This document summarizes a study on the effectiveness of training programs in the Malaysian public sector. The study evaluated training programs using Kirkpatrick's four levels of evaluation and factors affecting transfer of training. Survey results found that participants were generally satisfied with trainings and learned skills, but that trainings were not always effectively transferred to job performance due to lack of management support, budget constraints, and work priorities taking time away from applying new skills. The study concluded trainings could be improved by better supporting employees in applying new knowledge and evaluating the impact of trainings on organizational results.
