François Hollande, Président de la République. Les représentants des associations ont évoqué la préparation des commémorations du centenaire du génocide en 2015, leurs attentes concernant un projet de loi pénalisant le négationnisme et leur préoccupation par rapport au processus d’adhésion de cette Turquie en Europe. Le président de la République a rendu hommage aux activités du CCAF en particulier dans le domaine de la mémoire arménienne. Il a confirmé ses engagements ainsi que sa visite en Arménie en mai 2014 à l’invitation du président Sarkissian. L’entretien s’est déroulé dans une atmosphère de franchises et de cordialité. Conseil de Coordination des organisations Arméniennes de France mardi 17 décembre 2013, Ara©armenews.com A lire, le dernier livre d’Armen Ayvazyan Armen Ayvazyan dont le livre en anglais « The Armenian Military in the Byzantine Empire » a rencontré un grand succès dans les pays anglosaxons et en Europe, vient d’être traduit en français : « Les Forces militaires arméniennes dans l’Empire byzantin » et publié aux éditions Sigest avec un avant propos de Ilkka Syvanne (PhD) dont voici un extrait : « Armen Ayvazyan réussit à mener à bien une tâche quasiment insurmontable. Il prouve ici que, malgré l’apparente carence de preuves historiques pertinentes, il n’en demeure pas moins possible de procéder à une reconstitution de la révolte arménienne de 538-539 qui apporte un traitement renouvelé du sujet, tout en demeurant constamment rigoureuse et solidement argumentée. » Cet ouvrage permet de découvrir l’une des périodes les plus mouvementées, mais aussi l’une des plus méconnues, de l’histoire militaire de l’Arménie. Il permet aussi de prendre la mesure de toute la complexité des relations entretenues avec l’Empire byzantin. Dans la première partie, Armen Ayvazyan entreprend une analyse du soulèvement de l’Arménie contre l’empereur Justinien en 538-539. Pour mieux identifier ou évaluer les différents schémas tactiques et stratagèmes employés par les forces arméniennes, il prend en compte des documents antérieurs ou postérieurs qui permettent une meilleure compréhension de leurs opérations militaires, conventionnelles ou non, comme par exemple l’élimination ciblée de chefs militaires ennemis ou de dirigeants de l’administration coloniale. L’administration Bush-Cheney n’a pas seulement échoué à éviter de déclencher l’étincelle, mais il a délibérément et imprudemment commencé une guerre contre l’Irak qui baigne toujours dans le sang. Le jour où la prédiction de M. Cheney s’accomplira - les Irakiens embrassant leurs agresseurs avec des fleurs – n’est pas encore là. Dans l’ensemble, la guerre lancée sur un mensonge par les acolytes nommés ci-dessus, a assassiné plus de civils que le dictateur Saddam Hussein ne l’a jamais fait. En outre, la guerre a coûté la vie à 4 500 jeunes Américains, en plus des 50 000 combattants blessés ou mutilés, souffrant de maladies physiques et mentales qui sont devenus dépendants à vie des contribuables américains. La guerre en Irak a coûté trois mille milliards de dollars, ce qui met l’économie américaine à genoux. La guerre ourdie par Paul Wolfowitz et ses alliés néoconservateurs a été menée principalement dans le but d’éliminer une menace pour Israël. Saddam Hussein n’avait pas menacé, et il n’était pas en position de menacer, les États-Unis. On croit que le plan de M. Cheney était destiné à étendre la guerre à l’Iran et à la Syrie dans le cas où l’aventure irakienne se soit avérée être un succès, comme il l’avait imaginé. En attendant les fleurs, M. Cheney a quitté son bunker de la Maison Blanche. Il ne restait qu’au président Obama à nettoyer le gâchis. Le président a essayé de tenir ses promesses de campagne électorale et de créer des situations plus pacifiques dans les régions troubles. Pourtant, presque à mi-chemin de son second mandat, il n’a pas encore de grandes victoires dans ses politiques intérieures : l’Obamacare est en difficulté, la loi sur l’immigration est encore floue et le reste de l’ordre du jour national est encore dans les limbes. Renier sa promesse de campagne et ne pas reconnaître le génocide n’aura pas d’impact sur son image d’artisan de la paix mais il aura déçu la communauté arménienne. Mark Laudler a écrit dans The New York Times : « La méfiance profonde des Américains envers la guerre a renforcé l’instinct de M. Obama à vouloir négocier des ententes sur des actions unilatérales. Alors que les responsables de la Maison Blanche suggèrent que le président a toujours prévu d’arriver à ce point et que tout – l’augmentation des troupes en Afghanistan pour le raid du commando qui a tué Oussama Ben Laden – servait à nettoyer les actes de ses prédécesseurs ». Grâce à une navette diplomatique intense, le secrétaire d’État John Kerry a été en mesure de rapprocher les Israéliens et les Palestiniens à la table des négociations, alors que la colonisation de la Cisjordanie se poursuit inexorablement, contrairement à l’avertissement donné aux Israéliens de geler l’expansion des colonies. Personne ne sait où ces négociations pourraient mener, mais au moins les parties se parlent, après une longue et stérile interruption. Jodi Rudoren a écrit dans son « Mémo de Jérusalem » (New York Times, 25 novembre) : « L’image de soi de Benjamin Netanyahu est d’abord et avant tout façonné en voulant sortir Israël de l’ombre de la bombe iranienne. Son image n’est pas celle d’un pacificateur, la création de deux Etats et la division de Jérusalem, » ce qui signifie que les négociateurs peuvent discuter en vain. D’autre part, l’administration américaine a saisi deux occasions de faire des percées dans deux problèmes insolubles, qui auraient pu causer la dévastation : des négociations sur les installations nucléaires d’Iran et la convocation d’une conférence sur la guerre en Syrie. Ces deux problèmes ont une incidence vitale sur les Arméniens du Moyen-Orient. Le Président Ruhani d’Iran a lancé une offensive de charme devant l’Assemblée générale des Nations Unies, en septembre dernier, et après une série de appels spectaculaires, il a finalement parlé au président Obama au téléphone et la conversation diplomatique a permis d’obtenir un accord provisoire conclu entre l’Iran et cinq grands pays du Conseil de sécurité des Nations Unies. Dans les six mois, les parties négocieront un accord final, qui, en cas de succès, attribuera une victoire claire à la politique étrangère de l’administration Obama. Cet accord permet à l’Iran de maintenir son programme d’enrichissement d’uranium à un maximum de 5% et de convertir son stock d’uranium enrichi de 20% à 5%, l’arrêt de la construction d’un réacteur à eau lourde et de permettre des inspections internationales intrusives, qui peuvent détecter toute tricherie ou non-respect de l’accord à un stade précoce. La communauté internationale, quant à elle, allègera les sanctions contre l’Iran, ce qui permettra l’utilisation de 4 milliards de dollars d’actifs gelés et 30 milliards de dollars de la vente de produits pétroliers et pétrochimiques, qui stimuleront l’économie chancelante de l’Iran. L’accord inquiète Israël, qui veut se contenter de rien de moins que de bombarder les installations nucléaires iraniennes. Le Premier ministre Netanyahu a lui-même été à la tête d’une campagne contre l’accord, qualifiant le président Obama de naïf et de faible contre un Iran rusé. Bien sûr, le lobby israélien est tenté de faire dérailler l’accord. Selon A. Khachatrian, la société offrira des prix plus compétitifs que les transporteurs aériens nationaux. « En raison des services limités, les compagnies aériennes à petits budgets parviennent à fournir des correspondances aériennes à des prix plus bas. La première société commencera à fonctionner, probablement au printemps 2014, en connectant Erévan avec environ 10 villes d’Europe », a déclaré Khachatrian. Bientôt une loi sur le génocide arménien ? Le gouvernement devrait présenter dans les prochains mois un projet de loi pénalisant la négation du génocide des Arméniens, conformément à l’engagement pris par François Hollande pendant la campagne présidentielle. Pour des raisons diplomatiques, rien ne devrait cependant être officiellement annoncé avant le déplacement du chef de l’Etat en Turquie, prévu fin janvier 2014. Suite de la page 7 Des témoignages de survivants publiés en turc Un livre de l’ethnologue Vergine Svazlian, intitulé « Le génocide arménien : témoignages de survivants », en turc a été présenté à la communauté internationale. Le livre, publié en langues arménienne et anglaise en 2011, comprend 700 témoignages de survivants du génocide arménien. Le défenseur turc des droits de la personne Ragip Zarakolu a également participé à sa publication en Turquie et a assisté à la présentation du livre, le 10 décembre, à la Bibliothèque nationale d’Erévan. Zarakolu a dit du livre, « Je me sens ici comme entouré de ma famille. Merci à Vergine Svazlian pour le travail effectué. » V. Svazlian, chercheuse principale à l’Institut d’archéologie et d’ethnographie de l’Académie des Sciences d’Arménie, a présenté ses travaux de recherche sur la tradition orale des survivants du génocide arménien, à travers leurs témoignages et des chansons qu’ils ont composées et qui révèlent leurs expériences. La présentation de Svazlian est basée sur les nombreuses histoires orales des survivants du génocide arménien, qu’elle a recueillies à partir de 1955 dans plus de 100 localités d’Arménie occidentale. L’Arménie fabriquera des Smartphones Le service de presse du gouvernement a annoncé que l’Arménie lancera ses propres tablettes et smartphones l’an prochain, sur les pas du lancement du premier smartphone de Russie au début du mois. Des prototypes ont été présentés lors d’une réunion du Conseil industriel du pays, présidé par le Premier ministre arménien Tigran Sargissian. T. Sargissian a déclaré qu’une coentreprise américano-arménienne, Science et Technologie Dynamics Inc / Armtab Technologies, commencera à produire les tablettes Armtab et les mobiles Armphone dès le début de 2014. Il met ainsi en évidence, parmi bien d’autres apports, que la raison majeure permettant de rendre compte de la permanence des mêmes préjugés anti-arméniens qu’à l’époque romaine tient avant tout à des raisons géopolitiques. Armen Ayvazyan possède un Doctorat en histoire et un autre en Sciences politiques. Il est l’auteur de nombreux articles et ouvrages, parmi lesquels L’Eglise arménienne du XVIIIe siècle au Cœur du mouvement de libération nationale (2003), Langue maternelle et origines du nationalisme. Etude comparée des sources primaires arméniennes et européennes (2001), Le Code d’honneur des militaires arméniens, IVe et Ve siècles (2000), Le soulèvement arménien de 1720 et la menace de représailles génocidaires (1997). menait nulle part à l’époque et qui a permis à Hitler de préparer ses plans stratégiques. Quiconque met en doute la volonté de M. Obama devrait garder à l’esprit qu’il vient de diriger des bombardiers B-52 vers une zone contestée entre le Japon et la Chine - et la Chine est une puissance mondiale, et non régionale. Il est ironique qu’alors que l’administration Obama négociait l’accord, le Congrès américain rédigeait un projet de loi pour des sanctions plus sévères envers l’Iran. Une coalition bipartite soutenait le projet de loi, avec le sénateur démocrate Chuck Schumer, fer de lance du mouvement en collaboration avec Harry Reid, leader de la majorité au Sénat, également un démocrate. Alors que le débat fait rage sur les mérites ou les dangers de l’affaire, le magazine The Economist affirme : « Des bombardements mettraient probablement l’Iran à terre durant quelques années, mais il faudrait certainement refaire le Moyen-Orient d’une manière très différente. Personne ne sait si le pari avec l’Iran sera payant. Mais il est déjà clair que les risques sont faibles, le prix est potentiellement vaste et l’alternative est désastreuse. » L’autre percée est venue de la guerre en Syrie. Après la débâcle de l’Irak et la Libye - sous le nez de la Russie et de la Chine – la Syrie s’est avérée être une dure à cuire. Le président Obama a été à un doigt de bombarder la Syrie, accusant le régime de Bachar Al-Assad d’utiliser des armes chimiques contre sa population. Tel un guerrier réticent, il a renvoyé la question devant le Congrès des États-Unis, tout en perdant le soutien d’une alliée proche, la GrandeBretagne, gravement brûlée en Irak, en raison des mensonges de l’ancien Premier ministre Tony Blair et sa gymnastique verbale à l’appui de la ligne Bush-Cheney. La Russie a fourni la feuille de route nécessaire à l’administration Obama, en proposant de démanteler le stock d’armes chimiques de la Syrie, réalisé depuis avec succès. Alors que les négociations internationales avançaient, les forces de Bachar Al-Assad ont gagné du terrain sur le champ de bataille avec le soutien inconditionnel de la Russie et de l’Iran. Les forces en présence se neu- tralisent parfois les unes les autres, mais elles ont surtout soulevé le spectre d’un autre régime islamiste extrémiste dans la région, alarmant l’Occident. L’opposition est surtout composée de mercenaires, recrutés par le Qatar, l’Arabie Saoudite, la Turquie et la Jordanie, le même mélange qui a été envoyé en Libye pour renverser le colonel Mouammar Kadhafi. Maintenant, une réunion est prévue le 22 janvier à Genève. The New York Times écrit : « Le changement de régime en Iran et même en Syrie est hors de question ; des offres entre anciens adversaires est possible. » Sous Hafez Al -Assad et son fils, Bachar Al-Assad, la Syrie a été l’un des pays du Moyen-Orient - avec l’Irak - où la politique et la religion ont été séparés. Par ailleurs, Bachar Al-Assad a été extrêmement bienveillant envers les minorités chrétiennes, y compris les Arméniens. Alep a été le dernier bastion de la culture et de la littérature arménienne, même au cours des dernières années. Assiégés, les Arméniens de Alep jouissent aujourd’hui de la protection du gouvernement et reçoivent des vivres. Ses adversaires ont déjà détruit les églises arméniennes, ou ont remplacé les croix par des drapeaux noirs. En temps de paix, la Syrie a été un pays ami de l’Arménie. En Iran, les enjeux sont encore plus grands pour les Arméniens. Si l’Iran avait été bombardée, l’Arménie aurait perdu l’une de ses routes fiables vers le monde extérieur. L’Occident conserve toujours l’intention d’utiliser n’importe quelle occasion pour nuire à l’intégrité territoriale de l’Iran, en faisant don du nord du pays à l’Azerbaïdjan, ce qui augmenterait la population de l’Azerbaïdjan de 20 millions dirigée par la dynastie Aliev qui crache des mots de haine, à la frontière de l’Arménie. La perspective de la paix est bénéfique pour la région et en particulier, pour l’Arménie. D’autre part, les entreprises américaines se préparent à de bonnes affaires avec l’Iran. Après avoir subi tant de guerres, l’extrémisme, le terrorisme et le colonialisme, les pays de la région méritent la paix et la sécurité, qui, après tout, offriront une victoire diplomatique et économique bien méritée aux ÉtatsUnis. Azadian During a recent trip to Armenia, President Vladimir Putin of Russia was met with hostile demonstrations by some groups who genuinely believe in Armenia’s adherence to Europe and by other groups acting as surrogates to the forces interested in undercutting Russia’s influence in the Caucasus region. Now another political guest is on his way to Yerevan — the highlycontroversial Foreign Minister of Turkey Ahmet Davutoglu. The latter is the author of two foreign policy theories much debated in the international circles: Turkey’s zero problem with its neighbors and its plans to counter Armenian efforts to bring worldwide recognition of the Armenian Genocide on its centennial. The commemoration or celebration of the Gallipoli campaign of 1915 seems to be the most potent weapon against the Armenian onslaught, per the foreign minister. Mr. Davutoglu will be arriving in Yerevan on December 12 to participate in the Conference of Black Sea Economic Cooperation. His decision to visit Yerevan comes after much dilly-dallying. At first Turkish news media close to the Erdogan administration floated some trial balloons stating that Mr. Davutoglu would refuse Armenia’s invitation to visit, unless the Armenian side transfers to Azerbaijan at least two districts outside Karabagh, currently under Armenian control. In return, Turkey may open borders with Armenia, they said. To begin with, territorial concessions could not be bought against the arbitrary decision of lifting or instituting a blockade, because opening the border is an administrative decision which can be reversed under any pretext. By contrast, to reverse Artsakh’s territorial concessions, Armenians need to wage another costly war to recover them. However, such decisions are not left only to Armenia to implement because Karabagh has become a strategic factor for all the powers having an interest in the region, besides Armenia and Azerbajan — the US, Iran, Europe and Russia. The importance of the Karabagh issue was highlighted recently when Victoria Nuland, the State Department representative, revisited it at the Vilnius meeting. It has been reported that Azerbaijan’s Foreign Minister Mammadyarov will also accompany his elder brother. If a decision has been arrived at regarding territorial transfer, that cannot be done unilaterally by Yerevan; the transfer would mean that consensus has been arrived between the conflicting parties. Erdogan’s recent visit to Moscow may have something to do with it. Now it seems that not only Karabagh but Armenia as well has become an asset after agreeing to join the Russian-led Customs Union, which seems to be more than an economic structure; parties dealing with Russia have to consider Armenia in their strategic games in the region. Mr. Davutoglu would not have come to Armenia, had Turkey’s foreign policy been flying high, like it did during the last several years; although Turkey maintains its sway in the Balkans, especially through Kosovo, but in general its “zero-problem” policy has failed miserably. Turkey’s active participation in the campaign against Syria has backfired, domestically and regionally. As Turkey was overreaching its neighbors, trampling the interest of its benefactors (a case in point was its $20 billion energy deal with Iran, while the US was reinforcing sanctions against that country,) similarly those countries, especially the US, have been cutting deals with Turkey’s neighbors, over Ankara’s head. The US-Russia brokered deal over Iran’s nuclear program and especially the Geneva Conference next January on Syria, have left Turkey out of the game. Turkey’s protocols with Armenia remain unsigned, despite strenuous efforts by the former Secretary of State Hillary Clinton. Even after Netanyahu’s apology, relations with Israel remain strained. Davutoglu’s Egyptian policy blew up in his face when Turkey continued its support of the deposed President Mohamed Morsi and his Muslim Brotherhood party. Indeed Erdogan and Davutoglu were dreaming of a Sunni hegemony over the Middle East in cooperation with Egypt’s Islamists. In Turkey’s continued support for the Muslim Brotherhood, Ankara also confronted Saudi Arabia, whose leaders decided to back the military regime fighting the Muslim Brotherhood. On the sidelines Turkey had been successful in making inroads in the Egyptian scholarly and media circles against the claims of the Armenian Genocide — But when Cairo expelled the Turkish Ambassador, that effort sustained a setback and today Egyptian media is debating the Armenian Genocide freely and there is even talk of recognizing the Genocide. Turkey had been Cont’d on page 10 OSCE Minsk group leader optimistic about Karabakh BAKU — Azerbaijani and Armenian Presidents Ilham Aliyev and Serzh Sarkisian have made it clear that they intend to build on the momentum of their meetings and intensify the peace process, which indeed gives ground for optimism in 2014, Personal Representative of the OSCE Chairper-sonin-Office, Andrzej Kasprzyk, told Azerbaijan’s Trend newspaper. “In the last few weeks I have heard cautiously optimistic assessments from Armenian and Azerbaijani officials,” Kasprzyk said. “With the permission and assistance of the sides, OSCE mission members have visited the contact line on 17 occasions in 2013,” Kasprzyk added. “Local commanders, as well as civilian authorities, have raised a number of serious concerns during these visits,” he said. “These concerns include: the risk to life posed to civilians and military personnel, both from ceasefire violations and mine-related incidents; and the debilitating psychological and economic impact on those living close to the contact line.” “The number of those reported killed or wounded as a result of ceasefire violations in 2013 is less than in 2012,” Kasprzyk said. “However, the ceasefire remains self-regulated: the risks remain as serious as ever, and those living close to the contact line will continue to suffer hardship until such time as the ceasefire is strengthened.” “The Minsk Group Co-Chairs and the Personal Representative have mandates to work with the parties to develop confidence-building and other measures,” he said. “Presidents Aliyev and Sarkisian have called for additional steps to strengthen the ceasefire and carry out confidence-building measures in all fields in order to create a better atmosphere for the negotiations,” he said. “One confidence-building measure would be to develop humanitarian contacts among the two sides’ intelligentsia, academic and public circles,” Kasprzyk said. Finally I was baptized on the fourth of July, three months and four days after my birth. Father Nerses Akinian of the Mekhitarist congregation in Vienna dipped my nude and kicking little body into a basin – in accordance with old Armenian rites. My birth certificate reads: ONNIG (for my father), ARA (for my godfather, sculptor Ara Sarkissian) and last but not least – as it was the old established European custom – also my grandmother’s name: Elizabeth (my mother’s younger sister, Elsa von Lorinczy). The parrot story came much later, my parents told me. When I was about four years old we went to visit my grandparents in Aleppo, Syria. I don’t remember too much of those early years, but that particular incident was told and retold many a times. After my friend explained to me that if she had such a wedding, she would be stealing what she likes from Arabic or Indian cultures without having taken part in its struggles, I started thinking about people who take part in cultural appropriation without realizing what they are doing. I also realized that the line is thin between appreciating and appropriating. There are so many different cultures in the world and they have their different customs and habits, and they are all beautiful. It is hard not to marvel at the beauty and diversity of the human ways. Everyone appreciates cultures. Some people enjoy a certain culture so much that they are willing to move to that country and start a life there. Others are so fascinated by a specific religion that they decide to convert to it. People learn new languages. These types of things broaden minds and allow cultures to share amongst themselves and to develop. However, it is highly offensive to borrow something from a culture and declare that it is yours. Certain things might be aesthetically pleasing but they might have important historical, religious or emotional values attached to them. For example, Native Americans find it disrespectful to see other people wear their traditional headdresses. Those headdresses were worn in times of war and have a great spiritual significance to them. Today, they are still worn for special occasions. They should not be worn because they are pretty. Same goes for all people who appropriate bits of culture for their aesthetics. Every aspect of a culture has meaning and you cannot decide to remove the significance by taking it. That’s why my friend thinks that she cannot have an Indian or Arabic marriage. These cultures are vast and complex and their weddings are part of it.
