Coal based energy system -> 9 tons of GHG per capita (world average 6.7 t/cap.)
International rang: 13th highest emitter of CO2 in the world (2009 International
Energy Agency)
International Commitment: Peak in 2020 to 2025 at 34% below Business as Usual
(BAU), plateau for 10 years at 42% below BAU and decline in absolute terms from
2036 on (achievable only with international support)

5. Steps towards a MRV System
Potential for national NAMA
• Integrated Ressource Plan for electricity generation (IRP) 2010, with a strong focus
on renewable energy (42% of new build options until 2030)
• Energy efficiency of buildings (residential, public, industrial)
• Transport (public transport : low carbon mobility in 5 metros and 10 smaller cities,
individual transport: Electric vehicles)
• Carbon Capture and Sequestration (demonstration plant to store the process
emissions from existing facility)

GHG-Inventory
• 2000, report submitted to UNFCCC, updated in 2010 (Annexe I guidelines)
• By 2012, a web-based GHG-emission reporting system as part of the National
Air Quality Information System. Reporting will become obligatory for companies
emitting more than 0.1% GHG or consuming electricity which results in more than 0.1
Mt of emission from the electricity sector (Air Quality Act published for public comment
in 2010, no regulation yet)
