Beast, describes the story of a boy named Omar Khadr who was once a child
soldier and was caught and detained for eight years without a trial. His rights were
stripped away from him and he sat in a prison in Guantanamo Bay for years. When
he was first taken in and interrogated he was still medicated from surgery from
injuries he sustained during the incident in which he was arrested. At his testimony in

Agency (FEMA) steps in and up to the plate. FEMA works as part of a team

hazards, and helping people get back on their feet after their lives are disrupted by a
disaster. 2 FEMA s primary focus is to coordinate federal and logistical operations to
save and sustain lives, minimize suffering, and protect property in a timely and

Background
For 35 years, FEMA s mission remains: to lead America to prepare for, prevent,
respond to and recover from disasters with a vision of A Nation Prepared. FEMA
can trace its origins to the Congressional Act of 1803. FEMA coordinates the federal
government s role in preparing for, preventing, mitigating the effects of, responding
to, and recovering from all domestic disasters, whether natural or man made,
including acts of terror. 4 President Carter s 1979 executive order 12127 merged
many of the separate disaster related responsibilities into the Federal Emergency
