The National Service Training Program (NSTP) is a civic education and service program in the Philippines aimed at fostering patriotism, nationalism, and civic consciousness among Filipino youth. It was established by the Republic Act 9163 or the National Service Training Program Act of 2001.
NSTP consists of three program components, namely:
Reserve Officers' Training Corps (ROTC)
Civic Welfare Training Service (CWTS)
Literacy Training Service (LTS)
Each component of NSTP is designed to provide students with opportunities to contribute to nation-building through various forms of community service and engagement.
Reserve Officers' Training Corps (ROTC):
ROTC is a military training program that aims to develop leadership, discipline, and patriotism among students. It provides basic military training and education to students, preparing them for potential roles in national defense and security. ROTC activities may include drills, physical training, leadership exercises, and community service projects.
Civic Welfare Training Service (CWTS):
CWTS focuses on community service and social responsibility. It engages students in activities that address the needs of marginalized communities and promote social development. CWTS projects may include environmental conservation, disaster risk reduction, health education, literacy programs, and community outreach initiatives.
Literacy Training Service (LTS):
LTS aims to enhance literacy and numeracy skills among disadvantaged groups in society. It involves tutoring and mentoring students in schools, barangays, or communities with low literacy rates. LTS activities may include teaching basic reading, writing, and numeracy skills, as well as organizing educational workshops and seminars.

A citizen can voluntarily
apply to any PA Reserve
Units nearest their residence

Citizen Military Training in
order to become a reservist.
Upon completion of the
required pre-commission/
pre-enlistment training, a
Citizen will be appointed as
Reserve Officer/ Enlisted
into Reserve Force, PA will
be given Reserve Officers/
Enlisted Rank and AFPSN
and be incorporated into the
Reserve Force, Philippine
Army.
9. Group I – Degree holders who are Advance ROTC graduates or have
successfully completed the prescribed program of instruction for the
Probationary Officer Training Course (POTC/MS-43) conducted by the
ARESCOM Training Center, ARMY Reserve Command.
Group II – NCOs of the Regular Force, PA with outstanding records of
service and technical experience and those who have rendered exceptional
services in combat or other activity involving risk of life or limb in
consonance with provisions of RA 718.

10. Group III – Degree holders requiring four (4) or more years of study in the
courses of interest to the PA and who are graduates of the basic ROTC or
equivalent equivalent pre-commission training, and passers of appropriate
government licensure examination particularly those in the fields of:
Accountancy Agriculture
Architecture Criminology
Interior Design Customs Administration
Education Environmental Planning
Foresters Librarian
Urban Planning Information Technolog
Nutrition, Culinary Arts and Social Works

11. Group IV – Graduates of the Master in National Security Administration
(MNSA) conducted by the National Defense College of the Philippines (NDCP)
in consonance with the provisions of PD 190.
Group V – Key and Technical personnel of vital government and private
utilities which have been affiliated in the Reserve Force, AFP in consonance
with provisions of Sections 10 and 31 of RA 7077.
The initial rank to be conferred an applicant under this program shall be between 2LT. Personnel
commissioned under this group are not eligible for promotion under the existing laws in the same manner as that
of general line reserve officers due to the very nature of their incorporation in the Reserve Force; However,
adjustment of rank may be requested when there is a marked upgrading in their respective position in the
entity/establishment used as a basis of their commission which corresponds to their position/designation in the
military formation organized in the respective offices. Reserve Officers commissioned under this program, who
were honorably separated from the company, shall be automatically integrated in the Standby Reserve. In case of
dissolution of the company, they shall be integrated into the Reserve Pool

qualify for commission in consonance with the provisions of Section 44 of RA

Elected officials and presidential appointees who are reserve officers at the time of
their election or appointment shall have the option to retain their existing reserve rank.
However, they may apply for readjustment of rank .
14. Group VII – Regular Officers who have resigned his/her commission and the
acceptance of which was not for cause or Reserve Officer who are no longer
qualified for Call to Active Duty (CAD) provided his reversion is not for cause.

Officers of the defunct Philippine Constabulary (PC) who shall have
transferred to the Reserve Component of the Philippine Army
Officers of the PNP who are former members of the AFP and who
opted to join the Philippine Army Reserve Force and were issued orders as
reservists.
15. Reference: “Sec 2.2 , Chapter 2 of PA Reserve Force Development Manual “
Graduates of the ROTC basic course who were issued orders as enlisted reservists.
Graduates of authorized basic military training instructions such as CAFGU Basic
Military Training, Basic Citizen Military Training, PAARU Military Orientation
Training, 21-year old training program, draftees and others, who, as a result
thereof, were issued orders as reservists;
Enlisted personnel reservists of the defunct Philippine Constabulary (PC) who
shall have transferred to the reserve component of the PA;
Members of the PNP who were formerly enlisted personnel of the AFP and
who opted to join the PA Reserve Force and were issued order
as reservists;
16. Ex-servicemen of the AFP and other armed forces that have diplomatic relations with the
Philippines who were honorably discharged or retired from the service, and who are
Filipino citizens upon their application;

17. Legal Basis
PAARUs shall be utilized in times
of war or emergency to ensure the
continuous and uninterrupted
provisions of the essential services
they are rendering (Section 10,
Article III, RA 7077).
Pursuant to above reference,
pertinent provisions of the AFP
Reservist Act of 1991 (RA 7077),
which modified the Presidential
Memorandum to the Security og the
National Defense Nr 36-70, the
Affiliated Reserves is recognized as
one of the component of the Reserve
Force AFP.
18. The Components of the Affiliated
Reserve shall be of private &
government entities at national,
provincial and municipal levels
which provide essential public
services. Such as water, light,
transportation and communication
necessary to support the national
defense plan or meet an emergency.
Legal Basis
In line with the major thrust of the
Army to organize, develop, train and
maintain a PAARU for the furtherance
of the overall mission in the 10 year
modernization plan.
19. The Components (water, light, transportation and
communication) shall be organized as Affiliated Reserve Unit
constituted, covered with appropriate order to be issued by
General Headquarters, AFP is designated as Philippine Army
Affiliated Reserve Unit (PAARU).
20. Policie
s1. In the selection of establishments, public utilities and services organized
as PAARUs, following fields of interest with functional services related to
Combat Services Support units of the Army shall be considered:

22. PAARU PROCESSING
PROCEDURES
1. Solicitor and Soliciting Agencies - Memorandum of Agreement (MOA)
shall be made supported by Organizational Chart and Roster of Key/
Technical Personnel to be commissioned/ Enlisted.
2. Organization – The organized PAARU shall be recommended to General
Headquarters with the Unit designation for approval and issuance of
appropriate orders. Supported by MOA, Organizational Chart and roster of
Key/ Technical Personnel to be commissioned/ Enlisted under this
program.
23. PAARU PROCESSING
PROCEDURES
3. Training –Military Orientation Training (MOT) shall be geared towards
the development of techniques in internal and external security and
control and defense of the establishment against terrorism, infiltration,
sabotage, and raids, to promote camaraderie and esprit d' corps among
the members of the unit.
4. Commission & Enlistment –qualified personnel of the vital public utility
shall be recommended for commission / enlistment in the Reserve Force,
Philippine Army based on the certified approved roster of the
organization.
5. Mainetenance/ Administer/ Evaluation – A periodic maintenance
training shall be conducted by the Army Reserve Command, to their
respective affiliated units to ensure their operational readiness.
24. REQUIREMENTS FOR ACTIVATION OF AFILIATED
RESERVE UNIT (PAARU)
“B” - Categorization and Scope of Coverage Matrix.
“C” - Company’s Organization Roster.
“D” - Table of Distribution and Allowance (TDA) of the
Affiliated Reserve Unit. (Personnel Allowances,
Equipment Allowances).
“E” - Memorandum of Agreement.
“F” – Semi-Annual Report.
“A” - Recommendation of Soliciting Agency.
25. REQUIREMENTS FOR COMMISSION/ ENLISTMENT
(PAARU)
Recommendees for commission shall be screened the
application papers shall include the following documents in
six (6) copies each:
- Duly Accomplished Application Form
- Solicitor’s Evaluation
- Biodata
- 2x2 ID Colored Picture (White Background)
- Affidavit of Non-Pending case
- Birth Certificate or Certificate from the Local Civil
Registrar supported by Joint Affidavit in the absence of
birth certificate.
26. REQUIREMENTS FOR COMMISSION/ ENLISTMENT
(PAARU)
- Command Clearance (Note: Supporting documents for
the
request for Command Clearance must be submitted ahead to
this Headquarters, Attn: G2, PA upon evaluation of the applicant if
he qualifies under this project. The documents include Personal
History Statement (PHS), NBI Clearance and Local Clearances).
- Educational Credential such as College Diploma, Board/ BAR/
Masteral/ PH.D. Certificates including Transcript of Records.
- Certificate of Employment.
- Proof of practice of profession or Employment Service Record.
27. REQUIREMENTS FOR COMMISSION/ ENLISTMENT
(PAARU)
- Physical Examination Report in any Military Hospitals,
- Organizational and functional chart of the establishment
indicating the position of the applicant and the number of
personnel under his direct supervision.
NOTE: Application papers for commission shall be submitted only
one (1) month after submitting the requirements for G2 clearance.
Enlistment of non-reservists under this program shall be
decentralized for the RCDGs subject to confirmation of ARESCOM, AFPSN
for the purpose shall be requested from this Headquarters (Attn: G10, PA),
