- Evaluate the critical paths, float, and the program logic to have realistic time schedule.
- Develop cost estimates for each activity to develop the expenditure plan.
- Determine the total cost of the project and determine the project budget and funding requirements.
- Reconcile the project budget with any cost constraints and make adjustment if needed.
- Define the project risks, develop risk response plans, and consider their time and cost in the master plan.
