OUR
ENHANCED
AMBITIONS
Responding to the Paris Agreement mandate, Indonesia
submitted its Enhanced NDC to the UNFCCC Secretariat on
23 September 2022, reflecting an increase in emission
reduction targets from:
• 29% to 31.89% unconditionally; and
• 41% to 43.20% conditionally.
The forestry sector remains the largest contributor to the
greenhouse gas emissions reduction target
🡪 60%
A GLIMPSE OF INDONESIA’S FOLU NET SINK 2030
Goals to be achieved through
implementation of Operation Plan
Indonesia's FOLU 2030 are the level
of achievement of greenhouse gas
emissions of :
-140 million tons CO2e
in 2030 and beyond increased to -
304 million tons CO2e in 2050 so
that net emissions at the national
level (all sectors) reached 540
million tons CO2e, or equivalent to
1.6 tons of CO2e per capita.
FOLU Net Sink 2030 is a
condition to be achieved through
reducing GHG emissions from the
forestry and land use sectors
with conditions where the
absorption rate is equal to or
higher than the emission level.
BASIC PRINCIPLES :
1. Sustainable Forest Management
2. Environmental Governance
3. Carbon Governance

PEATLAND ECOSYSTEM
ROLES FOR ACHIEVING THE
TARGET OF INDONESIA’S
FOLU NET SINK 2030
▪ Indonesia has the 4th largest
peat ecosystem in the world
even at number 1 for the
world's tropical peat
ecosystem with an area of
+ 24.67 million ha.
Peatland Ecosystem
Management plays an
important role in achieving
the FOLU Net Sink 2030 target.
The area of forest and
peatland fires decreased
sharply from 891,275 ha in
2015 to 17,347 ha in 2020.
TARGET
The emission reduction
target from the
Peatland Ecosystem
Management (PEG)
sector to achieve FOLU
Net Sink 2030 is set at
3,564,281 ha, consisting
of peatland restoration
in an area of 1,889,578
ha and water system
improvement of
1,674,703 ha
GOAL, OBJECTIVE AND TARGET OF PEATLAND MANAGEMENT IN
THE CONTEXT OF INDONESIA’S FOLU NET SINK 2030
OBJECTIVE
Peatland Ecosystem
Management within
the FOLU Net Sink
2030 framework aims
to reduce emissions
from peatland
decomposition and
fires through water
management
restoration and
improvement
activities.
GOAL
The target to be
achieved through
the implementation
of Indonesia's FOLU
Net Sink 2030
Operational Plan is
to achieve a
greenhouse gas
emission level of -140
million tons of CO2e
by 2030.
STRATEGIES TO SUPPORT
INDONESIA'S FOLU NET SINK 2030
4
The four mitigation action strategies must be implemented at the scale of the Peatland Hydrological Unit
(KHG) landscape in a systematic and integrated manner. This is because the ecological glue of peat
ecosystems or KHG is water, so the restoration of peat ecosystems must be limited by hydrological
networks, not by the boundaries of forest and land management areas or administration in KHG.

CLOSING
1. Indonesia as the owner of the largest tropical peatland in the world (24.67
million ha) urgently needs support to achieve the target of restoration and
improvement of peatland hydrological systems, as stated on the
Operational Plan of the Indonesia’s FOLU Net Sink 2030.
Indonesia hopes that the support can be started from multilateral
cooperation, which is prioritized from South-South cooperation, especially
through strengthening ITPC.
Multilateral cooperation on peatland management (through ITPC) is
expected to accelerate the target achievement of tropical peatland
management.
To strengthen ITPC, Indonesia as the founder and member of ITPC expects
support from various international institutions for the implementation and
development of various ITPC activity programs.
Thank
You

Promoting Multilateral Cooperation for Sustainable Peatland management

  • 1. PROMOTING MULTILATERAL COOPERATION FOR SUSTAINABLE PEATLAND MANAGEMENT (Accelerating The Implementation of Indonesia’s FOLU Net Sink 2030) By: Dr. Agus Justianto Director General of Sustainable Forest Management Ministry of Environment and Forestry Republic of Indonesia
  • 2. 2 OUR ENHANCED AMBITIONS Responding to the Paris Agreement mandate, Indonesia submitted its Enhanced NDC to the UNFCCC Secretariat on 23 September 2022, reflecting an increase in emission reduction targets from: • 29% to 31.89% unconditionally; and • 41% to 43.20% conditionally. The forestry sector remains the largest contributor to the greenhouse gas emissions reduction target 🡪 60%
  • 3. A GLIMPSE OF INDONESIA’S FOLU NET SINK 2030 Goals to be achieved through implementation of Operation Plan Indonesia's FOLU 2030 are the level of achievement of greenhouse gas emissions of : -140 million tons CO2e in 2030 and beyond increased to - 304 million tons CO2e in 2050 so that net emissions at the national level (all sectors) reached 540 million tons CO2e, or equivalent to 1.6 tons of CO2e per capita. FOLU Net Sink 2030 is a condition to be achieved through reducing GHG emissions from the forestry and land use sectors with conditions where the absorption rate is equal to or higher than the emission level. BASIC PRINCIPLES : 1. Sustainable Forest Management 2. Environmental Governance 3. Carbon Governance
  • 4. GHG EMISSION TRAJECTORIES IN THE NDC-CM 1 AND LTS-LCCP SCENARIOS 4
  • 5. SCOPE OF FOLU NET SINK 2030 Reduction in deforestation rate of mineral lands 1 Mangrove rehabilitation and afforestation on ex- mining lands 10 Conservation of biodiversity 11 Plantation forest development 5 Reducing the rate of degradation of peatlands and mangrove 4 Sustainable forest management 6 Non rotational rehabilitation 8 Rotational rehabilitation 7 Peat restoration and improvement of peat water management 9 Reduction in deforestation rate of peatlands and mangrove 2 Reducing the rate of degradation of mineral lands 3 Introduction of ecosystem replication, green open space and ecoriparian. Supervision and law enforcement in supporting the protection and security of forest areas 15 Development and consolidation of Customary Forests 13 Social Forestry 12 14
  • 6. PEATLAND ECOSYSTEM ROLES FOR ACHIEVING THE TARGET OF INDONESIA’S FOLU NET SINK 2030 ▪ Indonesia has the 4th largest peat ecosystem in the world even at number 1 for the world's tropical peat ecosystem with an area of + 24.67 million ha. Peatland Ecosystem Management plays an important role in achieving the FOLU Net Sink 2030 target. The area of forest and peatland fires decreased sharply from 891,275 ha in 2015 to 17,347 ha in 2020.
  • 7. TARGET The emission reduction target from the Peatland Ecosystem Management (PEG) sector to achieve FOLU Net Sink 2030 is set at 3,564,281 ha, consisting of peatland restoration in an area of 1,889,578 ha and water system improvement of 1,674,703 ha GOAL, OBJECTIVE AND TARGET OF PEATLAND MANAGEMENT IN THE CONTEXT OF INDONESIA’S FOLU NET SINK 2030 OBJECTIVE Peatland Ecosystem Management within the FOLU Net Sink 2030 framework aims to reduce emissions from peatland decomposition and fires through water management restoration and improvement activities. GOAL The target to be achieved through the implementation of Indonesia's FOLU Net Sink 2030 Operational Plan is to achieve a greenhouse gas emission level of -140 million tons of CO2e by 2030.
  • 8. STRATEGIES TO SUPPORT INDONESIA'S FOLU NET SINK 2030 4 The four mitigation action strategies must be implemented at the scale of the Peatland Hydrological Unit (KHG) landscape in a systematic and integrated manner. This is because the ecological glue of peat ecosystems or KHG is water, so the restoration of peat ecosystems must be limited by hydrological networks, not by the boundaries of forest and land management areas or administration in KHG. 1 Maintaining peatland wetness 2 Improve peatland cover conditions 3 Revitalizing peatland utilization activities Strengthening peatland ecosystem management institutions 1 Peatland water management arrangements 2 Structuring peatland utilization activities 3 Structuring the institutional framework for peatland ecosystem management PEATLAND ECOSYSTEM MANAGEMENT STRATEGY STRATEGIC ISSUES OF PEATLAND ECOSYSTEM MANAGEMENT
