GETTING ACQUAINTED
WITH DISASTER
MANAGEMENT
HAZARDS
® Hazards are dangerous event , nature or
human inducted that could cause injury , loss of
life or damage to property , livelihood or
environment.
® An environmental hazard is a substance, a
state or an event which has the potential to
threaten the surrounding natural environment /
or adversely affect people's health, including
pollution and natural disasters such as storms
and earthquakes.
DISASTER
• A disaster is a serious disruption, occurring
over a relatively short time, of the functioning of
a community or a society involving widespread
human, material, economic or environmental
loss and impacts.
SOME OF THE COMMON FEATURES
THAT ARE NORMALLY SEEN IN THE
AREAS AFFECTED BY DISASTER :-
Disruption in the normal functioning of the
society, thereby affecting a large number of
people.
Large scale loss to life, property, livelihood,
thereby affecting the community which requires
external aid to cope up with the losses.
A big bowl to the country’s economy.

VULNERABILITY Vulnerability is the condition determined by
physical, social, economic, and environmental
factors or processes, which increases the
susceptibility of a community to the impact of
hazards.
SPECIFIC HAZARDS AND MITIGATION
SIGNIFICANCE OF MITIGATION
It helps in preventing loss of lives during disasters.
It helps in controlling economic damages and losses to
property.
It helps in minimising the long term after-effects of a
disaster that have their impact on society.
FLOODS
A flood is an overflow of water that submerges land that
is usually dry. The European Union (EU)
Floods Directive defines a flood as a covering by water
of land not normally covered by water. In the sense of
"flowing water", the word may also be applied to the
inflow of the tide.
CYCLONES
In meteorology, a cyclone is a large scale air
mass that rotates around a strong centre of low
atmospheric pressure. Cyclones are characterized
by inward spiralling winds that rotate about a zone
of low pressure.
EARTHQUAKE
An earthquake (also known as
a quake, tremor or temblor) is the shaking of
the surface of the Earth, resulting from the
sudden release of energy in
the Earth's lithosphere that creates seismic
waves. Earthquakes can range in size from
those that are so weak that they cannot be felt
to those violent enough to toss people around
and destroy whole cities.
LANDSLIDE
A landslide, also known as a landslip or
mudslide, is a form of mass wasting that
includes a wide range of ground movements,
such as rock falls, deep failure of slopes, and
shallow debris flows.
DROUGHT
A drought is a period of below-average precipitation in a
given region, resulting in prolonged shortages in the water
supply, whether atmospheric, surface water or ground water.
RECENTLY OCCURRED DISASTER
IN INDIA
• 2014 India–Pakistan floods
2014 INDIA-PAKISTAN FLOOD
• In September 2014, the Kashmir region suffered disastrous
floods across many of its districts caused by torrential rainfall.
The Indian administrated Jammu and Kashmir, as well as
Pakistan administered Azad Kashmir, Gilgit-
Baltistan and Punjab were affected by these floods. By 24
September 2014, nearly 277 people in India and about 280
people in Pakistan had died due to the floods.
• On 8 September, in many parts of Srinagar's neighbourhood,
the water was about 12 feet (3.7 m) deep, submerging entire
houses. Stranded residents left their homes to move in with
friends or relatives in safer areas. The death toll till 10
September had crossed 190 in Kashmir valley and areas
affected by the floods were mostly districts in South Kashmir.

VULNERABILITIES
The hazards-of-place approach developed by Cutter (1996)
incorporates multi-hazards or multiple stressors and population
information at specific spatial scales. In fact, this approach
delineates the hazard potential and its densities relationship to
population sensitivities, at scales that are meaningful for local to
regional interventions. The vulnerability assessment in this study
aims to analyse conditions (socio-economic, physical and
environmental) that characterize underdevelopment and that render
the poorest communities more vulnerable to natural hazards. The
following section describes the methodology adopted for the
assessment of vulnerability to selected types of hazard. The
appropriate vulnerability indicators were identified, defined and then
the total vulnerability is derived.
2014 INDIA-PAKISTAN FLOOD
REHABILITATION PLAN
Pakistan
• Nearly 300 relief camps have been set up in Pakistan, mostly in Punjab, but
also in Azad Kashmir. The province of Gilgit-Baltistan has also been affected
by the floods. Rescue operations are also centred on Punjab, where major
cities including Lahore, Hafizabad, Wazirabad and Gujranwala have been
severely affected by floods.
• Over 18,000 people have been rescued by emergency teams made up of
military and National Disaster Management Authority (NDMA) personnel.
Almost half a million people have been affected by the floods so far in
Pakistan.
• Only some moderate rainfall is expected in Pakistan over the next 24 hours,
although river levels are so high, even small amounts of rain could aggravate
the flood situation.
• Currently the River Ravi at Balloki and also at Shahdara is at flood stage. The.
River Chenab at Trimmu at Qadirabad is also at flood level. Authorities are
expecting the overflow of the Chenab at Trimmu to flood the districts of
Multan, Muzafargarh ,Khanewal, Jhang & Toba Taik Singh in Punjab Province.
Pakistan authorities also forecast that the River Indus is likely to overflow in
Sindh Province over the coming days.

REHABILITATION PLAN
India
• A huge military operation is in place to carry out rescue and relief
missions in Jammu and Kashmir. Around 20,000 military personnel
have been mobilised in Indian Jammu and Kashmir.
• Over 25,000 people have been rescued by the military operations so
far. The Indian Army say they are carrying out over 120 sorties per
day. However, some reports claim as many as 400,000 people are
still stranded across southern Kashmir after the Jhelum River
overflowed in Srinagar. The floods have disrupted
telecommunications, power and transport networks, making relief
efforts more difficult.
• As many as 30 people are still missing after a landslide in Pancheri in
Udhampur. 7 bodies have been recovered so far. However, the flood
situation is generally thought to be improving in Jammu Division, and
Indian rescue teams will be concentrating efforts around Srinagar
and the Kashmir Valley over the next 24 hours.

  • 4. HAZARDS ® Hazards are dangerous event , nature or human inducted that could cause injury , loss of life or damage to property , livelihood or environment. ® An environmental hazard is a substance, a state or an event which has the potential to threaten the surrounding natural environment / or adversely affect people's health, including pollution and natural disasters such as storms and earthquakes.
  • 5. DISASTER • A disaster is a serious disruption, occurring over a relatively short time, of the functioning of a community or a society involving widespread human, material, economic or environmental loss and impacts.
  • 6. SOME OF THE COMMON FEATURES THAT ARE NORMALLY SEEN IN THE AREAS AFFECTED BY DISASTER :- Disruption in the normal functioning of the society, thereby affecting a large number of people. Large scale loss to life, property, livelihood, thereby affecting the community which requires external aid to cope up with the losses. A big bowl to the country’s economy.
  • 11. VULNERABILITY Vulnerability is the condition determined by physical, social, economic, and environmental factors or processes, which increases the susceptibility of a community to the impact of hazards.
  • 12. SPECIFIC HAZARDS AND MITIGATION
  • 13. SIGNIFICANCE OF MITIGATION It helps in preventing loss of lives during disasters. It helps in controlling economic damages and losses to property. It helps in minimising the long term after-effects of a disaster that have their impact on society.
  • 14. FLOODS A flood is an overflow of water that submerges land that is usually dry. The European Union (EU) Floods Directive defines a flood as a covering by water of land not normally covered by water. In the sense of "flowing water", the word may also be applied to the inflow of the tide.
  • 15. CYCLONES In meteorology, a cyclone is a large scale air mass that rotates around a strong centre of low atmospheric pressure. Cyclones are characterized by inward spiralling winds that rotate about a zone of low pressure.
  • 16. EARTHQUAKE An earthquake (also known as a quake, tremor or temblor) is the shaking of the surface of the Earth, resulting from the sudden release of energy in the Earth's lithosphere that creates seismic waves. Earthquakes can range in size from those that are so weak that they cannot be felt to those violent enough to toss people around and destroy whole cities.
  • 17. LANDSLIDE A landslide, also known as a landslip or mudslide, is a form of mass wasting that includes a wide range of ground movements, such as rock falls, deep failure of slopes, and shallow debris flows.
  • 18. DROUGHT A drought is a period of below-average precipitation in a given region, resulting in prolonged shortages in the water supply, whether atmospheric, surface water or ground water.
  • 19. RECENTLY OCCURRED DISASTER IN INDIA • 2014 India–Pakistan floods
  • 20. 2014 INDIA-PAKISTAN FLOOD • In September 2014, the Kashmir region suffered disastrous floods across many of its districts caused by torrential rainfall. The Indian administrated Jammu and Kashmir, as well as Pakistan administered Azad Kashmir, Gilgit- Baltistan and Punjab were affected by these floods. By 24 September 2014, nearly 277 people in India and about 280 people in Pakistan had died due to the floods. • On 8 September, in many parts of Srinagar's neighbourhood, the water was about 12 feet (3.7 m) deep, submerging entire houses. Stranded residents left their homes to move in with friends or relatives in safer areas. The death toll till 10 September had crossed 190 in Kashmir valley and areas affected by the floods were mostly districts in South Kashmir.
  • 22. 2014 INDIA-PAKISTAN FLOOD VULNERABILITIES The hazards-of-place approach developed by Cutter (1996) incorporates multi-hazards or multiple stressors and population information at specific spatial scales. In fact, this approach delineates the hazard potential and its densities relationship to population sensitivities, at scales that are meaningful for local to regional interventions. The vulnerability assessment in this study aims to analyse conditions (socio-economic, physical and environmental) that characterize underdevelopment and that render the poorest communities more vulnerable to natural hazards. The following section describes the methodology adopted for the assessment of vulnerability to selected types of hazard. The appropriate vulnerability indicators were identified, defined and then the total vulnerability is derived.
  • 23. 2014 INDIA-PAKISTAN FLOOD REHABILITATION PLAN Pakistan • Nearly 300 relief camps have been set up in Pakistan, mostly in Punjab, but also in Azad Kashmir. The province of Gilgit-Baltistan has also been affected by the floods. Rescue operations are also centred on Punjab, where major cities including Lahore, Hafizabad, Wazirabad and Gujranwala have been severely affected by floods. • Over 18,000 people have been rescued by emergency teams made up of military and National Disaster Management Authority (NDMA) personnel. Almost half a million people have been affected by the floods so far in Pakistan. • Only some moderate rainfall is expected in Pakistan over the next 24 hours, although river levels are so high, even small amounts of rain could aggravate the flood situation. • Currently the River Ravi at Balloki and also at Shahdara is at flood stage. The. River Chenab at Trimmu at Qadirabad is also at flood level. Authorities are expecting the overflow of the Chenab at Trimmu to flood the districts of Multan, Muzafargarh ,Khanewal, Jhang & Toba Taik Singh in Punjab Province. Pakistan authorities also forecast that the River Indus is likely to overflow in Sindh Province over the coming days.
  • 24. 2014 INDIA-PAKISTAN FLOOD REHABILITATION PLAN India • A huge military operation is in place to carry out rescue and relief missions in Jammu and Kashmir. Around 20,000 military personnel have been mobilised in Indian Jammu and Kashmir. • Over 25,000 people have been rescued by the military operations so far. The Indian Army say they are carrying out over 120 sorties per day. However, some reports claim as many as 400,000 people are still stranded across southern Kashmir after the Jhelum River overflowed in Srinagar. The floods have disrupted telecommunications, power and transport networks, making relief efforts more difficult. • As many as 30 people are still missing after a landslide in Pancheri in Udhampur. 7 bodies have been recovered so far. However, the flood situation is generally thought to be improving in Jammu Division, and Indian rescue teams will be concentrating efforts around Srinagar and the Kashmir Valley over the next 24 hours.
