History of Work-study in Bangladesh
Mr. F W Taylor who is called the father of scientific management is the founder of
work-study. During the Second World War USA needed so many arms within a short
time. Then Mr. F W Taylor applied Work-Study method to make many arms in short
time & go tremendous result. After that work-study is being used in everywhere. Now
it‘s circumference is getting larger day by day.
Mr. Keith Harding form England started Work-Study in Bangladesh (Young one
Corporation) in 1991.Now it is contributing very well t o increase the productivity in
Bangladesh.

Basic Work Measurement System
Time Study: টাইম স্টাডি
Time study is a work measurement technique for recording the times of performing a
certain specific job or its elements carried out under specified conditions, and for
analyzing the data so as to obtain the time necessary for an operator to carry it out at
a defined rate of performance.
Cycle Time: সাইকেল টাইম
A work cycle is a sequence of elements which are required to perform a job or yield
a unit of production. The sequence may sometimes include occasional elements.
Average Cycle: Time=Job completion time/No of Jobs
Rating:
Rating is the assessment of the worker’s rate of working relative to the observer’s
concept of the rate corresponding to standard pace.
Basic Time :
Basic time is the time for carrying out an element of work at standard rating, i.e.
(Observed time x observed rating)/ Standard rating
Standard Time = (Observed time X observed rating) + Allowances
Target =Daily & Hourly
Daily Target = (No. of workers X working hour X 60/SMV X Target Efficiency%
Example: Man-50, Working Hour 10, SMV-2.56 Target Efficiency 65%
Day Target = ?
Hourly Target = (No. of workers X 60/ SMV X Target Efficiency%
Example:Man-50, Working Hour 10, SMV-2.56 Target Efficiency 65%

SMV
SMV
SMV is defined as the time which is allowed to perform a job satisfactorily. Normally it is
expressed in minute value. The full elaboration of SMV is Standard Minute Value. SMV term
is broadly used in the garments manufacturing industry. SMV is also known as Standard
Allocated Minute (SAM). For smooth and timely shipment an export order a merchandiser
need to proper SMV set up in garments production floor.
SMV Calculation in Garments Industry:
In garments industry, SMV calculation differ accounting to the number of operations, seams
length, types of fabric, number of workers, machine efficacy etc.
General formula of SMV is given below-
SMV= Basic time + Allowance
Basic time= Observed time X Rating/ 100
Allowance= Relaxation allowance + Contingency allowance + Machine Delay Allowance.
Rating= the step or speed of operation at which the operator is performing the job.

Standard Minute Value of garments depends on:
Type of garments
Types of fabrics
Garments size
Garments design
Difficulty of the processes
Types of machine
Types of technology
SMV Calculation
Example :
Let, Cycle time = 36 sec.
Performance rating = 80%
Machine allowance & personal allowance = 15%
SMV or Standard Minute Value = Basic time + Allowance% = [(Cycle time
(Second) / 60) x Performance rating %] +Allowance % = [(36/ 60) x
80/100] + Allowance% = 0.48 + [(15 x 0.48)/100] = 0.48+0.072=
0.552minute.
So, SMV is 0.552

Example: A floor performs 8000 pcs with 55 man powers taking 10 hours
working time. How productivity will be more ?

সপি প্রডাকশন দিয়। সকোতব দপ্রাডাকটিসেটি আতিা বৃসদ্ধ হতব?
1st way of Improvement: Output fixed (800 Pcs) but can reduce man hour (
reduction from 55 man and 9 hours… may be 54 man and 8.9 hour).
উন্নয়তনি ১ম উপায় : আউটপুট(৮০০০ সপি ) ঠিক দিতে ওয়ািসকিং আওয়াি
কমাতে পাতিন।
(৫৫ জন বযসক্ত এবিং ১০ ঘন্টা দেতক কসমতয় ৫৪ জন বযাসক্ত এবিং ৯ ঘন্টা হতে পাতি )
2nd way of improvement: Man hour fixed ( 55 man with 10 Hour) but output will
be 8500
উন্নসেি ২য় উপায় : ওয়ািসকিং আওয়াি ঠিক দিতে আউটপুট বৃসদ্ধ কতি ৮৫০০ সপি
কিা যায়। (৫৫ মযানপাওয়াি ও ১০ ঘন্টা দিতে)

Cycle Time: সাইকেল টাইম A work cycle is a sequence of elements which are required to perform a job or yield a unit of production. The sequence may sometimes include occasional elements. Average Cycle: Time=Job completion time/No of Jobs Rating: Rating is the assessment of the worker’s rate of working relative to the observer’s concept of the rate corresponding to standard pace.   • 12. SMV SMV is defined as the time which is allowed to perform a job satisfactorily. Normally it is expressed in minute value. The full elaboration of SMV is Standard Minute Value. SMV term is broadly used in the garments manufacturing industry. SMV is also known as Standard Allocated Minute (SAM). For smooth and timely shipment an export order a merchandiser need to proper SMV set up in garments production floor. SMV Calculation in Garments Industry: In garments industry, SMV calculation differ accounting to the number of operations, seams length, types of fabric, number of workers, machine efficacy etc. General formula of SMV is given below- SMV= Basic time + Allowance Basic time= Observed time X Rating/ 100 Allowance= Relaxation allowance + Contingency allowance + Machine Delay Allowance. Rating= the step or speed of operation at which the operator is performing the job.

Performance rating = 80% Machine allowance & personal allowance = 15% SMV or Standard Minute Value = Basic time + Allowance% = [(Cycle time (Second) / 60) x Performance rating %] +Allowance % = [(36/ 60) x 80/100] + Allowance% = 0.48 + [(15 x 0.48)/100] = 0.48+0.072= 0.552minute. So, SMV is 0.552
