I informed dispatch I would be looking on the engine for a VIN number. I noticed the
engine looked to be new but the frame and seat were older. I located the VIN on the
inside of the frame. The VIN number was L4SPAELJ8C2034502. I was able to locate the
Emission Control Information sticker located on the Predator engine. This sticker stated
the engine was manufactured in April 2017.
I asked dispatch if the could contact S.P.I.D.E.R. (Special PoliceInformation Data Entry
and Retrival) to look up the VIN and check to see if the mini bike was reported stolen.
S.P.I.D.E.R. Informed dispatch there was no record in the system of any bikes being
reported stolen.
I took a total of 13 photographs of the bike where it sat in the roadway. WSU Officer
Chris Tener #147 went back to the Police station and got one of the parking trucks to
come back and get the mini bike. I loaded the mini bike into the back of the parking

Introduction
This memo will contain information concerning Al Qai da and its attack on America on
September 11, 2001. This act of terrorism, as it is related to President Bush s speech on
September 20, 2001, will show the accuracy of statements made by the President and any
inaccuracies will be addressed in the memo.
Background
Al Qai da began in the 1980 s due to the war between the Russians and Afghanistan. Al
Qaeda The Base was developed by Usama Bin Laden and others in the early 1980 s to
support the war effort in Afghanistan against the Soviets. (FBI.gov). Bin Laden created
the group based on Syyid Qutb s teachings that Jihad should be waged in order for the
Quran to be what is followed in society. It should be noted that after victory in
Afghanistan the fighters that were in The Base began going to countries in the Middle
East spreading the jihad mantra around. With this happening rising opposition began
against the U.S. and other non Islamic governments. It is also prevalent to remember the
1988 bombings of our embassies in Kenya and Tanzania in which Bin Laden perpetrated.
The precepts in Al Qai da are attributed to; dislike of non Islamic countries, Jihad and
dying in the name of Jihad.
Al Qai da as mentioned earlier had began waging war against the United States long
before this month such as on October 12, 2000, a small boat loaded with explosives
plowed into the hull of the U.S.S. Cole, an American naval destroyer docked off the
coast of Yemen. 17

To what extent did the reforms of the Constituent Assembly create discontent?
The National Constituent Assembly solved some of Frances short term problems, but
caused significant discontent due to its inability to resolve long term problems, that had
been destroying France economically, politically and socially. There were some groups of
society that were quite content with the reforms of the Constituent Assembly, such as a
majority of the bourgeoisie, peasants who gained from the abolition of the Feudal system,
and some members of the first and second Estate. However, many other people and
groups, such as King Louis XVI, Nobles who had become emigres after losing their

The financial crises of the 1780 s did not magically disappear when the feudal system
was abolished. In fact, France s financial situation was becoming worse, with prices of
bread and flour at an all time high. The Constituent Assembly, eager to solve France s
economic problem, brought in a new currency, called the Assignats. Effectively, each
Assignat was an ownership right to a piece of land, a kind of collateral from the
government. Most of the land had previously been owned by the Church, but was
forfeited to the State under the Civil Constitution of the Clergy, an act that proclaimed
the Clergy had to swear allegiance to the State, rather than the Pope, and therefore all
their property and wages were put under State control. It was one of the most
successful reforms, as the new currency stabilised the economy for a critical period of
time, and released the pressure that was on France, financially. It was also during this
period that the trial by jury system was introduced, a system that still exists today.
Twelve citizens were used as a jury to decide on the guilt or innocence of their peers,
in a public trial. It was a giant step towards the democratic system of government that is
used in the modern world. On August 4 1789, the Declaration of the Rights of Man, was
proclaimed. It was an almost radical declaration, based on freedoms and human rights,
and with it came the abolition of Feudal privileges. It included freedom of
