controlling crime in the Savannah Police Department is the shortage of police officers. On any given
week between the five different precincts there can be a shortage of 50 to 60 officers overall. As a
result, the officers spend most of their time responding to 911 calls and therefore do not have time to
staff their beats or practice crime prevention. This also does not allow them any time to interact with

novel The Mark of the Dragonfly are: when difficult things happen, you have to get through them, if
you put your mind and effort into what you are doing you will accomplish it, and, always persist no
matter how hard the challenge is. I will explain how they change over time and how they are different.
A theme that occurred towards the beginning of the novel is When difficult things happen, you have to
get through them. An example is Piper s dad died and she had no say in it whatsoever. He sent letters
and money every week until about a year ago, when he died. (Page 66). This shows that even if Piper
wanted to or did not want to accept her dad s death, she had to either way. She had to persist and
accept that she had no one but herself. Another example is when Micah got hit on the head with some
caravan debris. Piper noticed that Micah got hit in the head and that he was bleeding, Piper was not
