As light waves travel along the surface of water, the boundary between air and water moves up and down, and tilts back and forth. The path of light leaving the water shifts as the boundary moves, causing objects under the surface to appear waver.

Hence, when a swimmer is underwater, the light from the swimmer’s body is not transmitted from the water into the air, but is reflected back into the water.
