hear. But, when it comes to professionals, such as professors at universities, making these offensive
statements it is a whole different circumstance. Some professors are offered a contract in which they
are allowed to do and say whatever they please, but others are not. Even though the amount of tenure
contracts offered are decreasing, Jeanne Zaino, the author of Offensive Speech and the Contingency
Clause: Adjuncts who are outspoken are losing their jobs, published on the website Inside Higher Ed.,
believes professors and their jobs should still be protected under the First Amendment. Zaino
references back to the story of two professors who publicly stated very unpopular opinion. They ended
up fired due to their public statements. According to Zaino, these two should have not been fired. On
the other hand, the professors should have known better because they represent a university. These
professors knew what the consequences would be after making their statements. Besides the fact that I
disagree with Jeanne Zaino, the essay is fairly written. It is not perfect due to its poor assumptions of
what the reader must already know and believe. Although, these are key components, the author did a
good job by explaining what was currently happening and showed a decent amount of research to
back up their credibility. Zaino did a decent job writing her persuasive piece.
Zaino started off the piece bringing in background information by describing what the two professors
who lost their job said. Katherine Dettwyler from the University of Delaware would not be allowed

propensity to pay dividends in several developed financial markets the United States (U.S.), Canada,
the United Kingdom (U.K.), Germany, France, and Japan over the period 1989 to 2002. Specifically,
we examine (i) whether the characteristics of dividend payers and nonpayers are common across
countries; (ii) whether these characteristics have changed over time; and (iii) whether firms in other
countries exhibit a declining propensity to pay dividends in recent years. In addition, the use of
international data allows us to provide further tests of the life cycle, signaling, clientele, and catering
explanations by analyzing the concentration of dividend payments as well as the association between

The government meeting I attended was the Whittier City Council Meeting on April 26th. I found out
about the meeting on the Whittier city s website. The meetings are open to any citizen who wants to
participate and be informed about what is going on in the city. The Mayor of Whittier is Fernando
Dutra. The council members are Bob Henderson, Owner Newcomer, and Cathy Warner. The meeting
started off with a lot of public attendance, but a lot of people left after recess. There was not a lot of
public participation because the part of the agenda to discuss issues and decisions wasn t discussed
