AQIM likened the attack to the January 2013 In Amenas hostage crisis, but the more recent attack appeared to be less sophisticated and may not have been planned by veteran al Qaeda operative Mokhtar Belmokhtar. AQIM has increased its media production and is directly countering ISIS’s message in the region as ISIS expands in Libya.

AQIM has successfully negotiated previous prisoner exchanges and those who have been released return to operations.

1. The U.S. and EU revoked nuclear-related sanctions after the IAEA issued its report verifying Iran’s compliance with its commitments under the nuclear deal. The full effects of sanction relief are unlikely to be fully felt before the all-important parliamentary and Assembly of Experts elections in February, however. Iran also released two U.S. Navy vessels and 10 sailors on January 13, following their overnight detention after a purported mechanical error caused the vessels to drift into Iranian territorial waters on January 12.
2. Al Qaeda-linked groups continue to target Westerners in the Sahel region. At least three Islamist militants attacked a café and a hotel in Burkina Faso’s capital, Ouagadougou, on January 15, temporarily holding about 180 hostages and killing at least 28 people. The attack underscores a high level of coordination between AQIM and its affiliates in the Sahel and signals that further attacks on Western targets in regional capitals are likely.
3. Al Shabaab continued a military campaign of high-profile raids of AMISOM bases. Al Shabaab militants attacked a Kenyan AMISOM unit based in el Adde, Gedo region, stealing equipment and claiming to have killed over 100 soldiers. Kenyan and AMISOM officials have acknowledged the deaths of soldiers, but have not given a casualty figure. The international community is treating the GNA’s move to Tripoli as a major victory, but a significant number of actors remain capable of derailing the unity government.

3. Coalition-backed forces broke through the western frontline in Taiz city, the first major gain in the fight for control of Yemen’s third-largest city. Taiz, the heart of Yemen’s 2011 revolution, is critical terrain in the country and its population is split between the al Houthi-Saleh faction and the coalition-backed faction. An al Houthi-Saleh defeat in Taiz would be a significant blow, but it is not clear that it would be the decisive victory needed to bring all parties to the table to negotiate a settlement to the conflict.

The arrival of units from the 101st Airborne Division to Mogadishu on April 2 marks the first significant deployment of U.S. ground troops, other than small advisory units, to Somalia since March 1994. Al Shabaab increased its operational tempo in Mogadishu after Somali President Mohamed Abdullahi Farmajo declared war on the group on April 6. Al Shabaab will surge in Mogadishu to force Somali forces to concentrate in the capital, allowing al Shabaab to control humanitarian aid delivery in other regions.

Anti-LNA militias from Libya’s coastal regions deployed to the Fezzan to join the fight, which risks escalating into a larger conflict. The GNA, which was created by a UN agreement, will gain legitimacy if it brokers a deal at the municipal level.

Al Qaeda’s network in Libya remains a threat to U.S. national security despite the announced dissolution of Ansar al Sharia, a U.S.-designated Foreign Terrorist Organization that participated in the September 2012 attack on U.S. government facilities in Benghazi. Ansar al Sharia cited leadership attrition and called on Libyan Muslims to fight together to establish a polity governed by shari’a law in its May 27 statement. The al Qaeda human network in Libya was already diffuse and the disbandment of Ansar al Sharia is unlikely to affect al Qaeda’s ability to shape the civil war, operate training camps, benefit from smuggling and trafficking, and recruit in Libya.

The UN Special Envoy to Yemen acknowledged that he is not close to securing a ceasefire.
3. Salafi-jihadi organizations seek to attack passenger airliners by concealing bombs in portable electronic devices. The U.S. is considering the expansion of a “laptop ban” to include inbound flights from Europe. The U.S. prohibited laptops and similar-sized electronics from the cabins of flights originating from ten airports in Muslim-majority countries in March 2017. Al Qaeda affiliates possess advanced explosive capabilities and have transferred expertise within the network. ISIS seeks to develop a similar capability.

He sought for Muslims to defend the gains made in Syria against other actors like Russia, Iran, and the West, and stated the objective of a governing entity establishing itself in the territory. Hamza bin Laden, Osama bin Laden’s son, echoed the call for mobilization. He also called on Muslims to unify in Iraq and Syria and for those who cannot travel to conduct lone-wolf attacks.
2. A pro-Islamic State of Iraq and al Sham (ISIS) cell attempted to weaponize anthrax and plan a mass-casualty attack similar to the 2013 Westgate Mall attack, according to Kenyan and Ugandan authorities. The cell’s ringleader may have communicated with ISIS militants in Libya and Syria, indicating an expansion of ISIS’s influence in East Africa. Governments seeking counterterrorism funding may also exaggerate ISIS’s presence, however.
3. ISIS resumed a territorial growth strategy in Libya after planned offensives on its stronghold in Sirte stalled. ISIS militants seized strategically located towns from Misratan militias to the west of Sirte as part of efforts to expand its contiguous zone of control in central Libya. ISIS is also bolstered by the support of tribal leaders and elders, representing factions of a large tribal federation that has suffered since the fall of Qaddafi. These tribal leaders are aligning with ISIS against opponents in both the Libyan National Army bloc in the east and the Misratan bloc in the west in order to protect their political and economic interests.

1.Russia deployed military personnel to Libya to secure its military and economic interests amid the escalating civil war. U.S. and Egyptian officials reported a Russian Special Operations Forces (SOF) and drones deployment to a military base in western Egypt to support operations in Libya. Russia supports Libyan National Army (LNA) commander Khalifa Haftar as part of a larger plan to secure additional military basing on the Mediterranean and strengthen ties to Egypt. Russia also has significant economic interests in Libya’s oil industry. An Islamist militia coalition seized two key oil terminals from the LNA on March 3. The LNA reportedly recaptured the terminals on March 14, with likely Egyptian backing and possibly Russian and Emirati support. Hostilities will likely continue to escalate in Libya’s oil crescent. Russia will likely seize the opportunity to increase its diplomatic and military involvement in an effort to shape the outcome of the conflict.
2. The Saudi-led coalition and President Abdu Rabbu Mansour Hadi will not agree to terms for a ceasefire with the al Houthi-Saleh faction while current frontlines hold in Yemen. He refused to pursue negotiations until his forces seize Yemen’s Red Sea ports from the al Houthi-Saleh bloc. Riyadh is in the midst of a diplomatic push to secure Washington’s support for its objectives in Yemen. U.S. support for a Saudi-led military solution would exacerbate Yemen’s humanitarian crisis and drive the al Houthis further into the Iranian orbit.

Al Shabaab is conducting an explosive attack campaign in Mogadishu that threatens to undermine the legitimacy of the Somali Federal Government (SFG), led by newly elected President Mohammed Abdullahi Farmajo. The group is also recruiting heavily in eastern Tunisia’s population centers, where Tunisian security forces recently arrested a deputy mayor for belonging to a pro-ISIS cell, indicating the extent to which ISIS is attempting to infiltrate Tunisian society.

These challenges include pervasive corruption and an impending food crisis, caused by a region-wide drought. Widespread hunger will tax resources throughout East Africa and may reduce the ability of Somali forces and regional partners to sustain pressure on al Shabaab. Al Shabaab overran two Somali military camps and ambushed a Somali convoy in south-central Somalia on February 12, demonstrating tactical sophistication that will test the new administration.

Al Houthi movement leader Abdul Malik al Houthi claimed, likely falsely, to possess ballistic missiles capable of striking Riyadh during a televised address on February 10. The al Houthi movement’s aggressive position toward Saudi Arabia reflects a long-standing conflict over the Saudi-Yemeni border, not necessarily growing ties between the al Houthi movement and Iran. A major faction of the al Houthi movement opposes Iranian control, and the group is not an Iranian proxy.
3. Armed groups set conditions that may cause conflict to escalate in central and western Libya. Libyan National Army (LNA) commander Field Marshal Khalifa Haftar dropped out of long-awaited talks with the head of Libya’s UN-backed unity government on February 14, signaling his intent to prioritize a military solution. Anti-Islamist forces under Haftar’s command intensified a campaign against Islamist militants in contested central Libya. 3. Coalition-backed forces broke through the western frontline in Taiz city, the first major gain in the fight for control of Yemen’s third-largest city. Taiz, the heart of Yemen’s 2011 revolution, is critical terrain in the country and its population is split between the al Houthi-Saleh faction and the coalition-backed faction. An al Houthi-Saleh defeat in Taiz would be a significant blow, but it is not clear that it would be the decisive victory needed to bring all parties to the table to negotiate a settlement to the conflict.

1. The U.S. deployed several dozen troops to Somalia to train and equip Somali and African Union forces fighting against al Shabaab. The arrival of units from the 101st Airborne Division to Mogadishu on April 2 marks the first significant deployment of U.S. ground troops, other than small advisory units, to Somalia since March 1994. Al Shabaab increased its operational tempo in Mogadishu after Somali President Mohamed Abdullahi Farmajo declared war on the group on April 6. Al Shabaab will surge in Mogadishu to force Somali forces to concentrate in the capital, allowing al Shabaab to control humanitarian aid delivery in other regions.

Anti-LNA militias from Libya’s coastal regions deployed to the Fezzan to join the fight, which risks escalating into a larger conflict. The GNA, which was created by a UN agreement, will gain legitimacy if it brokers a deal at the municipal level.

Ansar al Sharia cited leadership attrition and called on Libyan Muslims to fight together to establish a polity governed by shari’a law in its May 27 statement. 3. Salafi-jihadi organizations seek to attack passenger airliners by concealing bombs in portable electronic devices. The U.S. is considering the expansion of a “laptop ban” to include inbound flights from Europe. The U.S. prohibited laptops and similar-sized electronics from the cabins of flights originating from ten airports in Muslim-majority countries in March 2017. Al Qaeda affiliates possess advanced explosive capabilities and have transferred expertise within the network. ISIS seeks to develop a similar capability.

al Sham. Al Qaeda leader Ayman al Zawahiri urged Muslims to fight in Syria and for the factions in Syria to unify. Zawahiri described the Syrian uprising as the only one from the Arab Spring to have continued along the right path. He sought for Muslims to defend the gains made in Syria against other actors like Russia, Iran, and the West, and stated the objective of a governing entity establishing itself in the territory. Hamza bin Laden, Osama bin Laden’s son, echoed the call for mobilization. He also called on Muslims to unify in Iraq and Syria and for those who cannot travel to conduct lone-wolf attacks.
2. A pro-Islamic State of Iraq and al Sham (ISIS) cell attempted to weaponize anthrax and plan a mass-casualty attack similar to the 2013 Westgate Mall attack, according to Kenyan and Ugandan authorities. The cell’s ringleader may have communicated with ISIS militants in Libya and Syria, indicating an expansion of ISIS’s influence in East Africa. Governments seeking counterterrorism funding may also exaggerate ISIS’s presence, however.
3. ISIS resumed a territorial growth strategy in Libya after planned offensives on its stronghold in Sirte stalled. ISIS militants seized strategically located towns from Misratan militias to the west of Sirte as part of efforts to expand its contiguous zone of control in central Libya. ISIS is also bolstered by the support of tribal leaders and elders, representing factions of a large tribal federation that has suffered since the fall of Qaddafi. These tribal leaders are aligning with ISIS against opponents in both the Libyan National Army bloc in the east and the Misratan bloc in the west in order to protect their political and economic interests.

1.Russia deployed military personnel to Libya to secure its military and economic interests amid the escalating civil war. U.S. and Egyptian officials reported a Russian Special Operations Forces (SOF) and drones deployment to a military base in western Egypt to support operations in Libya. Russia supports Libyan National Army (LNA) commander Khalifa Haftar as part of a larger plan to secure additional military basing on the Mediterranean and strengthen ties to Egypt. Russia also has significant economic interests in Libya’s oil industry. An Islamist militia coalition seized two key oil terminals from the LNA on March 3. The LNA reportedly recaptured the terminals on March 14, with likely Egyptian backing and possibly Russian and Emirati support. Hostilities will likely continue to escalate in Libya’s oil crescent. Russia will likely seize the opportunity to increase its diplomatic and military involvement in an effort to shape the outcome of the conflict.
2. The Saudi-led coalition and President Abdu Rabbu Mansour Hadi will not agree to terms for a ceasefire with the al Houthi-Saleh faction while current frontlines hold in Yemen. Hadi refused to discuss ceasefire terms with UN Special Envoy to Yemen Ismail Ould Cheikh Ahmed on March 9. He refused to pursue negotiations until his forces seize Yemen’s Red Sea ports from the al Houthi-Saleh bloc. Coalition-backed forces control Mokha port in Taiz governorate but are unlikely to advance quickly into al Hudaydah governorate, where the Hadi government lacks popular support. Riyadh is in the midst of a diplomatic push to secure Washington’s support for its objectives in Yemen. U.S. support for a Saudi-led military solution would exacerbate Yemen’s humanitarian crisis and drive the al Houthis further into the Iranian orbit.
3. Al Shabaab is conducting an explosive attack campaign in Mogadishu that threatens to undermine the legitimacy of the Somali Federal Government (SFG), led by newly elected President Mohammed Abdullahi Farmajo. Al Shabaab detonated two suicide vehicle-borne improvised explosive devices (SVBIEDs) targeting a military position and a hotel in central Mogadishu on March 13. The militant group has now conducted four VBIED attacks in Mogadishu since President Farmajo took office in February. The SFG struggles to project its power beyond select population centers in Somalia, and al Shabaab is now challenging its ability to secure the hard-won capital city. The U.S. supports the re-establishment of a unitary Yemeni state under the Hadi government to limit Iran’s influence and continue partnered counterterrorism operations against al Qaeda in the Arabian Peninsula.
2. Al Qaeda encourages supporters to conduct fight-in-place attacks in the West. The group is also recruiting heavily in eastern Tunisia’s population centers, where Tunisian security forces recently arrested a deputy mayor for belonging to a pro-ISIS cell, indicating the extent to which ISIS is attempting to infiltrate Tunisian society.

3. The International Atomic Energy Agency is likely to close its investigation into the possible military dimensions (PMD) of Iran's nuclear program following the release of its report on December 2. The report assesses that while Iran made a “coordinated effort” to develop a “nuclear explosive device” before the end of 2003, there are no “credible indications of activities in Iran relevant to the development of a nuclear explosive device after 2009.” Deputy Foreign Minister Abbas Araghchi claimed that the report proves “the peaceful nature” of Iran’s nuclear program and called upon the P5+1 to close Iran’s PMD file at the IAEA Board of Governors in December.

There are reports of ongoing fighting along contested frontlines in central Yemen despite the start of the ceasefire on April 10. All major players in the conflict have expressed formal support for the ceasefire agreement, while reserving the right to take defensive action should violations occur. Ongoing high-level meetings indicate that each faction is preparing seriously for UN-led peace talks, which are set to begin in Kuwait on April 18. The formal ceasefire will likely continue to hold, despite clashes on the ground, as Yemen’s powerbrokers pursue their objectives in the political arena.
2. A new Salafi-jihadi organization, “Jabha East Africa” (East Africa Front), released its “bayat” or oath of loyalty to the emir of the Islamic State in Iraq and al Sham (ISIS), Abu Bakr al Baghdadi. The group reported that its members are former al Shabaab members who have returned to their home countries throughout East Africa, paralleling the al Shabaab-affiliated al Muhajiroun. ISIS has not replied to the pledge. Jabha East Africa’s operational strength, as well as any official connections to ISIS, remains unknown.
3. Key Libyan factions backed the newly installed and UN-recognized Libyan national unity government, the Government of National Accord (GNA). The GNA will probably become a critical counter-terrorism partner as Western powers begin to develop strategies to combat ISIS in Libya. The GNA must still develop local legitimacy, however. It will need to ameliorate Libya’s economic woes. It will also need to gain the official endorsement of the country’s internationally recognized House of Representatives, which is currently split on the issue of ceding power to the GNA.

1. Somali parliamentarians elected Mohamed Abdullahi Farmajo as the president of Somalia on February 8. President Farmajo must now form a government to address a host of challenges. These challenges include pervasive corruption and an impending food crisis, caused by a region-wide drought. Widespread hunger will tax resources throughout East Africa and may reduce the ability of Somali forces and regional partners to sustain pressure on al Shabaab. Al Shabaab overran two Somali military camps and ambushed a Somali convoy in south-central Somalia on February 12, demonstrating tactical sophistication that will test the new administration.
2. The al Houthi-Saleh faction may escalate operations targeting southern Saudi Arabia. Cross-border attacks by al Houthi-Saleh forces killed approximately twelve Saudi Border Guards in a nine-day period. These casualties far exceed the average rate of deaths reported by Saudi Arabia since the beginning of the Saudi-led coalition campaign in Yemen in March 2015. The al Houthi-Saleh faction may pursue escalation in the border region as a counter to a Saudi-led coalition-backed campaign on Yemen’s Red Sea coast, which threatens the al Houthi-Saleh faction’s access to the Red Sea. Al Houthi movement leader Abdul Malik al Houthi claimed, likely falsely, to possess ballistic missiles capable of striking Riyadh during a televised address on February 10. The al Houthi movement’s aggressive position toward Saudi Arabia reflects a long-standing conflict over the Saudi-Yemeni border, not necessarily growing ties between the al Houthi movement and Iran. A major faction of the al Houthi movement opposes Iranian control, and the group is not an Iranian proxy.
3. Armed groups set conditions that may cause conflict to escalate in central and western Libya. Libyan National Army (LNA) commander Field Marshal Khalifa Haftar dropped out of long-awaited talks with the head of Libya’s UN-backed unity government on February 14, signaling his intent to prioritize a military solution. Anti-Islamist forces under Haftar’s command intensified a campaign against Islamist militants in contested central Libya. More powerful Islamist factions may rally to support these militants, increasing the likelihood that Libya’s most powerful factions will resume active hostilities for control of the country’s oil-rich center. Hardline Islamist militias in Tripoli formed a new coalition to contest control of Libya’s capital and undermine the UN-backed government. An outbreak of fighting in either Tripoli or central Libya would undermine the country’s fragile economic recovery and reduce pressure on the Islamic State of Iraq and al Sham (ISIS) and al Qaeda.

1. The rupture between Qatar and several Arab states severs a diplomatic channel in the Yemen conflict. Saudi Arabia, Egypt, the UAE, and Bahrain suspended diplomatic relations with Qatar on June 5. The Riyadh-based Yemeni government also cut ties with Qatar, as did an Egyptian- and Emirati-backed Libyan administration. Qatar’s ouster from the Saudi-led coalition in Yemen removes an interlocutor between the coalition and the al Houthi-Saleh bloc. An al Houthi-Saleh political body subsequently indicated that it will no longer engage the UN Special Envoy to Yemen, whom it views as biased toward Saudi Arabia.
2. The Libyan National Army (LNA), a militia coalition based in eastern Libya, notched a victory with its takeover of several strategic sites in central Libya. Egyptian and likely Emirati air support proved decisive for the LNA, which is led by Field Marshal Khalifa Haftar. The LNA’s advance toward western Libya does not herald a sustainable military or political solution to the Libya conflict, however. Haftar and his regional backers seek to exclude key powerbrokers, including political Islamists, who are critical to a stable political resolution in Libya.
3. Al Shabaab is waging a campaign against Kenyan police and military targets in Somalia and eastern Kenya in an attempt to influence general elections in August. Al Shabaab has killed more than 30 Kenyan troops and security personnel in the past three weeks. It seeks to drive public support for the withdrawal of Kenyan forces from Somalia. The group’s recent operations include an attack on a Kenyan military base at Kolbio, where it previously conducted a high-casualty attack on Kenyan forces in January 2017.

The U.S. Department of the Treasury imposed sanctions on three senior al Qaeda members operating from Iran, describing one of the operatives, al Qaeda military committee chief Faisal Jassim Mohammed al Amri al Khalidi, as “part of a new generation of al Qaeda operatives,” in the press release. Yisra Muhammad Ibrahim Bayumi served as a mediator between al Qaeda and Iranian authorities, and Abu Bakr Muhammad Muhammad Ghumayn held financial, communications, and logistical roles in the group. France confirmed its military presence in Libya on July 20 after three French soldiers died during a counterterrorism operation in Benghazi. 3. Al Qaeda’s affiliate in Somalia, al Shabaab, targeted the primary African Union Mission in Somalia (AMISOM) peacekeeping base in Mogadishu on July 26. A militant detonated a suicide vehicle-borne improvised explosive device (SVBIED) near the entrance of Halane Base Camp, killing at least 13 security contractors and civilians, before a second suicide bomber attempted to storm the compound. The assessed target was UN and African Union personnel. Al Shabaab attempted an SVBIED attack targeting a gathering of Somali politicians at a Mogadishu hotel on July 14, and Somali security forces disrupted an SVBIED attack on July 24.

1. Libyan National Army (LNA) commander Khalifa Haftar is using military force to secure his power at the expense of political resolution in Libya. Pro-Haftar forces stormed the headquarters of a constitutional drafting body in eastern Libya on July 20 and demanded the abandonment of a draft constitution that barred Haftar from running for president in 2018. Haftar’s rise as a strongman may stabilize Libya in the near term, but it will exacerbate the grievances that drive the civil war and galvanize support for Salafi-jihadi groups like al Qaeda and ISIS.
2. The U.S. is attempting to divide the al Houthi-Saleh bloc in order to reduce Iranian influence in Yemen and revive the UN peace process. U.S. Ambassador to Yemen Matthew Tueller began the diplomatic effort by praising former Yemeni president Ali Abdullah Saleh’s cooperation with a UN plan and criticizing the al Houthi faction for impeding negotiations. Elite-level diplomatic engagement is unlikely to progress, however, as long as the military situation on the ground remains stalemated.

ISIS Wilayat Hadramawt detonated four explosive devices in a coordinated attack on multiple Yemeni military locations in al Mukalla, Hadramawt governorate on June 27. The suicide attacks targeted Yemeni security personnel gathering to break their fasts. A June 9 CTP assessment forecast that ISIS would carry out attacks on these targets before the end of Ramadan, an Islamic holy month. Ramadan runs from June 5 to July 5 in 2016. ISIS may attempt another large-scale explosive attack on a government or military target in Aden or al Mukalla before July 5.
2) Al Shabaab continued its Ramadan offensive with a complex attack on the Naso Hablod Hotel in Mogadishu. Militants detonated a suicide vehicle-borne improvised explosive device (SVBIED) to breach the compound before detonating a suicide vest and opening fire on guests. The attack killed 16 people, including a Somali government minister, and wounded at least 24 others. Al Shabaab may attempt an attack on a Somali National Army (SNA) or African Union Mission in Somalia (AMISOM) base before July 5.
3) Libyan factions are using counterterrorism operations as cover to compete for control of terrain in eastern Libya. The Libyan National Army (LNA) and the Petroleum Facilities Guard (PFG), which are allied with two competing political bodies, are converging on Ajdabiya city with the stated intent of fighting an Islamist militia coalition there, but are preparing to fight each other. The PFG’s engagement with the LNA may pull forces away from territory east of Sirte, providing an opportunity for ISIS militants currently besieged in the city.

Al Qaeda in the Indian Subcontinent issued a detailed statement outlining how its followers should interact with other Salafi-jihadi groups and treat Muslim civilians in order to cultivate the support of the masses. The document also listed and prioritized legitimate targets for attacks. Al Shabaab emir Ahmed Umar (Abu Ubaidah) issued guidance for Muslims in East Africa, couching the local objectives in terms of the global fight.
2. Ongoing negotiations between members of the Saudi-led coalition and former Yemeni president Ali Abdullah Saleh’s block are occurring outside of the UN-led process. An elite-brokered deal is unlikely to address the core underlying grievances that feed conflict in Yemen’s civil war and therefore may not stabilize the country. Current reports indicate that former Yemeni prime minister Khaled Bahah could replace Abdu Rabbu Mansour Hadi as president and Saleh’s son, Ahmed Saleh, would take the office of the vice president.

ISIS in Libya has reconstituted sufficiently to launch a counter-counter-offensive to destabilize Libya further and create space for its forces to regroup. The Misratan counter-ISIS offensive in Libya degraded ISIS significantly, but did not defeat the group.

2. The start of U.S. military operations against the Islamic State of Iraq and al Sham (ISIS) in Libya may prolong the ground conditions that permit ISIS and al Qaeda to operate in the country by undermining support for the UN-backed unity government. The U.S. conducted its first airstrikes targeting ISIS in Sirte, Libya, at the request of the UN-backed Government of National Accord (GNA). Some of the Libyan factions that had backed the GNA and constituted the GNA’s military forces are now protesting its support for Western intervention. These factions may not sustain their military operations against ISIS, prioritizing instead their own objectives. ISIS and al Qaeda expanded operations in Libya during the civil war.
3. Violence is escalating along the Saudi-Yemeni border as the UN-led peace process to negotiate a political resolution to the civil war breaks down. The al Houthi-Saleh alliance launched a series of attacks in southern Saudi Arabia, prompting Saudi Arabia to warn that violation of Saudi territory is a “red line.” The al Houthi-Saleh faction may be seeking to induce Saudi Arabia to enter into direct negotiations with it outside of the UN-led negotiations, bypassing Yemeni President Abdu Rabbu Mansour Hadi’s government. Both the al Houthi-Saleh alliance and Hadi’s government are preparing for the collapse of UN-led peace talks.

2. The Islamic State in Iraq and al Sham (ISIS) may have growing influence and strength in North Africa, despite recent setbacks in Derna, Libya. ISIS claimed the terrorist attack on a tourist beach resort in Sousse, Tunisia, that killed 38 people. The attack was the deadliest in Tunisia’s history.
3. ISIS is conducting a vehicle-borne improvised explosive device (VBIED) campaign against the al Houthis in Sana’a, Yemen’s capital. ISIS Wilayat Sana’a has claimed credit for three separate VBIED attacks, including four bombings on the first day of Ramadan, June 17, another on June 20, and the third on June 29. The press releases frame these attacks specifically as targeting the “dens” of the al Houthis, which is distinct from how Wilayat Sana’a has laid claim to improvised explosive devices (IEDs) in Sana’a.

Three al Qaeda affiliates—Jabhat al Nusra, al Qaeda in the Arabian Peninsula (AQAP), and al Qaeda in the Islamic Maghreb (AQIM), issued a joint eulogy for Afghan Taliban emir Mullah Akhtar Mansour on May 29. A U.S. airstrike killed Mullah Mansour in Balochistan, Pakistan, on May 21. Al Qaeda affiliates al Shabaab and al Qaeda in the Indian Subcontinent (AQIS) were not signatories to this joint statement nor to the August 2015 joint eulogy for the late Taliban emir Mullah Omar. AEI’s Critical Threats Project assesses that this is likely because of the weak relationship between Jabhat al Nusra and al Shabaab and AQIS.
2. Islamist militants, likely ISIS Wilayat Aden-Abyan, planted improvised explosive devices (IEDs) in at least two mosques in Aden before Friday prayers on May 27. Yemeni security forces found and cleared the bombs. ISIS has carried out mosque attacks in Yemen before, notably in Sana’a, but has generally restricted its targets in Aden to government, military, and security targets. The targeting of mosques, if confirmed, would indicate a new campaign for ISIS in Aden, designed to exacerbate tensions between northern and southern Yemenis and possibly spark sectarian divisions in the city. 3. ISIS is consolidating its forces in Sirte as Libyan armed groups advance into its control zone from the east and west. These offensives will likely stop before they reach ISIS’s stronghold, however. ISIS will conduct explosive attack campaigns in an effort to slow or halt the offensives. Competition between rival Libyan militias will also compromise counter-ISIS operations as they converge on Sirte. 1. Tensions are escalating between the UN-backed Libyan government and the Tobruk-based House of Representatives (HoR), increasing the likelihood of resumed conflict. The HoR declared a state of emergency and created a military zone from Tobruk in southeastern Libya to Ben Jawad, east of Sirte on the northern Libyan coastline. HoR-aligned Libyan National Army forces also attacked a position held by the Libyan government-aligned Petroleum Facilities Guard, whose leader swore retaliation.
2. The Pentagon confirmed the extension of a U.S. special forces counterterrorism mission in Yemen to provide support to Emirati forces against al Qaeda in the Arabian Peninsula (AQAP). The small team, about a dozen Special Operations advisers, deployed in April for a short-term operation. A second Special Operations team had recently been deployed to assess the security situation in Yemen and determine whether there were local powerbrokers with whom the U.S. might partner in the future. The Pentagon announced it had conducted three airstrikes in Yemen from June 8 to June 12 targeting AQAP.
3. The Islamic Movement of Uzbekistan (IMU) released a statement asserting that though IMU leadership had pledged to ISIS, a significant faction remained loyal to al Qaeda. The announcement was issued in English- and Arabic-language statements that were released on Twitter and Telegram. The statements revealed that the IMU had split when its leader had pledged to ISIS.

Messaging from IRGC Commander Maj. Gen. Mohammed Ali Jafari indicated that this was a “minimum response” to the Israeli strike, indicating that the IRGC may push for additional action against Israel.
- Yemen’s al Houthi movement, which has received backing from Iran, remains a key powerbroker in the capital, Sana’a. The al Houthis set a deadline for tribal and political actors to negotiate a resolution to the political crisis brought on by the full resignation of Yemen’s executive branch on January 22. The outlook of an acceptable deal for all parties is not good, though the al Houthis continue to signal that they do not want to govern Yemen.
- Ansar al Sharia in Benghazi, Libya, announced the establishment of an Islamic police there to enforce shari’a law. Pictures of new police vehicles were included in the announcement. The Ansar al Sharia policing force is new and should be taken as an indicator that the group intends to govern its territories in Libya.

1. The direct talks between the al Houthis and U.S. officials in Oman may indicate a shift in the al Houthis’ position. The group previously refused to open a direct line of communication with the U.S. and may now be more open to a U.S. role in ongoing Yemeni political negotiations. It is not clear yet whether the U.S.-al Houthi talks are solely focused on the status of three remaining U.S. citizens detained by the group in Yemen’s capital, Sana’a, or whether the talks include the ongoing political crisis in the country.
2. The Islamic State in Iraq and al Sham (ISIS) may be expanding its presence in Algeria and Tunisia. A Tunisian soldier opened fire on his colleagues in Tunisia, with pro-ISIS fighters claiming to have radicalized the assailant. Local reports from Algerian prisons also indicate that AQIM members are shifting their allegiances to ISIS, while Syria-based ISIS Wilayat Damascus released a message targeting Algerian supporters.
3. Al Shabaab may be attempting to position itself for future operations, indicated by an attack on military bases in Kaxda district on the outskirts of Mogadishu. The group also reportedly controlled a Kenyan border town for two days, continuing a shift in al Shabaab’s activities in northern Kenya from conducting attacks to attempting to control territory.

1. A U.S. airstrike killed Afghan Taliban leader Mullah Akhtar Mansour in Balochistan, Pakistan on May 21. The Taliban shura council named Mullah Mansour’s deputy and former Taliban chief justice Haibatullah Akhundzada as the new Taliban emir. Sirajuddin Haqqani, who had been seen as a potential successor to Mullah Mansour, will remain a deputy leader. A second potential successor, Mullah Yaqoob, the son of late Taliban leader Mullah Omar, was named as a deputy leader, which may allow him to position himself as the next leader of the Taliban. Al Qaeda leader Ayman al Zawahiri had pledged bayat, allegiance, to Mullah Mansour. Zawahiri will likely pledge bayat to Akhundzada to preserve continuity within the global Salafi-jihadi movement’s leadership.
2. The Islamic State of Iraq and al Sham (ISIS) is sustaining its campaign of explosive attacks on government targets, including police recruits, in Aden. This campaign coincides with a parallel series of attacks in al Mukalla, Hadramawt and demonstrates a high level of coordination and advanced bomb-making capabilities. ISIS is undermining President Abdu Rabbu Mansour Hadi’s government, which is struggling to secure Aden, its de facto capital, and al Mukalla, which coalition-backed forces recaptured from al Qaeda in the Arabian Peninsula (AQAP) in April 2016.
3. ISIS may be taking advantage of the focus on Sirte to reconstitute its cells in northwestern Libya. ISIS moved its attack capabilities from Sabratha after conducting a cross-border attack into Tunisia in March 2016, shortly after a U.S. airstrike on its training camp in the area on February 2016. ISIS militants are now returning to Sabratha and other towns on Libyan’s northwestern coast. It may use these cells to conduct explosive attacks in Tripoli in order to prevent forces allied with Libya’s unity government from attacking Sirte. It may also use northwestern Libya as a support zone for a resumed cross-border campaign into Tunisia, where it may be preparing to intensify its operations during Ramadan.

1. The al Houthis reported that they signed an economic deal with Iran to improve Yemen’s power grid as well as al Hudaydah seaport. Iran appears to be bolstering the al Houthi-led government by providing this support. Saudi economic assistance ended in December 2014 and the al Houthis face increasing regional isolation.
2. Iran’s Supreme Leader reacted negatively to the open letter signed by Republican senators citing concern that President Barack Obama will not be able to generate congressional support for a nuclear deal with Iran.
3. Al Murabitoun, an al Qaeda in the Islamic Maghreb splinter group, conducted an attack in Bamako, Mali, that killed five people, including two Westerners. The attacl is the farthest south the group has operated.

Our mission is to empower the next generation of innovators, thinkers, and problem-solvers by offering a range of educational programs that foster curiosity, creativity, and critical thinking.

Russian anarchist and anti-war movement in the third year of full-scale war
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

- 3. ASSESSMENT: Political Yemen’s political crisis reached a turning point on March 25 when President Abdu Rabbu Mansour Hadi fled the country to Riyadh, Saudi Arabia. Saudi Arabia pulled together a coalition including the Gulf States, Egypt, Jordan, Sudan, and Morocco. Pakistan and Turkey have both come out in support of Saudi Arabia’s leadership. The Gulf States continue to call for talks to resolve Yemen’s political crisis, but the al Houthis refuse to negotiate. Iran continues rhetorical support for the al Houthis. Outlook: The Gulf States continue to push for a political solution in Yemen as they apply military pressure on the al Houthis, but the al Houthis refuse to participate in talks. Security Operation Decisive Storm began in Yemen on March 26 with a stated objective of restoring Hadi’s government. Coalition airstrikes targeted al Houthi military positions throughout the country. The U.S. is providing logistical and intelligence support. The al Houthis continue to battle pro-Hadi forces on the ground, though the pro-Hadi forces do not have a unified effort. Some Yemeni military units have announced that they are pro-Hadi and Saudi Arabia is actively looking for a Yemeni force to engage the al Houthis on the ground. The al Houthis are attempting to gain control of Aden, al Dhaleh, and al Bayda governorates. Outlook: Operation Decisive Storm has enabled pro-Hadi forces to begin a counteroffensive against the al Houthis. The involvement of regional Sunni states against the Zaydi Shia al Houthis in Yemen may further inflame sectarian sentiments. Al Qaeda in the Arabian Peninsula (AQAP) and the Islamic State in Yemen (ISIS) Pro-AQAP social media accounts were noticeably quiet following the emergence of ISIS in Yemen, but have resumed posting claims of attacks, especially in al Bayda. The ISIS presence seems to be most active in Lahij governorate. Outlook: It is possible that some AQAP fighters have defected to ISIS. AQAP may have to compete with emerging ISIS cells for fighters and resources. 3 YEMENGULF OF ADEN

SIGNIFICANT ACTIVITY: 4 YEMENGULF OF ADEN 1) 26-27 MAR: Coalition airstrikes targeted al Houthi sites throughout Yemen, particularly in Sana’a and Sa’ada. 2) 25-27 MAR: Al Houthis and allied 39th BDE battled pro- Hadi forces for control of Badr camp and Aden Airport. 3) 25-27 MAR: Al Houthis and 33rd Brigade battled pro- Hadi forces for control of al Dhaleh. 4) 22-27 MAR: Al Houthis battled pro- Hadi forces at al Anad Airbase and al Hawta, Lahij. 2 3 4 1 Start of Operation Decisive StormAl Houthis invade Lahij
- 5. ASSESSMENT: Political The Kenyan government is becoming increasingly concerned by al Shabaab activity along its border and inside the country. Following a string of attacks in Kenya on March 13, 15, and 17, the Kenyan government announced that it would increase security along its border with Somalia. This will include the construction of a wall along part of the border as well as an increased presence of security forces. These measures are a departure from past policy dealing with the border and signal an increased concern by the Kenyan government. Outlook: If al Shabaab attacks are not prevented there will be increased pressure on the Kenyan government to implement further security measures. Security Somali security forces continued to increase pressure on al Shabaab by recapturing the village of Kuday, Lower Jubba region on March 22. Al Shabaab had used Kuday to export charcoal, an important source of revenue for the group, and import arms. Al Shabaab had previously been driven from the town in late October 2014 but had reoccupied it in early November. Outlook: If the security forces can prevent al Shabaab from retaking Kuday it would help deprive the group of resources. Al Shabaab Al Shabaab carried out a complex attack on a hotel popular with government officials on March 27 in Mogadishu. The attack involved a VBIED followed by militants storming the hotel. Security forces, including U.S. trained special forces, struggled to retake the hotel. This is the third al Shabaab attack on a hotel in Mogadishu this year. The first attack targeted Turkish diplomats on January 22, while the second targeted government officials on February 20. Outlook: Despite efforts by security forces in Mogadishu, al Shabaab still retains the ability to conduct complex attacks in the capital. This is likely to continue as al Shabaab loses territory and continues to implement an insurgent strategy. HORN OF AFRICAGULF OF ADEN 5

SIGNIFICANT ACTIVITY: 1) 22 MAR: Security forces and AMISOM troops captured Kuday, Lower Jubba region. 2) 23 MAR: Al Shabaab kidnaped the former governor of Elbur in Dac, Galgudud region. 3) 23 MAR: Somali pirates hijack Iranian fishing vessel off the coast of Ceel-Huur, Mudug region. 4) 27 MAR: Al Shabaab conducted a complex attack on the Makka al Mukarama Hotel in Mogadishu. 6 HORN OF AFRICAGULF OF ADEN 6 HORN OF AFRICAGULF OF ADEN 6 HORN OF AFRICAGULF OF ADEN 6 HORN OF AFRICAGULF OF ADEN 66 1 2 3 4
- 7. ASSESSMENT: AQIM Militant activity increased in regions surrounding the Algerian capital, Algiers. The Algerian military arrested 11 members of a cell of the ISIS-affiliated Soldiers of the Caliphate in Algeria. The military also increased security across the southern and eastern regions near Algiers. Meanwhile, two AQIM affiliated groups, the Ajnad al Sahel and the al Furqan Brigade, released an unverified statement on twitter offering a "hand of support" and endorsement to ISIS. Outlook: Unrest in Libya will continue to benefit AQIM and ISIS-linked groups and contribute to their overall ability to carry out smuggling operations and attacks in the Sahel. Ansar al Sharia (Libya, Tunisia) Tunisian security forces launched wide-scale crackdowns in the aftermath of the Bardo Museum Attack. Tunisian security forces arrested 23 suspects linked to the attack and claimed to prevent several attacks by an ISIS-linked group. In Libya, Ansar al Sharia Libya released images showing fighters near Derna and in Benghazi. This is the first official publication from Ansar al Sharia in Derna in months. Ansar al Sharia is likely trying to demonstrate it maintains a presence in Libya despite rumors of large scale defections from the group to ISIS. Outlook: Militant activity targeting Tunisian security forces and retaliatory counter-terrorism operations will likely continue to increase, particularly in the aftermath of the Bardo Museum attack Associated Movements in the Sahel (Ansar al Din, al Murabitoun) AQIM militants executed a Malian man this week accused of aiding the French forces in Mali. The man was reportedly decapitated. Following the execution, AQIM distributed pamphlets threatening civilians with the same punishment if they assist French forces. Outlook: AQIM will continue its campaign to fight French and Malian forces and will likely conduct more attacks on military targets. 7 MAGHREB AND SAHELWEST AFRICA

- 10. ASSESSMENT: Regional Developments Initial Iranian reactions to the March 26 Saudi-led airstrikes in Yemen focused on Saudi blowback and the Yemeni response. Foreign Minister Mohammad Javad Zarif called “for an immediate end” to Saudi military operations, while National Security and Foreign Policy (NSFP) Parliamentary Commission member Mohammad Esmail Kowsari stated that the airstrikes “will definitely harm Saudi Arabia, it will shake up the foundations of the Saudi government.” NSFP Parliamentary Commission Vice Chairman Mansour Haghighat Pour stated, “The people of Yemen are a determined and revolutionary people, who will transform this country into a quagmire for the aggressive aspirations of Saudi Arabia.” Security leadership members such as Supreme Council for National Security (SCNS) Secretary Ali Shamkhani were noticeably silent regarding the airstrikes. Outlook: The security leadership’s support for the Houthis in any commentary this week may indicate the extent of Iranian involvement in the ongoing crisis in Yemen. Nuclear Talks Foreign Minister Mohammad Javad Zarif said that the P5+1 nuclear negotiations could be extended until March 31, following Friday’s ministerial-level talks in Lausanne Switzerland. Abbas Araghchi said that, it is too soon to predict whether or not an agreement could be reached before March 29. The Deputy Foreign Minister for Legal and International Affairs, nevertheless, stated: “We will stay here until necessary,” stressing that, the current round is aimed at resolving all issues. Ali Akbar Salehi, Head of the Atomic Energy Organization of Iran, said that Tehran and the P5+1 share a common understanding on a significant number of topics and are working to resolve two remaining technical issues. Salehi seemed to suggest that an emerging agreement is within reach. Collectively, these statements are indicative of the cautious optimism projected by Iranian negotiators. Outlook: The Supreme Leader’s bottom line for a nuclear deal — the complete and up-front removal of sanctions — will continue to be a significant impediment to reaching a political agreement before the March 31 deadline. 10 IRAN
