Presented at the University of Nebraska WorldWide Innovation in Pedagogy and Technology Conference Tanya Joosten will share the research agenda in the establishment of the National Research Center for Distance Education and Technological Advancement (DETA) funded by the U.S. Department of Education, Fund for the Improvement of Postsecondary Education. DETA seeks to foster student access and success through evidence-based, cross-institutional online learning practices and technologies. Specifically, DETA looks to identify and evaluate effective course and institutional practices in online learning, including competency-based education, for underrepresented populations through rigorous research. The presentation will share DETA's purpose and research agenda, proposed research model for distance education, and opportunities for community engagement, including funding to conduct cross-institutional research.

Rewriting the Rules: Institutional procedural change based on analysis of student feedback As part of a large JISC-supported institutional project on assessment and feedback, two different types of institutional data were analysed to identify potential changes to assessment procedures and practice. Comments from institutional student survey data were analysed to identify 10,000 comments relating to assessment. Coding of these comments enabled the project team to identify a series of areas for change which were common across the institution, rather than just using the survey data for course-level changes, which had happened in the past. This led to the production of new institutional assessment procedures designed to improve the student experience. Institutional records about assignment types, which had been produced simply to support course validation, were then analysed to discover the ten most common types of assignment in use across the institution. Detailed guidance on implementing the new procedures was then developed for these ten assignment types, which accounted for two-thirds of the total number of assignments being taken by students. The combination of data from different parts of the institution has enabled change to be made and supported in a way novel to the university.

Extended Abstract Come help us develop a research model to facilitate cross institutional research on blended instruction. The future of blended learning should be driven by research-based instructional and institutional interventions as the result of cross institutional research impacting access, learning effectiveness, and student satisfaction. To give you a little background, the University of Wisconsin-Milwaukee will share their efforts in the establishment of the National Research Center for Distance Education and Technological Advancement (DETA) funded by the U.S. Department of Education, Fund for the Improvement of Postsecondary Education. They seek to foster student access and success through evidence-based, cross-institutional online learning practices and technologies. Specifically, DETA looks to identify and evaluate effective course and institutional practices in blended and online learning, including competency-based education, for underrepresented populations through rigorous research. This workshop looks to engage the blended learning community in assisting of the development of DETA's research agenda, including a research model for distance education and research toolkits that can be used by institutions across the country. Through collaborative group discussions, this workshop will look for participants to brainstorm and prioritize ideas around defining student success, identifying key research questions to drive future research, development of shared measures to be gathered by different institutions, creation of instrumentation, and more. The outcomes of this workshop will inform research conducted in 2016. Further, opportunities for community engagement, including funding to conduct cross-institutional research, will be discussed. Doctor of Education in Educational Leadership The Doctor of Education in Educational Leadership program in the college of education prepares graduates to become effective administrators and visionary leaders. Students learn the skills required to lead organizations, manage change, and apply research and theory to real-world problems. Executive Educational Leadership EdD program courses are taught by faculty with both academic credentials and experience as practitioners. Coursework combines the theoretical and methodological foundations of academic research with an applied focus, allowing students to develop the professional and interpersonal wisdom needed to successfully manage change in complex organizations. Graduates are well prepared to lead schools, school districts and organizations and possess the skills required to conduct, interpret and evaluate research and data, diagnose and resolve organizational challenges, and create programs and policies that affect learning success. This cohort-based executive graduate program consists of a fixed set of courses offered in a specific sequence, and all students in each cohort take the same courses in the same sequence. Courses are offered one weekend per month to accommodate the schedules of working professionals. All courses within the Executive Educational Leadership EdD program are offered at Temple University Center City. The program is designed to be completed on a part-time basis; students may complete the program in three years. Related Graduate Degrees ion and Human Development. Supporting Materials 1. Goals Statement: Include an autobiographical personal statement that explains your reasons for pursuing a doctoral degree in education. The statement should address these questions. What academic/professional goals would the program help you to achieve following graduation? How does the doctoral program at Temple fit your individual interests, needs, and future goals (including the faculty member whose research best matches your own interests)? 3. Academic Writing Sample: This should be a paper written for a course within the past five years. If applicants do not have a recent paper written for a course, they should compose an op-ed piece on the educational issue of their choosing. The University of Wisconsin-Milwaukee (UWM) established a National Distance Education and Technological Advancement (DETA) Research Center in 2014 to conduct cross-institutional data collection with 2-year and 4-year Institutions of Higher Education (IHEs) funded by the U.S. Department of Education Fund for Improvement of Postsecondary Education (FIPSE). UWM has partnered with the University of Wisconsin System, UW-Extension, Milwaukee Area Technical College (MATC), EDUCAUSE Learning Initiative (ELI), and leaders across the nation to develop a research model. This model is to promote student access and success through evidence-based online learning practices and learning technologies. The DETA Center looks to identify and evaluate effective course and institutional practices in online learning (including competency-based education) for underrepresented individuals (i.e., economically disadvantaged, adult learners, disabled) through rigorous research. Furthermore, although the research currently is focused on postsecondary U.S. institutions, the DETA Center looks to advance their work in K-12 and internationally -- all are welcome! This workshop will prepare attendees to take a plan back to their own institution to successfully gather research on blended and online teaching and learning. Quality matters in Blended Course Design and Development

This research investigates the use and application of quality assurance rubrics and standards for online/blended course design within the context of teaching English for general academic purposes (EGAP). In an attempt to reform an existing blended course of EGAP, the Quality Matters® Higher Education Course Design Rubric (fifth edition) has been used to assure the quality of course design and development from the outset. After the course was implemented with a cohort of undergraduate students at Osaka University, it was peer-reviewed by a certified reviewer affiliated with Quality Matters (QM). The first round of peer review yielded a score of 70 out of a total of 99, resulting in failure to meet several QM standards. Based on the suggestions and recommendations of the reviewer, the course was further revised in terms of content and interface, and it was reviewed for a second time by the same reviewer, this time yielding a full score of 99. This study highlights the importance of quality assurance in online/blended course design and development, particularly in the context of teaching English to university students.
