The study examines the readiness for implementing Total Quality Management (TQM) at Payame Noor University of Mashhad, utilizing a descriptive and correlational analysis with a sample of 45 managers. It concludes that while there is a moderate inclination towards TQM concepts, key areas such as coordinated efforts, participation in quality improvements, and resource allocation require greater focus to enhance the effectiveness of TQM implementation. The findings highlight the importance of clear objectives and leadership commitment in promoting a culture of quality within higher education institutions.
