This thesis assesses the operation and performance of the Special Weapons and Tactics (SWAT) team in Urdaneta City from 2009-2011. It analyzes the SWAT team's organizational structure, budget, facilities, equipment, and performance levels. It finds that the 12-member team, led by a supervisor, has an annually increasing budget and necessary facilities/equipment. It also finds that the team's performance is rated from "very satisfactory" to "outstanding" overall. However, there are issues that could be improved like training opportunities and operational support. The study concludes with recommendations to address the identified needs through proposed intervention measures like increasing training and community/leadership support.

Abstract
This study aimed to assess the operation and performance of the
Special Weapons and Tactics (SWAT) in Urdaneta City during FY 2009-2011
as basis for proposed intervention measures, with the use of descriptive
method of research and a questionnaire checklist. Specifically, the study
covered the profile of the SWAT Team in terms of the organizational
structure, budgetary support, and facilities and equipment; the level of their
performance along the variable components of SWAT and the issues and
concerns affecting the performance of the Urdaneta City SWAT Team

8. relative to training opportunities and operational factors. Based on the
findings, the researcher proposed intervention measures to address issues
and concerns of the SWAT Team with the end result of improving their
performance.
1. On the Profile of the Urdaneta City SWAT. The organizational
structure depicts a 12 man team, led by a COP SWAT supervisor with a
budgetary support increasing annually at 16.66 % . The SWAT team is
housed in barrack with two vehicle cars for their use and the necessary
facilities weapons /tools needed by a typical SWAT operator. 2. On the
level of Performance of the Urdaneta City SWAT Unit ranges from
“very satisfactory” to “outstanding”. The overall level of performance is
4.01 with a descriptive rating of “above average”. In terms of the concerns,
the SWAT activities were ranked from 1st as the highest to 6th as the
lowest. Rank 1st is Command & Control of SWAT (commendable); 2nd is Search
warrants on a violent suspect (above average); 3rd ranking are Crisis negotiation
capabilities (above average), Barricaded suspects (above average), Barricaded
suspects (above average), Hostage incidents (above average) 4th is Civil
disturbance (above average), 5th Dealing with medical (Above average) and 6th is
Deadly force (above average). 3. On the Issues and Concerns Affecting the
Performance of the Urdaneta City SWAT Team 3.1 Training
opportunities. Rated “very urgent” under training opportunities are the
following issues and concerns: Police Academy Courses (4.33), Basic

9. tactical operations (4.66), Intermediate tactical operations (5.0) , Advanced
tactical operations (4.66) , and Hostage rescue (4.66) while rated “urgent”
are the Basic through advanced marksmanship (3.66) and Law enforcement
sniping (3.66). 3.2 Operational factors. The variable support from the
community got the highest AWM of 4.33 with a descriptive rating of “very
urgent”. Leadership direction (4.0) and support of LGU (4.0), were both
rated “urgent”. Based on the findings, the following conclusions were drawn:
1. The profile of the Urdaneta City SWAT in terms of organizational
structure, budgetary support, and facilities/equipment support the need to
respond to critical law enforcement incidents and high risk situations or
special threat situations to protect the public with minimal human injury or
loss of life; 2. While the Urdaneta City SWAT Team can be relied upon in
dealing with high risk situations, there is still room for improvement;
3.There are very urgent issues and concerns affecting the performance of
the Urdaneta SWAT Team relative to their training opportunities and
operational concerns that need to be addressed; 4 .The proposed
intervention measures when implemented can address the needs identified.
Based from the conclusions made, the following recommendations are highly
and thoughtfully forwarded. 1. The intervention measures proposed in the
study is hereby recommended to improve the performance of the Urdaneta
City SWAT Team; 2. The Urdaneta City SWOT Team should be encouraged
to train as much as time and budget considerations will permit; 3.To carry

10. out the frontline duties of SWAT operational members they should have
maximum support available and the minimal intrusion of administrative
processes. These services involve applying human resource, financial and
budget management, rostering and general administrative functions,
security system management and property maintenance services in support
of the Command; and 4. The SWAT members should be advancing
themselves in making use of information technology as multitude of free
information on ttactical information is readily available on the internet
specifically on gun and tactical web sites, discussion forums, training videos,
media, blogs, and firearms. The PNP can also have a regular subscription of
SWAT magazine so that the team will be constantly updated of the latest
developments in the field in this information age.
