يحتاج كل مجتمع لحماية حاضره ومستقبله وصون عزته وكرامته، وهي مهمة لا يقتصر حمل شرفها على من امتهن العمل العسكري فقط، بل يمتد لكافة أبناء الوطن لينال كل منهم فرصته للتعبير عن شكره لوطنه واستعداده للدفاع عنه، وليساهم في رفع لواء الوطن عالياً خفاقاً في سماء المجد والسؤدد.
وقد جاء قانون الخدمة الوطنية ليترجم هذا الشرف العظيم والواجب الكبير الذي لا يعدله واجب، وليتم البدء في تطبيقه بواسطة الجهات المعنية بالدولة، وانطلاقا من هذه المهمة تمت صياغة هذه الورقة البحثية المختصرة لتلقي الضوء على أهمية تبني خطة استراتيجية تتضمن عدة محاور لمعالجة الآثار الاجتماعية والثقافية لهذا البرنامج الوطني، حيث تتم ترجمة رؤيته إلى أهدافٍ استراتيجية قابلة للتقييم والقياس، ويتم تحديد التحديات السلبية التي يمكنها أن تشكل عامل تعطيل، ثم تحويلها إلى فرص إيجابية يمكن إعادة توظيفها واستغلالها لصالح برنامج الخدمة الوطنية.
وكمجتمعات تستخدم التكنولوجيا كأداة اتصال وتواصل اجتماعي- فقد أصبحنا نتفاعل مع كافة الحضارات والثقافات والأفكار وما تحمله من إيجابيات وسلبيات، وهنا لا بدّ من الإشارة إلى النتائج التي قد تترتب على عملية تجنيد شباب بمرحلة عمرية مبكرة والتي ستكون لها أيضاً تفاعلات يجب أخذها بعين الاعتبار، حيث نطرح دراسة لتطبيق عددٍ من المبادرات في مجالات أساليب التدريب ومناهج التعليم العسكري والمعالجة النفسية والدعائية والإعلامية المباشرة وغير المباشرة سواء على مستوى المجند وأسرته بشكل خاص أو المجتمع بشكل عامّ وصولا إلى المستوى التشريعي.

تحتاج المجتمعات بصفة عامة إلى تحقيق الأمن والاستقرار في حاضرها وضمان مستقبلها، وتسعى بكل جدية وصرامة لتحقيق هذا الهدف الذي غالباً ما تضعه الحكومات على قمة سُلّم أولوياتها، وتضع في سبيل ذلك استراتيجيات وسياسات تسخّر لتنفيذها الموارد البشرية والمالية المطلوبة.
ويستدعي تحقيق هدف الأمن والاستقرار سن القوانين والتشريعات التي تضمن ضم أبناء هذه المجتمعات للخدمة العسكرية، سواء كان ذلك من خلال أنظمة التجنيد الذي يشمل كل من تنطبق عليه الشروط، أو من خلال تشجيع التطوع الاختياري.
وحيث أن لهذا الواقع تأثير على مجموعة معينة من أبناء المجتمع، فإنه من الطبيعي أن تتأثر هذه المجموعة ومن يرتبط بها بعلاقة مباشرة بذلك الواقع، وأن تؤثر بدورها على البيئة المجتمعية والثقافية.
وتهدف ورقة العمل هذه إلى استقراء حتمية هذا التفاعل المجتمعي والثقافي في إطاريه التاريخي الماضي والحاضر وكذلك استشراف المستقبل، من خلال دراسة حالة دولة الإمارات العربية المتحدة في ظل مستجدات صدور قانون الخدمة الوطنية الذي انتقل بالخدمة العسكرية من كونها اختيارية لمن يرغب بالانضمام للمؤسسة العسكرية، إلى إلزامية لتشمل كافة أبناء الدولة ممن تنطبق عليهم الشروط القانونية.
