Kuwait is a democratic country that has used paper ballots for its parliament elections for many years. Although many people are content with the paper ballot, a survey shows that it has drawbacks, which have made some people lose confidence in the system and would prefer a replacement electronic system. However, the survey also shows that voters are cautious about electronic voting and are not ready for a full internet-enabled system. The aim of this paper is to propose a step-by-step approach for introducing electronic voting system and to define a set of requirements that an e-voting system, which is planned to be used instead of paper-based voting system in Kuwait, should satisfy.

One basic feature of democracy is that it cuts across all divides of people in the act of election. It also encourages individual freedom according to the rule of law; hence people may behave and express themselves as they choose. This paper examines the development and implementation of and Electronic Voting System (EVS) that enables voters to cast their votes online and also enables the officials to register voters and print out the results of the votes casted. It equally provides security such that voters can only vote once with their identification details. The system therefore eliminates common fraud, speed up the processing of results, increase accessibility and make voting more convenient for the citizenry.

— Short Message Service (SMS) is the text communication service component of phone, web or mobile communication systems, using standardized communications protocols that allow the exchange of short text messages between fixed line or mobile phone devices. The usage SMS as data application in the world is enormous, with 2.4 billion active users, or 74% of all mobile phone subscribers. This paper develops an SMS voting system that can be used in conducting a trustworthy and generally acceptable electoral conduct based on the legislation of a particular country. It is base on a level structure and a national SIM card module used for only electoral process. The SIM card can be used for either the Internet voting system or the SMS voting. The method is cheap and fast and guarantees prompt election result.

The aim of this paper is to propose a novel approach to conducting safe, clean and unbiased elections by issuing Voter Cards with encrypted QR codes and including a new device called Voter Card Processor (VCAP) for verifying the issued voter cards at polling stations during elections. Detailed descriptions are provided of how to generate encrypted QR code voter cards, and how the VCAP functions in detecting fraudulent voter cards and repeat voters. This approach enables polling officers to automatically verify forgery of voter cards, identify and stop repeat voters, and also prevent rigging and compromised voting that could be possible due to corruption, bribery, intimidation and muscle power.

Covid-19 pandemic has stressed more than any-time before the necessity for conducting election processes in an electronic manner, where voters can cast their votes remotely with complete security, privacy, and trust. The different voting schema in different countries makes it very difficult to utilize a one fits all system. This paper presents a blockchain based voting system (BBVS) applied to the Parliamentary elections system in the country of Jordan. The proposed system is a private and centralized blockchain implemented in a simulated environment. The proposed BBVS system implements a hierarchical voting process, where a voter casts votes at two levels, one for a group, and the second for distinct members within the group. This paper provides a novel blockchain based e-Voting system, which proves to be transparent and yet secure. This paper utilizes synthetic voter benchmarks to measure the performance, accuracy and integrity of the election process. This research introduced and implemented new algorithms and methods to maintain acceptable performance both at the time of creating the blockchain(s) for voters and candidates as well as at the time of casting votes by voters.

Despite huge sums of money being spent by the federal government of Nigeria in adopting various techniques for a free and fair election in the country, numerous problems are still militating against it. These problems include:- wide rigging of elections, multiple registrations and voting, late arrival of ballot boxes, stealing of ballot boxes, under-aged voting, illegal voting by non-Nigerian nationals, rioting and fighting at election venues due to insufficient number of security personnel, disenfranchisement of those in Diaspora as well as the physically handicapped by virtue of election distances to them, prolonged delay in accreditation of voters for election, cancellation of votes due to improper voting, prolonged counting of votes and delay in determining the result of an election, etc. This work showed how e-voting through the use of mobile phones and PCs would totally eradicate all these problems as people would no longer go to election venues to cast their votes, rather they would be at the comfort of their homes and offices to exercise their franchise using any of these electronic devices effortlessly. E-voting requires a web application program – at the back end – that would be written by computer experts and deployed on a web server so that clients – that is, PCs and mobile phones of voters – can be used to query it on constant basis during elections.

Holding an election with aim of selecting only one person or approval / rejection of a state law, is a special kind of election which every few years in the different countries going to happen. Given the pervasiveness of this election, we must take special measures to provide high security for the referendum. Using two receipts for each voter which one is named barcode receipt, a secret indicator of vote and another is named key receipt that is a key to acknowledged the voters information box, including: voter’s National Code, the candidate code which is voted by this voter, code of election station and barcode information. In this paper is proposed to enable people and social networks using data on bar code’s receipts without Intrusion into the privacy of other voters, so they will put together their personal information from monitoring the election process on a social network which can help to prevent any violation in election. The republic of Kenya comprises of eight (8) provinces now forty-seven counties. The country is located in East Africa and shares land borders with the Republics of Somalia in the East, Uganda in the West, Tanzania in the South and Ethiopia and Sudan (now South Sudan) in the North. The three largest and most influential ethnic groups in Kenya are the kikuyu, Luhya, and Kalenjins. In terms of religion Kenya is roughly split into 80% Christians while the rest are Muslims. In Kenya, general elections are carried out every after five years where a head of state the President and The National Assembly representatives are elected. They are elected by the people. The national Assembly has about 220 members representing respective constituencies. In the Local Governments they have the chairman and the Counselor. The counselors are all elected by the people of the state in the respective wards. That is to say, in any given general elections, Kenyans vote for the president, the members of the National Assembly and the counselors. Most African Electoral bodies IEBC not an exception right from their inception to date, even with latest advancements in technology, still use a primitive paper based methods during voting; this system is characterized by manual form filling to chose leaders and transfer of the information from manual data capture forms to computerized datasheets, this has led to an excessive number of mistakes making their way into the final vote counts hence leading to confusion at the time of announcing the results. The main advantage of paper-based systems is that ballot papers are easily human auditable. The disadvantages outweigh the advantages for instance the need to print ballot papers is a slow, expensive, inflexible, environmentally hostile process, visual impairments, or literacy limitations and also last minute changes to the voter register are difficult to accommodate among others.

A large part of society today does not trust decision making in government policies and projects. It is time to move into new technology such as decision making on government policies and projects using the latest technology like blockchain and advanced cryptography. Building of blockchain-based secure, reliable, and distributed voting system for decision making in government policies and projects has been a challenge for a long time. Distributed ledger technologies are exciting technology advancement in the information technology world. Blockchain-based technologies offer an infinite range of applications that benefit from sharing economies of scale. The purpose of this research paper is to evaluate the use of blockchain as the implementation of distributed electronic voting systems for decision making on government policies and projects. More generally, this article assesses the potential of distributed ledger technologies in improves security by implementing an election process and blockchain-based application. This technology will be benefited to Grama sewa officers who will give correct vote. Because country like Sri Lanka we have 14020 Grama sewa regions. Each member get a chance to cast his vote. One vote for each project, it can be changed before the due date and only the last one can be counted. The grama sewa officer who cast his vote cannot be tracked, but the officer can cast a unique vote. After a while, the officer may join a fund or a fine. Voting on government policies or projects is mandatory and officer cannot prevent it. This will help to get the best option for government policies or projects.

Several countries have been researching digital voting methods in order to overcome the challenges of paper balloting and physical voting. The recent coronavirus disease 2019 (COVID-19) epidemic has compelled the remote implementation of existing systems and procedures. Online voting will ultimately become the norm just like unified payments interface (UPI) payments and online banking. With digital voting or electronic voting (e-voting) a small bug can cause massive vote rigging. E-voting must be honest, exact, safe, and simple. E-voting is vulnerable to malware, which can disrupt servers. Blockchain’s end-to-end validation solves these problems. Three smart contracts-voter, candidate, and voting-are employed. The problem of fraudulent actions is addressed using vote coins. Vote coins indicate voter status. Sidechain technology complements blockchain. Sidechains improve blockchain functionality by performing operations outside of blockchains and delivering the results to the mainchain. Thus, storing the encrypted vote on the sidechain and using the decrypted result on the mainchain reduces cost. Building access control policies to grant only authorized users’ access to the votes for counting is made simpler by this authorization paradigm. Results of the approach depict the proposed e-voting system improves system security against replay attacks and reduces the processing cost as well as processing time.

There is no uncertainty that the chroma currency is very popular for the transaction information stored in the block of blocks. To initiate the importance of blocking, there is only one distributed ledger in which data is stored, since many of the centers in the blockchain network limit enough records for these records. This document proposes a decision-making framework based on innovation to create a secure, unjustifiable, accurate and transparent framework for voter privacy. In addition, it is voted and declared in this context that the race has a short period of time, since it is automatically registered in the table. This framework also gives society confidence in its legislation when applying this technique. In this framework, an administrator can add a candidate and a voter to the block. In different hands, a voter can log into the framework and then decide in favor of a candidate that the details of the vote should be stored in the block. In addition, each square in the blockchain innovation that relates to the previous square contains the hash of the previous square, and each square contains explicit data based on the square footage. The hub is connected by a peer network in this framework, with all the hubs in the block site network that have a complete duplicate block.

In recent years, frameworks that employ Generative Adversarial Networks (GANs) have achieved immense results for various applications in many fields especially those related to image generation both due to their ability to create highly realistic and sharp images as well as train on huge data sets. However, successfully training GANs are notoriously difficult task in case ifhigh resolution images are required. In this article, we discuss five applicable and fascinating areas for image synthesis based on the state-of-theart GANs techniques including Text-to-Image-Synthesis, Image-to-Image-Translation, Face Manipulation, 3D Image Synthesis and DeepMasterPrints. We provide a detailed review of current GANs-based image generation models with their advantages and disadvantages.The results of the publications in each section show the GANs based algorithmsAREgrowing fast and their constant improvement, whether in the same field or in others, will solve complicated image generation tasks in the future.

Internet voting systems have gained popularity and have been used for government elections and referendums in the United Kingdom, Estonia and Switzerland as well as municipal elections in Canada and party primary elections in the United States. Voting system can involve transmission of ballots and votes via private computer networks or the Internet. Electronic voting technology can speed the counting of ballots and can provide improved accessibility for disabled voters. The aim of this paper is to people who have citizenship of India and whose age is above 18 years and of any sex can give their vote through online without going to any physical polling station. Election Commission Officer (Election Commission Officer who will verify whether registered user and candidates are authentic or not) to participate in online voting. This online voting system is highly secured, and its design is very simple, ease of use and also reliable. The proposed software is developed and tested to work on Ethernet and allows online voting. It also creates and manages voting and an election detail as all the users must login by user name and password and click on his favorable candidates to register vote. This will increase the voting percentage in India. By applying high security it will reduce false votes.

In the EXISTING SYSTEM, Ballot based Voting is present, but still there is no system to avoid Proxy Casting and Recasting is implemented. We do not have an option to see our casted Vote also. There is no security in this current application. In the PROPOSED SYSTEM, a novel electronic voting system based on Blockchain that addresses some of the limitations in existing systems and evaluates some of the popular blockchain frameworks for the purpose of constructing a blockchain-based e-voting system. In the MODIFICATION part of the project, we integrate Aadhaar card linked mobile number for OTP generation, only then the voter can cast the vote, this system prevents casting and re-casting of proxies.

To accommodate those out-of-town guests who want to remain and utilize the resort's services, the proponents planned to automate the business procedures of the resort and implement the system. As a result, it aims to improve business profitability, lower expenses, and speed up the resort's transaction processing. The resort will now be able to serve those potential guests, especially during the high season. Using websites for faster transactions to reserve on your desired time and date is another step toward technological advancement. Customers don’t need to walk in and hold in line for several hours. There is no problem in converting a paper-based transaction online; it's just the system that will be used that will help the resort expand. This project is being considered in order to reduce and totally eliminate loss of customers to competitors, and save the company from folding up. The current system is manual and it is time consuming. It is also cost ineffective, and average return is low and diminishing. Currently, customers can call or walk-in in order to rent or reserve a vehicle. The staff of the company will check their file to see which vehicle is available for rental. The current system is error prone and customers are dissatisfied. The goal of this project is to automate vehicle rental and reservation so that customers do not need to walk-in or call in order to reserve a vehicle. They can go online and reserve any kind of vehicle they want and that is available. Even when a customer chooses to walk-in, computers are available for him to go online and perform his reservation. When he choose to reserve by phone, any of the customer service representatives can help him reserve the vehicle speedily and issue him a reservation number. The VRS will maintain the database of all vehicles the company has. It will also keep track of all vehicle reservation and return. Reports will be generated bi-weekly. Reports for the Accounts Manager will detail the cost incurred to maintain each vehicle and revenue accrued on each vehicle. Reports for the Maintenance Manager will detail the present mileage of the car in order for him to take care of the vehicle servicing, and when each vehicle will be due for tag renewal. The Branch Manager’s report will detail total cost incurred and total revenue accrued, and the status of each vehicle so that he can decide whether to sell the vehicle or still keep it.

This paper addresses the vulnerability of deep learning models, particularly convolutional neural networks (CNN)s, to adversarial attacks and presents a proactive training technique designed to counter them. We introduce a novel volumization algorithm, which transforms 2D images into 3D volumetric representations. When combined with 3D convolution and deep curriculum learning optimization (CLO), itsignificantly improves the immunity of models against localized universal attacks by up to 40%. We evaluate our proposed approach using contemporary CNN architectures and the modified Canadian Institute for Advanced Research (CIFAR-10 and CIFAR-100) and ImageNet Large Scale Visual Recognition Challenge (ILSVRC12) datasets, showcasing accuracy improvements over previous techniques. The results indicate that the combination of the volumetric input and curriculum learning holds significant promise for mitigating adversarial attacks without necessitating adversary training.

III. EXISTING VOTING SYSTEM In India first election using electronic voting is scheduled to hold from April 20 to May 10, 2004. India is the worlds largest democracy with a population of more than 1 billion, India has an electorate of more than 668 million and covers 543 parliamentary constituencies, and will require more than one million electronic voting machines (EVMs). The legal approval in 1989 to allow the use of EVMs, they have been used in many state elections but never used an entire general election. Electronic Voting Machines prepared by Electronics Corp of India and Bharat Electronics. In India, Electronic Voting Machines used for voting. Electronic Voting means any system in which voter casts his/her votes using an electronic system, rather than paper vote. The EVM comes in a reusable carry pack, and can operate on a battery power source in remote areas. According to Election Commission officials, each EVM canrecordfive votes minute or nearly 3,000 votes in a polling day.Electronic Voting Machine is used to record votes in place of paper and boxes. This is a machine without any network connectivity, and nobody can interfere with programming and no one can manipulate its results. It contains microchip in the form of one time programmable basis. Voting Electronic voting is a voting system that uses electronic means of casting and counting votes. In fig 3 we see actual workingof overallvotingprocess.Workflowofvotingsystemisasfollows:EachvoterhasanuniqueIDnumber.For votingpurposeThe voter goes to a valve and receive a token, using the ID number. Each ID number is only grant to earn one token. Voter verification can be done by fingerprint recognition. Candidates list will displayed on web panel. The voter can vote online by dispatching the token to the account of the candidate they select. That voter cannot vote again, but the voter can examine the blockchaintoverifythatthevotewascorrectlyrecorded, andalso seethetotalvotesforeachcandidateatanytime.Liveresult will displayed at admin panel. Fingerprint Verification Fingerprint verification is a process of confirming that a user is who they claim to be. It is one of the well known biometrics solution for authentication on computerized system. It is also known as fingerprint matching. In our system fingerprint verification used to validate voters identity. Fingerprint matching having two steps which are shown in fig.4 and fig.5 i.e. feature extraction and fingerprint matching. Blockchain The Blockchain, firstly founded as a basis technology of Bitcoin and referred to as block chain (Nakamoto 2008), evolved and has been re-conceptualized in 2014 and requires further research and development.A blockchain, is a increasing list of records, called blocks, which are connected to cryptography utilization. Each block have a cryptographic hash of the past block,a timestamp, and transaction data which is shown in fig 3. By structure, a blockchain is impervious to alteration of the information. For use as a distributed ledger, a blockchain is managed by a point-to-point network collectively adhering to a protocol for inter-node communication and validating new blocks. Bloackchain is a very useful method towards this distributed world. 1) Networked Integrity: Network integrity is created by each action of nodes and due to distributed database, it is not owned by one main member. Blockchain avoid third parties participation. 2) Distributed Power: It states that the power of network is spit through it by peer-to-peer connection and there is no centralized authority place. No member can damage or break the system. 3) Security: Measures of its protection are defined by the Blockchains structure and have no single point of failure. Confidentiality and integrity has been ensured. The usage of cryptography in the network is a must condition.Many security issues solved with the help of blockchain such as hacking, identity theft, phishing, fraud, and malware. the Blockchains transparency and security are able to ensure stability and development of global economy and specific industries. 4) Privacy: Individuals privacy is a basic human right, which should be preserved. The Internet is centralized mechanism,which arecollecting, analyzing and sharing users confidential data without notifying them about it. there are two major privacy issues in the Internet: collecting and using personal data without proper permission and inability of services to provide adequate security measures against centralized hacks.The Blockchain principle of privacy provides a new way of organizing the systems and reorganizes the way of personal identity shared over the Internet. 5) Rights Preserved: The Blockchain can be used to verify the ownership and define the conditions of how to spread the content by applying smart contracts. The right field is an excellent opportunity for Blockchain, which can make a difference by providing a detailed and distributed ledger containing the data about the intellectual rights. Moreover, the usage of smart contracts can add an ability to define the rights ownership information and the royalty share. D. Server We use multicain stream to store for storing voters information and votes given by the voters. Multichain asset are used for voting i.e for transaction. Candidate AccountSetup We need different account for each candidate for that create new address for each candidates. Token will transfer to these address. F. Fingerprint Matching It is also known as fingerprint verification. Here voters identity verification can be done. G. Voting After verification he can vote. Then list of candidate will displayed in front of voter. Then 1 token is transfer to selected candidate i.e. 1 vote is transfer to candidate. H. Vote Counting In this module wewill check the balance of candidate account. The current balance indicate the no of votes candidatereceived. I. Display Result In this module result is displayed on panel from admin panel.The current balance indicate the no of votes candidate received. VI. ALGORITHM A. Algorithm ofVoting 1) Ask to enter Aadhar number 2) If Aadhar is valid then check for already voted else go to step 7 3) If not voted then ask for finger print verification else go to setp 7 4) If fingerprint is valid then display the candidates and ask for choice else go to step 7 5) Transfer 1 coin to selected candidate account 6) Add candidate aadhar number to block chain for check- ing already voted 7) Stop B. Algorithm of FingerprintRecognition The proposed fingerprint matching algorithm uses ISO (In- ternational Organization for Standards) templates. The feature vector consists of the information; x, y-coordinates, direction, type and quality of each minutia. The following are the steps involved in the global and local minutia matching algorithm. 1) Query and reference ISO templates as input. 2) Get the query and reference templates x-y coordinates direction, type and quality. 3) Compute the edge pair information for each minutia to all other minutia. 4) Sort the edge pair information using distance. 5) Compute the similarity of edge pair information in query and reference templates for similarity. 6) Validate the matched minutia pairs with all other matched minutia pairs to remove false matched minutia pairs. 7) Compute the matchingscore. The association between recorded votes and the identity of the voter must be completely unknown within the voting systems. 2) Integrity: The computer systems (in hardware and system software) must be tamperproof. Ideally, system changesmust be prohibited throughout the active stages of theelection process.Alldata involved in entering andtabulatingvotesmustbe tamperproof. Votes must be recorded correctly. 3) Availability:Thesystemmustbeprotectedagainstbothaccidentalandmaliciousdenialsofservice,andmustbe availablefor use whenever it is expected to be operational. 4) Accountability: All internal operations must be monitored, without violating voter confidentiality. Monitoring and analysisof audit trails must themselves be nontamperable. 5) Non-repudiation: Non-repudiation is the assurance that someone cannot deny the validity of something. Non- repudiationisa legal concept that is widely used in information security and refers to a service, which provides proofoftheoriginofdataand the integrity of the data. In this, security measures between various voting systems are analyzed. Fig 7 shows security analysis between votingsystems. Onthebasisofsecuritypresentinvotingsystemthisanalysisdone.VotingsystemslikePaper-based voting,Postalvoting,Open ballot voting, Secret ballot voting, Blockchain based Voting system, etc. are analyses andaccording to result ourproposed system is more secure than other voting systems. Discussion Inademocracy, a government is chosen by voting in anelection: awayforanelectoratetoelect,i.e.choose, among several candidates for rule. A good voting system gives high impact on the preferences of voters. Existing system having various advantages due to this it is considered to be simplest voting system. But, at the other hand there is also many disadvantages related to existing system which reflects security and accuracy of voting system. In our proposedsystemthisdisadvantagesof existing systemhasbeenremoved and security level increases with the help of blockchain. So with the help of results we can say that our proposed system is more secure that existing system. Thisaccuracyincrementsinproposedsystemcomparing with existing system shown in Fig.8.

CONCLUSION By developing this proposed permission based multichain platform for voting, we have succeeded in moving e- voting to the blockchain platform. We addressed some of the fundamental issues related to e-voting systems, by using the power of the multichain platform and the blockchain structure. Fingerprint verification used to authenticate voter’s identity. This is useful towards secure voting system. As a result of our proposed system, the concept of blockchain andthesecurity methodology which it uses, immutable hash chains, has become flexible to polls and elections. XI.
