Every body inside the counting hall shall have to display his I-card on
his/her person.

Agents to keep seated at allotted table.
Agents shouldn’t be allowed to move around hall. However, Candidates/
Election Agents can move around hall.
Only one person – either candidate or agent to be present at a table on
behalf of contesting candidate.
If RO doubts any person he can have him/her searched, even if they possess
valid authorization letter.
CAPF officials posted at doors of counting hall.
No one can enter or leave hall without RO’s permission.
RO can send anyone out of hall if they disobey RO’s orders.
Management inside Counting Hall
• Candidate and election agent can go to any table
from outside the Chicken Mesh.
• No person is allowed to enter or leave hall
without RO’s permission.
• No smoking
• Videography (with date & time stamp)- Video in
safe custody of DEO. RO to give CD of counting
process to all candidate/ election agents free of
cost.

larger cover ‘B’ and sealed so that secrecy of ballot is
not violated

checked.

1. Procedure in case of discrepancy in the date & time.
2. Procedure in case the close button not pressed at the
end of the poll.
3. Procedure in case the Total Polled Votes in CU does not

4. Non retrieval of result from Control Unit and as VVPAT
is used .
It should be kept back inside its carrying case in the
Returning Officer’s custody in the counting hall. Counting
of votes in other machines should continue as usual.

Bring the VVPAT unit(s) of the respective PS to the VCB one by one.
Cross Check the Address Tag of the drop box to ascertain the PS.
Take out the printed paper slips from the Drop Box of the VVPAT.
Place the Printed Paper Slips in the Transparent Plastic Container with LID.
Show the empty drop box to the Counting Agents.
Do not cut the hanging VVPAT Paper slips.

Segregate VVPAT paper slips one-by-one.
Put it in respective pigeon holes after showing each slip to Counting Agents.
Prepare bundles of 25 VVPAT paper slips of respective candidates for counting.
Prepare result of VVPAT counting as per Annexure 7.
Attach to Part 2 of Form 17C.
After completion of counting, keep the bundles in the Drop Box.
Seal the Drop Box.

• After completion of counting of VVPAT paper slips,
the bundles of all the VVPAT Paper Slips shall be kept
back in the Drop Box of the respective VVPAT and
door of the Drop Box shall be sealed using address
tags.
• The candidate(s) / their agents may also be allowed
to affix their signature with party abbreviation on
the Address Tags.

However, Candidates/ Election Agents can move around hall. Only one person – either candidate or agent to be present at a table on behalf of contesting candidate. If RO doubts any person he can have him/her searched, even if they possess valid authorization letter. CAPF officials posted at doors of counting hall. No one can enter or leave hall without RO’s permission. RO can send anyone out of hall if they disobey RO’s orders.

Management inside Counting Hall • Candidate and election agent can go to any table from outside the Chicken Mesh. • No person is allowed to enter or leave hall without RO’s permission. • No smoking • Videography (with date & time stamp)- Video in safe custody of DEO. Take out the printed paper slips from the Drop Box of the VVPAT. Place the Printed Paper Slips in the Transparent Plastic Container with LID. Show the empty drop box to the Counting Agents. Do not cut the hanging VVPAT Paper slips.
