in smart devices is one of
the most obvious differences from similar mobile education applications.
