A large part of society today does not trust decision making in government policies and projects. It is time to move into new technology such as decision making on government policies and projects using the latest technology like blockchain and advanced cryptography. Building of blockchain-based secure, reliable, and distributed voting system for decision making in government policies and projects has been a challenge for a long time. Distributed ledger technologies are exciting technology advancement in the information technology world. Blockchain-based technologies offer an infinite range of applications that benefit from sharing economies of scale. The purpose of this research paper is to evaluate the use of blockchain as the implementation of distributed electronic voting systems for decision making on government policies and projects. More generally, this article assesses the potential of distributed ledger technologies in improves security by implementing an election process and blockchain-based application. This technology will be benefited to Grama sewa officers who will give correct vote. Because country like Sri Lanka we have 14020 Grama sewa regions. Each member get a chance to cast his vote. One vote for each project, it can be changed before the due date and only the last one can be counted. The grama sewa officer who cast his vote cannot be tracked, but the officer can cast a unique vote. After a while, the officer may join a fund or a fine. Voting on government policies or projects is mandatory and officer cannot prevent it. This will help to get the best option for government policies or projects.

Secure Verifiable Mobile Voting Based On Kerberos Mechanism

The aim of this paper is to propose a novel approach to conducting safe, clean and unbiased elections by issuing Voter Cards with encrypted QR codes and including a new device called Voter Card Processor (VCAP) for verifying the issued voter cards at polling stations during elections. Detailed descriptions are provided of how to generate encrypted QR code voter cards, and how the VCAP functions in detecting fraudulent voter cards and repeat voters. This approach enables polling officers to automatically verify forgery of voter cards, identify and stop repeat voters, and also prevent rigging and compromised voting that could be possible due to corruption, bribery, intimidation and muscle power.

Electronic voting system are becoming popular with wide spread use of computer and embedded system. Security is the main important issue should be considered in such system. Mobile voting system is basically used for collecting and counting votes. In this technology include punch card, optical scan voting system. This paper proposes a new Mobile based voting system using advanced NFC technology, Voting is the process that allows the general public or the people to choose their leaders and articulate views on how they will be governed. This gives a comprehensive analysis of security with respect to NFC. This study deals with the use of information technology to handle electoral processes starting from voters and candidates registration to the actual casting and counting of ballots. Exploring mobile voting from a systems perspective can demonstrate the attributes of the current systems and the possible solutions for the voting process so any one can caste their vote from any place.

One basic feature of democracy is that it cuts across all divides of people in the act of election. It also encourages individual freedom according to the rule of law; hence people may behave and express themselves as they choose. This paper examines the development and implementation of and Electronic Voting System (EVS) that enables voters to cast their votes online and also enables the officials to register voters and print out the results of the votes casted. It equally provides security such that voters can only vote once with their identification details. The system therefore eliminates common fraud, speed up the processing of results, increase accessibility and make voting more convenient for the citizenry.

A transition to democratic rule is considered the first step down a long road towards Libya’s recovery and prosperity. Thus, it strives to improve the country’s elections by introducing new technologies. A blockchain is a distributed ledger that is characterised by independence and security. Therefore, it has been widely applied in various fields ranging from credit encryption and digital currency. With the development of internet technology, electronic voting (E-voting) systems have been greatly popularised. However, they suffer from various security threats, which create a sense of distrust among existing systems. Integrating blockchain with online elections is a promising trend, which could lead to make an election transparent, immutable, reliable, and more secure. In this paper, we present a literature review and a case analysis of blockchain technology. Moreover, a framework for an E-voting system based on blockchain is proposed. The methodology is adopted on the basis of three activities, they are identification of the relevant literature about E-voting, system modelling, and the determination of suitable technological tools. The framework is secure and reliable. Thus, it could help increase the number of voters and ensure a high level of participation, as well as facilitate free and fair electoral processes.

Several countries have been researching digital voting methods in order to overcome the challenges of paper balloting and physical voting. The recent coronavirus disease 2019 (COVID-19) epidemic has compelled the remote implementation of existing systems and procedures. Online voting will ultimately become the norm just like unified payments interface (UPI) payments and online banking. With digital voting or electronic voting (e-voting) a small bug can cause massive vote rigging. E-voting must be honest, exact, safe, and simple. E-voting is vulnerable to malware, which can disrupt servers. Blockchain’s end-to-end validation solves these problems. Three smart contracts-voter, candidate, and voting-are employed. The problem of fraudulent actions is addressed using vote coins. Vote coins indicate voter status. Sidechain technology complements blockchain. Sidechains improve blockchain functionality by performing operations outside of blockchains and delivering the results to the mainchain. Thus, storing the encrypted vote on the sidechain and using the decrypted result on the mainchain reduces cost. Building access control policies to grant only authorized users’ access to the votes for counting is made simpler by this authorization paradigm. Results of the approach depict the proposed e-voting system improves system security against replay attacks and reduces the processing cost as well as processing time.

There is no uncertainty that the chroma currency is very popular for the transaction information stored in the block of blocks. To initiate the importance of blocking, there is only one distributed ledger in which data is stored, since many of the centers in the blockchain network limit enough records for these records. This document proposes a decision-making framework based on innovation to create a secure, unjustifiable, accurate and transparent framework for voter privacy. In addition, it is voted and declared in this context that the race has a short period of time, since it is automatically registered in the table. This framework also gives society confidence in its legislation when applying this technique. In this framework, an administrator can add a candidate and a voter to the block. In different hands, a voter can log into the framework and then decide in favor of a candidate that the details of the vote should be stored in the block. In addition, each square in the blockchain innovation that relates to the previous square contains the hash of the previous square, and each square contains explicit data based on the square footage. The hub is connected by a peer network in this framework, with all the hubs in the block site network that have a complete duplicate block.

In recent years, frameworks that employ Generative Adversarial Networks (GANs) have achieved immense results for various applications in many fields especially those related to image generation both due to their ability to create highly realistic and sharp images as well as train on huge data sets. However, successfully training GANs are notoriously difficult task in case ifhigh resolution images are required. In this article, we discuss five applicable and fascinating areas for image synthesis based on the state-of-theart GANs techniques including Text-to-Image-Synthesis, Image-to-Image-Translation, Face Manipulation, 3D Image Synthesis and DeepMasterPrints. We provide a detailed review of current GANs-based image generation models with their advantages and disadvantages.The results of the publications in each section show the GANs based algorithmsAREgrowing fast and their constant improvement, whether in the same field or in others, will solve complicated image generation tasks in the future.

Covid-19 pandemic has stressed more than any-time before the necessity for conducting election processes in an electronic manner, where voters can cast their votes remotely with complete security, privacy, and trust. The different voting schema in different countries makes it very difficult to utilize a one fits all system. This paper presents a blockchain based voting system (BBVS) applied to the Parliamentary elections system in the country of Jordan. The proposed system is a private and centralized blockchain implemented in a simulated environment. The proposed BBVS system implements a hierarchical voting process, where a voter casts votes at two levels, one for a group, and the second for distinct members within the group. This paper provides a novel blockchain based e-Voting system, which proves to be transparent and yet secure. This paper utilizes synthetic voter benchmarks to measure the performance, accuracy and integrity of the election process. This research introduced and implemented new algorithms and methods to maintain acceptable performance both at the time of creating the blockchain(s) for voters and candidates as well as at the time of casting votes by voters.

In such a situation, we need a system which completely computerizes the cargo activities including time to time tracking of the articles sent. Many countries are still using a centralized system for the election that can arise some discrepancies. Increasingly digital technology in the present era helped to solve the confusing situation among the people. The nature of the aspect of security and transparency is a threat from the worldwide election with the conventional system. Blockchain technology is one of the solutions, because it strains a decentralized system and the entire database system is owned by many users. As blockchain technology is still emerging, it has mainly focused on the technical and legal issues instead of taking benefits of this novel concept and creating advanced digital services. By adopting blockchain in the decentralization of databases on a voting system can lessen the deception of database manipulation. As most of the people of developing countries are living below the poverty line, they do not have any cryptocurrency wallets. As a result, they do not bear the expenses of any type of cryptocurrencytransactions. Forthis, a major portion of people will be deprived of taking the privileges of this blockchain technology and it is one of the primary demerits in blockchain-based e-voting systems. Through our work, we are going to resolve this problem by leveraging the open-source blockchain technology to propose an architecture for a new electronic voting system that could be used in local or national elections to ensure the voter participation supremely. Key Words: Blockchain,E-voting, Distributed ledger,Key generation, Hash value, Ambiguity. 1. INTRODUCTION An election is a way that people can elect their candidate or their preferences in a representative democracy or other forms of government. Most democratic countriesholda new election for their national legislature. Elections keep a democratic country functioning,astheygivepeopletheright to select their government. But it is a matter of sorrow that, most of the people don't keep faith in the election systemfor some difficulties nowadays. For this, the use of technology has become a very essential part at this point to regain faith in the daily activities of humans. In a modern democracy, as most people don't trust their government, for which the increasing use of technology as brought new challenges for making electionsveryimportant [1]. Blockchain is an emerging technology that has gained popularity in a few years. Blockchain technology originally developed for the cryptocurrency bitcoin, but it does not stop there and offers several other opportunities in many sectors. Blockchain eliminates the need for relying on an existingintermediaryandthecommunicationdirectlyoccurs between peers rather than through a central node. Some countries have already taken the initiative to improve their voting system by using blockchain technology and decentralized public ledger accompanied by a peer to peer network. This network allows users to remain innominate and suggests that it is a compatible basis for electronic voting and it could have the potential to make e-votingmore adaptable and reliable [12]. While most government elections are held physically using traditional systems like sealed paper ballots, EVM machines and questionaries are usually made on the internet or news channels whether it provides sufficient transparency due to human interactions or not [3]. But security, transparency and neutralism are the biggest concernsforan election.With the development of technology, the use of blockchain can be the proper solution to overcome the problems that usually occurred in election. However, this paper proposes an e- voting system based on blockchain technology that meets the inevitable e-voting properties as well as provides a degree of decentralization and places as much control of the process in the hand of the voters as was regarded possible. 1.1 CURRENT ELECTION SYSTEM There are some major technical challenges regarding different voting systems that currently exist in present election systems. Every voter should have been enlisted in the voting system before the elections. Their information should be kept digitally secured processed format saved in the database and also there identity information should be kept private. Traditionalballotpapersystem:Intheballotpapersystem, every voter has to go to polling booths and cast their vote according to theirchoiceofcandidates.Aftercastingthevotes

It requires all voters must vote and once someone abstains from voting, the result can temper [3] [8]. It is also very time consuming, costly and difficult to count the vote for an overpopulated country. Replacement of ballot paper boxes with duplicate paper, damages of ballot paper and marking stamp seal for more than one candidate make the ballot paper system much unreliable. Electronic Voting Machine (EVM): EVM was first used in Estonia during the October 2005 local elections. EVM’s are universally used in India since the general elections of 2004, when ballots were completely out of trend [8]. It was also used forfirst time in Bangladesh in 2018 in the 11th national election. To overcome the problems behind ballot paper systems EVM was introduced consisting of two components: (1) Control Unit: It stores and assembles votes, used by poll operators. (2) Ballot Unit: It is placed in the election booth and used by the voters to cast their votes. By using EVM, votes are correctly recorded and there is no problem in counting, scalability, accuracy, fast declaration of results and robustness of systems [8]. But the main problem lies in authentication, the person who is voting may not be the legitimate person. Other problems like capturing booths by political parties, casting ofvotes byunderagedpeopleand fraud voting may occur. E-voting: Since the late 1990s/early 2000s,electronicvoting has become more popular instead of a ballot paper system and EVM system. E-voting is being studied extensively, and many implementations are tested and even used for a while [3]. Electronic voting is often facilitated by the kiosk hardware system that is introducedtopollingstations.These machines typically include an interactive touch screen interface through which voter can cast their votes.Electronic voting is still very popular despite having many concerns around auditing and authenticity. More, what is most valued in democratic societies is a robust electoral process that provides transparency and privacy. But it has some drawbacks. Trojan horse spyware may change or monitor votes. These cause loss of privacyand difficultiesincounting. Automated vote-buying and insider attacks on the voting system maycompromise the election. Spoofing by uploading viruses can be launched from anywhere and compromised the transparency of elections [10]. 1.2 WHAT IS BLOCKCHAIN? A distributed ledger of transactions, stored as immutable blocks that are connected thereby forming a chain, the validity that has been agreed upon by peers on a decentralized network and securedbycryptography. Bitcoin is recognized as the first application of blockchain technology to create a currency that could be transacted among the related parties over the internet based on the cryptographic method tosecurethetransactions.Blockchain was only used for commercial transactions but in the meantime, it is using in many ways in many sectors that can improve access to the internet. There is no need for a central authority to accomplish the operation on P2P based system, for which not only the money transactions but also all kinds of information can be kept secured in this distributed chain [3]. Fig -1: A visual representation of Blockchain Each block is connected to the previous block in the chain. To connect between one block with another block, the hash value of the previous block included in the next block, then calculated its hash value. The blocks are related because the hash values of the previous block are used in the next block creation process [7]. The effort to change the information will be more difficult because it must change the next blocks [1]. The first block in the chain is considered as the foundation block of the stack. Each new block createda layer on top of the previous block to form a stack called a blockchain [4]. For each node, it maintains the consistency of the data by performing a consensus algorithm [2].The time stamps and ledgersare maintainedautomaticallybythe system. This means that it need not any third party official figures in the system. 1.3 WHY BLOCKCHAIN IS A BETTER TECH FOR E- VOTING? Blockchain has brought an entirely new waytochallengethe security threat and is the only solution to the security concerns of this era. An e-voting system must be accessible to every eligible voter and provide a high level of security [9]. But providing security of digital voting is always a big problem in voting systems [11]. However, this system is vulnerable to various security challenges and threats [13]. To reduce the challenges, blockchain has introduced some elements to make the technology stand out in the crowd: (1) Decentralization: A database system with open access control to anyone connected to the network. Voters are recordedprecisely,permanently,securelyandtransparently. Furthermore, blockchain assures the participant's anonymity while still being open to public review. So no one can modify or manipulates votes [5] [6].

For example, in the 2017 Virginia House of Delegates election, the winner was chosen from paper ballots placed in a pot. One vote initially wasn’t calculated because that voter made confusing marks on the ballot.Suchambiguityislesslikelyto arise with BEV [6] [14]. (3) Transparency: As of 2017, 23 countries had adopted online voting. Current online-voting processes might be confused for some voters. It’s not easy to know whether a vote was cast as expected or whether it was counted as cast [6]. Some security systems in electronic and online voting methods were possibly developed decades ago and are unprotected to tampering. A security expert found that anyone within a half-mile of a voting machine could have altered votes without being detected [14]. The transparent nature of blockchains could certainly prevent data from being altered or stolen [5]. (4) Anonymity: As data transfer occurs between node to node, the identity of the individual remainsanonymous,thus making it a more stable and reliable system [5]. This might encourage more voter participation. (5) Autonomy: The blockchain system is unconventional and autonomous, meaning that each node on the blockchain system can access, store, and update the data securely, making it trustworthy and free from any external interruption [5]. 2. PROPOSED ARCHITECTURE We propose a secured blockchain-basede-votingsystemthat includes system integrity, data integrity, reliability, data confidentiality, and voter anonymity. Fig -2: Proposed Architecture of Blockchain based E- Voting System As per the proposed architecture of Blockchain-based e- voting system, there are mainly four parts: Voter Registration Candidate Registration Vote Casting Procedure Result Publication 2.1 VOTER REGISTRATION Every person must go to their nearest voter registration office and submit their required information for being a legitimate voter. A key generation algorithm will be used to generate both public key and privatekeyasa pair.Publickey will be used for encrypting all the information of a valid voter and private key for submitting vote securely. Finally, a block will be created with all the encrypted information for each valid voter. Fig -3: Architecture of Voter Registration 2.2 CANDIDATE REGISTRATION Every nominated candidate has to complete their registration as like voter registration because a candidate is also a voter. Every information of the candidate will also be encrypted and create a block as like voter registration. Fig -4: Architecture of Candidate Registration Besides, each candidate has to be provided a candidate number including both their party symbol and seat number. For example:

To cast a vote every voter has to perform the following steps: Voters need to use a smartphone to access the voting panel. A voter has to scan the smart card to verify his/her private key that is generated during the registration. Then a One Time Password (OTP) will be sent to his/her contact number given in the information and each voter has to verify themselves by submitting the OTP. If the OTP is incorrect then the process will be terminated. After successfully submitting the OTP, voters can able to access the voting panel and they will findthe candidate list of his/her region. Then the voters will cast a vote to their desired candidate. Then the vote will be encryptedwiththeprivatekey and added to the block. Every single block will be created for each vote. Each vote will be counted and shown in the result panel instantly while voting. Fig -5: Architecture of vote casting procedure 2.4 RESULT PUBLICATION After voting, every vote will form a block and add it to the chain. The vote will be counted instantaneously after the vote is submitted as there will be no risk of vote tampering and vote manipulation. Fig -6: Result Publication 3. METHODOLOGY In our proposed system, assmartphonesandsmartcardsare mandatory, so the necessity of providingsecuritytokeepthe information of voters is the main concern. We will use an algorithm (ElGamal Cryptosystem) that can both generate a pair of keys and performdata encryptionanddecryption. We will also use the hash function (SHA-256) because the hash function is one of the main element of blockchain. 3.1 ALGORITHM The ElGamal cryptosystem was first named by Taher Elgamal in 1985 and is a public-key cryptosystem. The proposed algorithm refers to the family of public-key cryptographic algorithms. Therefore it makes use of a key distributed into a public and a private part [15]. It uses asymmetric key encryption forcommunicating betweentwo individuals and encrypting the message. The global components of Elgamal are a prime number qand,whichisa primitive root of q. User A generates a private/public key pair as follows and here user B is Election Commission. (1) Generate an arbitrary integer XA, such that 1 < XA < q - 1. (2) Compute YA = XA mod q. (3) A’s private key is XA and A’s public key is {q, , YA}. User B that has access to A’s public key can encrypt a message as follows:

Longer messages are sent as a sequence of blocks, with every block being an integer less than q. (2) Choose a random integer k such that 1 < k < q - 1. (3) Calculate a one-time-key K = (YA)k mod q. (4) Encrypt M as the set of integers (C1, C2) where C1 = k mod q; C2 = KM mod q User A recovers the plaintext as follows: (1) Recover the key by calculating K = (C1)XA mod q. (2) Compute M = (C2K-1) mod q. 3.2 HASH FUNCTION Hash or hash function in the area of blockchain, it is usually expressed as the more precise form of the cryptographic hash function. The hash function,ingeneral,isexplainedfirst and then its secure equivalent, the cryptographic hash function, as it is used as SHA-256 or SHA-3 in the blockchain sector. We use hash function because: Fixed length output: Hash function converts data of arbitrary length to a fixed value. This process is often associated with hashing the data. Compression function: In general, the hash is much smaller than the input data, hence hash functions are sometimes called compression function. Digest: Since a hash function is a smaller representation of a larger data, it is also referred to as a digest. Fast operation ability: Generally, for any hash function ‘H’ with input ‘x’,computationofH(x)isthe first operation. Computationally hash functions are much more accelerated than symmetric encryption. EXPECTED OUTCOME AND LIMITATIONS As there are some limitations in existing systems, our proposed system will provide some benefits over the existing system that will help much to provide efficiency in the e-voting system. Every eligible voter will be able to cast vote from anywhere. An eligible voter will not be able to vote twice. The system will reduce the use of papers and EVM machines. So it will gradually reduce the cost of elections. The system will provide a high level of security. The system will reduce the risk of hacking and vote tampering. The system will ensure more voter participation. However, blockchain-based e-voting still have a large room for improvement. Though the blockchain-based e-voting system is more secure and transparent there may be some drawbacks: If the internet connection is not available then it is almost impossible for the voters to cast vote. As it is a highly securable and busy process, so the system may work slowly sometimes due to workload. As most of the people of developing countries are lying under the poor literacy rate and having a lack of knowledge about technology, it can be a trouble for them to co-operate with this system. As the blockchain-based e-voting system is much secured and almost hack-proof, the strong political parties of some countries may not accept this system to retain their power continuously. 5. CONCLUSION E-voting is still a controversial topicwithinbothpolitical and scientific circles. Despite the existence of a few very good examples, many more items were eitherfailedtoprovidethe security and privacy features of a traditional electionorhave serious usability and scalability issues. In current election systems voters must trust the vote records provided by the election authority and it is difficult for a singlevotertoprove that there is no fraud. On the contrary, the blockchain-based e-voting system has strong abilities to cope up with the situation. This paper has mainly explored the limitations of the traditional election system and introduced an electronic voting system that uses the blockchain to ensure the voters' rights and regain their trust and led the way to ensure a secure, reliable and trustworthy election system.
