Les médias ont été invités à une
conférence, le 18 août, offerte par la
Congrégation B’nai Israël de Tustin, en
Californie. Un éminent spécialiste,
Richard Hovannissian, a été invité
comme conférencier. Le contexte et le
format sont intéressants pour la com-
munauté universitaire ainsi que pour le
grand public. La conférence sera suivi
d’un dîner arménien casher et portera
sur les similitudes et les différences
entre les génocides juif et arménien.
Alors que l’historiographie du géno-
cide arménien en était encore à ses
balbutiements, Hovannissian est
devenu l’un des pionniers de la cause
informant non seulement le public
arménien, mais aussi le public interna-
tional. Ceci est également dirigé vers
un public dont la sensibilité à la ques-
tion ne peut être surestimée.
Hovannissian présente le génocide à la
communauté juive, qui est aussi trau-
matisée et tourmentée par l’expérience
catastrophique que celle qui a frappé
les Arméniens au début du siècle
dernier.
Depuis l’Holocauste juif, c’est
presque un cliché que de dire que si les
auteurs du génocide arménien avaient
été puni, il (l’holocauste) aurait, peut-
être, pu être évité. Mais la cruelle
logique de l’histoire et de la politique
indique que la nature humaine ne
change pas la possibilité que n’importe
quel dictateur devienne un Talaat, un
Hitler ou un Pol Pot. Mais en compara-
nt l’expérience arménienne à l’expéri-
ence juive, certains enseignements
pourraient être tirés par les politiciens,
les universitaires et même par les pays
touchés et façonnés par ces événe-
ments historiques.
Il y a des similitudes et des dif-
férences entre les deux cas. Les simili-
tudes sont dans le domaine du cause à
effet. La direction ittihadiste a accusé
les Arméniens d’être des traîtres à
l’Empire ottoman, tout comme Hitler a
blâmé les juifs de tous les maux de la
société allemande et a décidé donc
d’administrer la solution finale à l’exis-
tence juive en Europe.
Les différences sont beaucoup plus
prononcées puisque les Arméniens ont
été exterminés dans leur propre patrie
alors que les Juifs ont subi le même
sort dans un pays étranger. À la suite
du génocide, les Arméniens ont perdu
75% de leur population, ainsi que leur
patrie ancestrale vieille de 3 000 ans.
Les Juifs ont reçu une patrie en con-
séquence directe de l’Holocauste. La
Déclaration Balfour de 1917 d’accor-
der une patrie aux Juifs ne deviendra
une réalité qu’en 1948, lorsque les Juifs
ont pris leur destin en mains et de
nombreux Juifs européens ont cher-
ché à vivre une vie comme Israéliens,
et non comme une minorité en Europe.
Les Arméniens survivants ont perdu
leurs maisons, leurs lieux de culte et
tous leurs biens et, au mieux, ont
obtenu un peu de charité de la part des
pays d’accueil, alors que tout Israël est
devenu le bénéficiaire de l’indemnité
due aux victimes de l’Holocauste, en
dépit du fait qu’il n’existait pas comme
pays souverain durant l’Holocauste.
Les spécialistes du Génocide vont
certainement trouver davantage de
similitudes et de différences dans ces
cas historiques. Mais l’éducation
mutuelle est nécessaire aux deux
nations pour se comprendre et se tenir
ensemble tel un rempart contre toute
menace future de nettoyage ethnique.
De nombreux érudits juifs sérieux
et justes, y compris Israël Charny, Yair
Auron et d’autres, soutiennent que la
négation du génocide arménien par le
gouvernement israélien sape les fonde-
ments moraux de la Shoah elle-même.
Ces savants juifs considèrent
comme un impératif moral pour le

sonne que l’obstacle à cette reconnais-
sance vient de la ligue anti-diffamation
menée par Abraham Foxman et de cer-
tains lobbyistes pro-israéliens à
Washington. Quelles que soient ce que
ces spécialistes d’une grande intégrité
croient et professent, cela ne se traduit
pas nécessairement par un gain poli-
tique.
Chaque fois que le Premier ministre
Recep Erdogan de Turquie fait la sot-
tise d’accuser Israël de commettre un
génocide contre le peuple palestinien,
des rumeurs circulent et des auditions
parlementaires sont tenues en Israël
en vued’une reconnaissance du géno-
cide arménien par l’Etat juif.
Ces rumeurs sans conséquence
s’évaporent et les audiences sont aban-
données, dès qu’Ankara émet une note
conciliante.
L’incident le plus scandaleux a eu
lieu lorsque le président israélien
Shimon Peres s’est rendu à Ankara et a
déclaré que l’assassinat des Arméniens
par l’Empire ottoman ne constituait
pas un génocide. C’était un compli-
ment politique présenté à ses hôtes
turcs à travers le sang de 1,5 million de
martyrs arméniens. Cependant, l’his-
toire est pleine de paradoxes. Un peu
plus tard, M. Erdogan a rencontré M.
Peres à Davos, en Suisse et a crié au
visage du président israélien que son
pays était en train de commettre un
génocide envers les Palestiniens. Les

Peres ont été vengées par inadvertance

Le Haut Karabagh tend la main à
l’Azerbaïdjan pour la gestion des
ressources communes en eau
Les autorités du Haut-Karabagh ont exprimé leur volonté d’engager les pour-
parlers avec les autorités de l’Azerbaïdjan en vue de trouver un accord sur la
gestion des ressources communes en eau à la frontière de l’Artzakh et de
l’Azerbaïdjan. Le vice-premier ministre de la République du Haut-Karabagh
Arthur Aghabegian a indiqué que de tels pourparlers porteraient sur le
développement de la retenue d’eau et du barrage de Sarsang et d’autres sites sur
la rivière Tartar, au nord du territoire. Ces propositions interviennent après
plusieurs de manifestations des habitants du bassin azéri de la rivière Tartar, qui
réclament des autorités de Bakou de l’eau pour irriguer leurs cultures dans cette
région.
M. Aghabegian a indiqué que le réservoir du barrage de Sarsang, vaste
retenue d’eau aménagée durant la période soviétique dans le nord de l’Artzakh,
avait un grand potentiel hydrique et si ses eaux étaient utilisées de façon
rationnelle, elles pourraient profiter tant au Karabagh qu’à l’Azerbaïdjan.
M.Aghabegian a précisé que si l’Azerbaïdjan rejetait l’offre de dialogue du
Karabagh, celui-ci procéderait à d’importants investissements pour aménager
des stations de pompage qui auraient vocation à approvisionner en eau les
seules régions frontalières de l’Artzakh, sans que puissent en bénéficier les pop-
ulations azéries voisines. « Nous utilisons l’eau de Sarsang pour produire de
l’électricité et notre cahier des charges a été établi de telle sorte qu’il ne réponde
qu’à nos seuls besoins. Dans l’éventualité d’une coopération, nous pourrions
utiliser ces ressources pour qu’elles profitent aux deux, Karabagh et Azer-
baïdjan », a expliqué M. Aghabegian.

le projet de loi sur l’égalité des sexes
En mai dernier, le Parlement a
adopté le projet de loi sur l’égalité des
droits et des chances entre les
hommes et les femmes.
Le but de ce projet de loi est la pro-
motion du rôle des femmes dans la vie
sociale, a déclaré le Premier ministre
Tigran Sargissian.
« Nous constatons que les femmes
ne sont pas représentées correctement
aujourd’hui dans la vie sociale et la
question principale est de renforcer
leur rôle. La loi réglemente ces ques-
tions. Dans l’auto-organisation de la
vie sociale [Il y a] des variations, les
femmes ne sont pas représentées cor-
rectement dans les différentes
instances et la loi réglementera le
fossé existant », a-t-il déclaré.
Sargissian a expliqué qu’il y avait des
règles similaires dans la législation
pour faire en sorte que les partis don-
nent un cinquième de leurs listes de
scrutin proportionnel à des femmes.
Selon Sargissian, le nombre de
femmes à l’Assemblée nationale a aug-
menté en raison de ces mesures.

Des Eurobonds pour l’Arménie
L’Arménie, cotée Baa2 par Moody’s and BB par Fitch, a engagé la Deutsche
Bank, HSBC and JP Morgan afin de mener sa nouvelle politique d’emprunt en
devises étrangères d’Eurobonds. L’Arménie pense utiliser ses profits afin de
rembourser sa dette de 500$ millions, somme reçue en 2009 par la Russie afin de
l’aider à traverser sa crise financière. Les eurobonds devraient permettre au
secteur privé de bénéficier de ressources financières bon marché, dans la
mesure où les taux appliqués par les investisseurs privés sont de 1 à 1,5% plus
élevé en l’absence d’emprunts garantis par l’Etat.

montant estimatif de 6 millions de dollars en frais d’hébergement, de nourriture

Ces chiffres ne comprennent pas les résidents d’Arménie, qui semblent égale-
ment voyager au Karabagh en plus grand nombre ces jours-ci.
Les autorités de Stepanakert ont enregistré une croissance annuelle similaire
depuis 2007, lorsque le nombre officiel des touristes non-arméniens se situait à
environ 5 000. L’expansion du secteur du tourisme se traduit par l’émergence de
nouveaux hôtels et chambres d’hôtes non seulement à Stepanakert mais aussi à

Sergey Shahverdian, le chef du Département du Tourisme, a déclaré que

nationalement reconnue de Bakou sur le territoire. Plus de 300 dignitaires
étrangers et des visiteurs ordinaires ont été déclarés personae non grata en
Azerbaïdjan pour avoir ignorer ces avertissements. Le ministère azerbaïdjanais

Nouvelle politique de transport aérien
Le gouvernement arménien mettra en œuvre une nouvelle politique de trans-

YEERVAN. – Armenia will remain
faithful to undertaken commitments
under international human rights and
humanitarian law, spokesperson for
Armenian Defense Ministry Artsrun
Hovhannisyan said.
Asked whether Armenian authori-
ties wait for Azerbaijan’s decision on
the Armenian citizen detained recently
in the territory of Azerbaijan to pro-
ceed accordingly with the Azerbaijani
POW, Mr. Hovhannisyan replied that
“irrespective of the decision on part
of Azerbaijani authorities, we will
remain faithful to Armenia’s commit-
ments under international human
rights and humanitarian law and will
act in compliance with assumed
responsibilities set out in all agree-
ments and documents signed with
respective international organizations
and no less important the free, unhin-
dered and informed decision of the
Azerbaijani POW on his future status.”
On August 15 Deputy Minister of
Defence of Armenia Davit Tonoyan
held a regular meeting with Red Cross
delegate in Armenia Dragana
Rankovich. Tonoyan told the ICRC
delegate that Firuz Faragev, the
Azerbaijani serviceman who is kept in
Armenia has changed his intention and
expressed a wish to return back to
Azerbaijan. He also requested meet-
ings with representatives of interna-
tional humanitarian organizations in
Armenia.
As reported earlier, Armenian sol-
dier Hakob Injighulyan (born in 1991)
found himself in the territory under
the control of the adversary. The
Azerbaijani side has not let the meet-
ing with ICRC delegates so far, and
was postponing it for different rea-
sons. Instead of a meeting with Red
Cross delegates, Baku organized an
interview with the captive, thus violat-
ing the Geneva Conventions.

The celebrated Armenian national
poet, Vahan Tekeyan, has written a
series of poems which encapsulate in
the most concise and effective fashion
the woes befallen on the Armenian
people throughout history. One of
those poems is titled, “Nation into
Dust,” which begins with the line:
“You small, diminished land, finer than
a grain of dust.”
This short statement laments the
status of the Armenian people and
their homeland, which have been
reduced to dust as a consequence of
the crime perpetrated by the Ottoman
Turks.
The poet, who, most of the time
comes off as a pessimistic prophet,
this time around concludes the poem
with optimism, writing, “For grains of
dust may some day recast as stone
once again.”
The Turks decided to pulverize the
Armenian people so that they may not
rise again to claim their ancestral
homeland.
Tekeyan’s optimistic conclusion
notwithstanding, the Armenians
remain a “nation into dust” through
infighting and internecine squabbles of
self-destructive magnitude. What the
Turks intended to reduce us into a
nation of dust we continue perpetrat-
ing that status through our own voli-
tion.
We are at the threshold of the
Genocide centennial and except some
rhetoric and grandiose plans we, as a
nation, continue the self-flagellation,
while Turkey has already taken
counter measures to blunt any effort
that Armenians could undertake to
reach out to the world.
The Turks already have their strate-
gic plans in place because they realize
the national security threat that this
“nation of dust” may engender.
Turkey’s Foreign Minister Ahmet
Davutoglu has announced plans to
mark the year 2015 as the centennial
anniversary of the Gallipoli campaign,
where Turkish forces, under the lead-
ership of Mustapha Kemal, defeated
the Allied Troops at the Straits of
Dardanelles. Certainly the well-heeled
lobbying firms in Turkey will generate
enough noise on the international
scene to drown all Armenian initia-
tives.
Following the Ergenekon or Deep
State trials and recent convictions,
which put behind bars all the military
brass undermining Prime Minister
Erdogan’s initiatives, the Supreme
Military Council of Turkey has nomi-
nated new commanders to head its air,
land and marine forces, to be able to
deal with all the neighbors which may
in any way threaten Turkey’s national
interests.
Militarily Armenia is no match for
Turkey, but politically the Ankara
leadership is convinced that Armenian
lobbying in the US has been jeopardiz-
ing American-Turkish relations. It is
not a coincidence that Turkey has
appointed Hulyusi Akar as the com-
mander of the land forces. It so hap-
pens that Mr. Akar is one of Turkey’s
“experts” on Armenian issues. In fact,
his doctoral thesis at Istanbul’s
Bogazici University was titled, “The
Armenian Question and the Impact of
the Armenian lobby on the American-
Turkish relations.”
While Turkey is investing its
tremendous resources in money, mili-
tary power and political clout, what
are the Armenians doing to counter
the threat?
We can enumerate a few despicable
acts and continue lamenting our status
of a nation reduced to dust.
Recently one of the topics sched-
uled to be discussed at the Supreme
Spiritual Council at Echmiadzin was
the planning of centennial programs.
But no one was interested in that
topic.
Instead, an obscene campaign was
unleashed to denigrate the church
hierarchy as if to sabotage the more
pressing issues.
Indeed, the coincidence may lead
one to believe in conspiracy theories.
At this time, the merits or demerits of
the questions raised is not the issue,
but the timing is definitely unfortu-
nate.
Another issue was an engrossing
situation created by law firms seeking
compensation for the survivors of the
victims of the Armenian Genocide
from the insurance companies.
A statement issued on July 24, 2013
heralded that “Yeghiayan, Kabatek and
Geragos amicably resolve their differ-
ences.”
It is important to quote some major
statement from the release: “The law
offices of Vartkes Yeghiayan, the firm
of Katabeck Kellner and the firm of
Geragos and Geragos jointly announce
that they have amicably resolved their
differences which arose from the set-
tlement of the Armenian Genocide
claims in the AXA litigation pending in
the federal court.
Specifically, the lawsuit filed by
Geragos and Kabatek Brown Kellner
(case no. 2:11-cv-03043-CAS-AGA)
against Mr. Yeghiayan, Rita
Mahdessian and a number of charities
is being dismissed with prejudice
forthwith.”
The moral of this uncalled for litiga-
tion lies further down in the release:

Further, the parties have agreed on a
process for the review of all costs and
charitable awards that the parties have
made incident to the AXA settlement.
The parties have also agreed to request
that the Federal District Court keep
and maintain jurisdiction over the
finalization of both the claims process as well as the fulfillment of the terms of
this settlement agreement among the law firms.
The AXA Insurance Claims Action was a milestone case. It was originally
filed by Vartkes Yeghiayan and Brian Kabateck in February 2002 in Federal
District Court in Los Angeles. Its intent was threefold: to honor the victims and
martyrs of the Armenian Genocide; to foster public awareness and recognition
of the Armenian Genocide; and to compensate descendants of those policyhold-
ers who were killed in the Armenian Genocide with the rightful monetary bene-
fit that insurance companies had denied them in the decades following the hor-
rendous deaths of their parents and grandparents.
In the words of Mr. Yeghiayan: “We must not lose sight of our main objective -
which is a measure of justice for the heirs of the victims. The Armenian commu-
nity expects an orderly and transparent conclusion of this case.”
Mark Geragos, commenting on the settlement, said: “Brian Kabateck and I are
pleased with this resolution because it will allow all of us to finalize the settle-
ment agreement, resolve all claims accounting issues and conclude any remain-
ing issues between the lawyers. The resolution of this case is as important as
continuing the fight to bring justice for all Genocide victims.”
The parties expect a final accounting and Court order in connection with the
AXA settlement to be issued within 90 days.

Seven people were
arrested Tuesday as part
of an investigation into a
sophisticated identity
theft ring targeting thou-
sands of victims, whose
credit card information
was stolen to purchase
gas, police said.
The men — Edgar Ala-
verdyan, Karen Nazar-
yan, Serob Yegoyan, Ed-
vard Martirosyan, Levon
Mkrtchian and Emil Mor-
kus — were allegedly
making card-skimming devices, which were used to steal victims’ account infor-
mation. They were also manufacturing credit cards that were recoded with the
victims’ information to purchase gas, which was later resold to truckers,
Glendale Police Sgt. Dan Suttles said.
“This is how they make their money,” he said.
The scheme could possibly result in hundreds of thousands of dollars in loss
to the victims, Suttles added.
On Tuesday, detectives searched nine locations, including homes in Glendale,
the San Fernando Valley and the Los Angeles area, where they recovered evi-
dence such as guns, credit cards, homemade card-skimming devices, computer
equipment and two trucks used to store gas. Detectives also found $60,000 in
cash.
The card-skimming devices were placed into numerous gas pumps. Account
information was then stolen from victims who swiped their credit cards to pur-
chase gas, and it was re-encoded onto blank cards.
The men used the cards to buy gas and reportedly pumped fuel into a Ford F-
350 — which was altered to hold up to 300 gallons of gasoline, police said. Next,
they made trips to Los Angeles-based Quantum Trucking, which has a parking
lot for truckers where they sold the fuel for half of its value, police said.
“It can be extremely dangerous,” Suttles said. “It’s gasoline rolling down the
street. We don’t know about it and it’s a homemade gas tank, so you have the
potential for bad things to happen.”
Detectives from the Financial Crimes Unit launched the roughly seven-
month-long investigation into the theft ring after officers stopped Mkrtchian and
David Yezgatyan in January for a window tint violation, according to Glendale
Police Sgt. Tom Lorenz.
During the stop, police recognized Mkrtchian as someone the Orange County
Sheriff’s Department had requested that other law enforcement agencies be on
the lookout for, he added. Police allegedly discovered a flash drive and an illegal
re-encoded credit card, so they arrested the pair.
Detectives later obtained a warrant to search the pair’s physical therapy busi-
ness in Glendale, where they discovered equipment to manufacture re-encoded
credit cards.
Aided by the Los Angeles Police Department, the attorney general’s office,
U.S. Secret Service and the Orange County and Los Angeles County sheriff’s
departments, detectives continued their probe for months and discovered seven
additional men were connected to the ring.
Police are still looking for Hratch Keyo, Vachik Babayan and Yezgatyan, who
were not home during the searches.
Vachik Babayan’s wife, Karine Babayan, was arrested after detectives
searched their home and discovered re-encoded cards inside her purse, Suttles
said.
The men were taken into custody on suspicion of identity theft, possession of
access card information and conspiracy.
Prosecutors with the attorney general’s office will likely file charges against
the men in Los Angeles County, police said.

aware that the AXA case is meager
compensation for the fathomless injus-
tice committed upon the Armenian
people. They know that while they
cannot undo the dark pages of
Armenian history, they must continue
to fight for justice.” Mr. Yeghiayan has
further commented:
“We must not lose sight of our main
objective — which is a measure of jus-
tice for the heirs of the victims.”
One wonders if these prominent
lawyers knew that our objective was
to fight for justice or they learned after
they embarrassed each other and the
Armenian community with them.
These are venerable law firms
which have done so much good for the
community and with all their legal
expertise it seems that they have lost
common sense.
It was a minor victory against
Turkey — not even against Turkey,
but against a foreign insurance compa-
ny — and we became a laughing stock
of the Turks.
This case also symbolizes our vul-
nerability, should one day the Turks
decide to discuss a compensation of
any size. The Turks have already
learned that all it takes to create chaos
for Armenians is to float a trial bal-
loon.
Another issue of principle has come
to upset our scholarly community; a
scholarly conference took place in
Tbilisi, Georgia, on the topic of the
Armenian Genocide. Many of the orga-
nizers and participants were Genocide
deniers. The ARF media appealed to
Armenian scholars to refrain from
attending and many scholars heeded
the warning. The reasoning was to not
legitimize the Genocide deniers, which
is a valid point. However Prof. Gerard
Libaridian agreed to attend and read a
paper. It is beside the point that the
scholar failed to show up for health
reasons.
The ARF media on the East and
West coasts (namely the Armenian
Weekly and Asbarez) joined their
forces to attack Professor Libaridian’s
decision.
For many years the Armenian
scholars attended MESA meetings
either unprepared or leaving the forum
open to Turkish scholars and their
hired guns. Some academics main-
tained that they were not Genocide
scholars; others believed that facing
the Genocide deniers would place
them in the realm of advocacy, which
would chip away their academic cre-
dentials. In his lengthy rebuttal,
Professor Libaridian maintains that we
should meet the deniers in the lion’s
den face to face and take them to task.
It seems that his detailed reasoning
has failed to convince his opponents
who have produced another piece, this
time around abandoning the niceties
of academic discourse.
If we have to face the deniers, our
scholars must be as prepared as the
opponents are, otherwise, we would
fall into the trap of a Quixotic exer-
cise.
But what we learn from this debate
is that the ARF media has come to set-
tle old scores with Professor Libari-
dian, who was a former member of
ARF and quit. As senior advisor to
President Levon Ter-Petrosian, he is
perceived to be the architect of the

over the years and have come out
under the guise of academic debate.
Besides the ARF believes that it has
a monopoly on the Armenian case and
Genocide issues. What we need is a
discussion in our community to decide
whether or not we should face the
Genocide deniers and use such meet-
ings as a positive way to change opin-
ions.
Last but not least, is the issue of the
Genocide Museum in Washington. The
Cafesjian Family Foundation won the
legal battle and gained control of the
museum site. But it looks like the
museum battle is lost as there seems
to be no prospect of opening it in the
year 2015 — at least not on the magnif-
icent scale envisioned originally. This
is a tragedy on top of the tragedy of
the Genocide itself.
Had the poet Tekeyan been resur-
rected, perhaps he would revise the
optimistic punch line of his poem to
state that we were reduced to the state
of a nation of dust by the enemy and
that we will struggle ourselves to con-
tinue on surviving as a “nation of
dust.”

Excavations shed light on
Erebuni Temple
YEREVAN (Armenpress) — An Armenian-French excavation team is focus-
ing on the entrance pillars of the temple of the god Khald in Erebuni, as it has
not been studied extensively yet.
The head of the team, Stefan Deschamp, said at a press conference on July 30
that in the 1950s and 1960s, when the site was partially excavated, it was not
studied closely. “The main question was to find out what connection had the
temple of Khald and great hall with pillars which had been excavated in past,”
he said.
In 2012 the group discovered the street around the temple and this year con-
tinued excavations in the above-mentioned street, which possibly is the oldest
street in Yerevan. “This street allows making chronological adjustments,”
Deschamp said.
The Armenian-French excavation group has been digging around Erebuni
temple since 2008. The excavations will continue till 2015.
