1. Standard Minute Value:
Standard Time (also referred to as the “Standard Minute Value” or “SMV”), is the time required for a
qualified worker working at “Standard Performance” to perform a given task. The SMV includes
additional allowances for Rest and Relaxation, Machine Delay and anticipated Contingencies.
SMV = BASIC TIME + ALLOWANCE
Basic time =observe time (avg. Cycle time) × rating
Allowance =m/c allowance + personal allowance.
How to get accurate SMV:
From the definition it is clear that SMV is the time of a qualified worker working in an organized work
place. A qualified worker is skilled enough to do the work efficiently with proper handling and motion.
So, to get the perfect SMV the following activities should do:
1. Start on job training & increase skill of workers to make less qualified worker to qualified worker
and make a skill matrix. This skill matrix should update time to time.
2. Train WSO, Line chief, Supervisor and operator on proper (ergonomic) handling & Motion
economy.
3. Organize the operator’s work-place according to 5S & ergonomics rules.
4. WSO should be trained on time study, performance rating and allowance and they should do time
study and keep report for all styles. By this way a SMV database can be built-up and accuracy of
SMV will be increased.
5. Style wise process picture and video recording should be started for research, analysis and record
of improvement. By this way a video database also built-up.
6. Practice on method study is must to improve SMV. So the IE team should trained up on Method
Study and start it in the production floor.
7. WSO should do production study.
8. Industrial Engineering department should make Standard Operational Procedure with pictures
& Videos for each and every process and make database for training & record purposes.
Uses of SMV:
1. To determine achievable target of a process or operation is always a question by management as
well as by workers. SMV is the base to scientifically measure production target.
Target = 60/SMV
Target =
SMV

2. SMV data is required to determine factory efficiency, Sewing line efficiency or any process or
worker efficiency.
Line efficiency (in percentage) =

3. SMV data is required pitch time or SMV based line balancing.
Pitch Time = Garment SAM/No. of operations.
2. 4. To Calculate Production Lead Time.
5. To Calculate CMof a garment
CM Cost =
Efficiency

From above, it is very clear that SMV is very vital for important issues like production target, Efficiency,
CM of garments etc. Without SMV data no justified decision can be taken regarding these issues.
In summary it can be said that:
NO MEASUREMENT = NO MANAGEMENT
INNACURATE MEASUREMENT = INEFFECTIVE MANAGEMENT
ACCURATE MEASUREMENT = EFFECTIVE MANAGEMENT
Traditionally Time Study has been utilized within the needle trades industries to establish time standards
for the processes involved when manufacturing products.
Time Study requires the practitioner to use of a watch, usually calibrated in 1/100 of a minute and be
competent at Rating Operator Performance. The later requires that individual practitioners fully
understand the level of skill and speed necessary to complete the task at predefined levels of output.
The weaknesses of this system are the accuracy of an individual’s Performance Rating and just what is
included in the Timed Work Cycle. These problems lead to inaccuracy and inconsistency in applied
standards, adversely affecting morale, output and quality standards.
In summary, Time Study Standards lack integrity in many organizations. Solutions to this problem were
sought through the application of Predetermined Motion Time Systems, and General Sewing Data (GSD)
has become the market leader in the Sewn Products Industry, and has replaced Time Study in many
companies throughout the world.
How to Implement GSD:
GSD is UK based software. Company need to contact representative of GSD system to implement GSD.
GSD only gives training to the employees (Industrial engineers) who purchase GSD systems. GSD
Enterprise software implementation is comprised of a full week of software training and data
configuration and is intended to guide the newly qualified GSD Practitioner through the user interface,
features and functionality of the GSD Enterprise software.
Additionally, local IT personnel will be briefed and consulted with regard to the location, maintenance
and back-up requirements of the database.
The training also includes guidance and consultation on the construction of a unique, customized database
which reflects the current operating environment, product categories and styles, and machinery inventory
for the end-user organization.
