the US government needs a coordinated and well thought out approach that is able to deter future
cyber attacks that are considered an act of war and setting precedence. The US state department took
an active stance on this in 2012 where Mr.Koh as Department of State Legal Advisor laid out what it
considers to be a use of force, Cyber activities that proximately result in death, injury, or significant
destruction would likely be viewed as a use of force . The issue that arises is how to respond, and
when to respond. Interpol can take from 3 to 6 months to pass a request over to local police agencies

Abstract
This paper presents a comparison of mechanical properties of 17 4PH stainless steel parts built by
selective laser melting (SLM) additive manufacturing process with the wrought 17 4PH stainless steel
parts. The microstructure is analyzed using optical microscope and the mechanical properties are
evaluated using tensile testing according to ASTM E8 standard. Overall, the SLM fabricated samples
demonstrated superior tensile properties and the microstructure is strongly influenced by the SLM
process. The SLM processed specimens showed higher ductility and ultimate tensile strength than
wrought samples.

The best and most beautiful things in this world cannot be seen or even heard, but must be felt with
the heart. Helen Keller. City Lights, the 1931 Charlie Chaplin film, was one of the many Chaplin films
that did not have to use words to express emotions, serious situations or how to treat people. One
emotion that many people only know how to express though words is that of love. It is also more
difficult to express when one is portrayed in a bad light. This essay will describe why, in my opinion,
the tramp fell in love with the blind woman. How do you know when you have met the person who
knows the real you? The person who can look past all of your flaws and not judge you based on others
perception of you? Not everyone can find this person, however, sometimes it takes some outside force
for this someone to be found. In the movie the City Lights, that outside force is blindness and the
person a sweet, young woman. The main Character, the Tramp, meets this woman on a street corner
selling flowers. While many people walked by him as if he didn t exist or picked fun at him, she was
