On August 14, 2012, the Project Team presented information to City Council and asked for a resolution to proceed with planning and further environmental review of a proposed site and treatment process for the City’s new wastewater treatment plant. Three alternatives were presented: an MBR plant at the Windjammer Vicinity; an Activated Sludge plant at Crescent Harbor North; and an MBR plant at Crescent Harbor North. After listening to the presentation and considering public comment, City Council voted unanimously on a resolution to move forward with an MBR plant at the Windjammer Vicinity.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

Thanks for having me here today.
For those I haven’t met, I’m Erin Taylor, leading the consultant public outreach support for the Clean Water Facility Project. I work for EnviroIssues, where we specialize in public involvement, communications and facilitation for projects that need to keep the community informed and engaged.
I have had the opportunity to meet many of you in the past, and look forward to additional discussion with those of you I haven’t met.
I wanted to introduce my colleague with me today – Kerri Franklin. She is helping implement all of the things we will be talking about today.
Today, we are here to discuss the Communications and Good Neighbor Plan and get your feedback, as in September, a fully-fleshed out GNP will be available for Council consideration and resolution.
ERIN So, what is a Communication and Good Neighbor Plan?
The Construction Communication and Good Neighbor Plan (GNP) is intended to outline the City of Oak Harbor’s commitment to the community for the following:
Principles of public engagement and community outreach
How and when the community can expect to receive updates and project notifications
Provide notification and clearly communicate anticipated construction impacts
Day to day management of potential impacts and questions surrounding specific construction activities
Minimization/mitigation and best practices for construction practices, during and following construction
For the team, this is really a chance to state publically how much we recognize that this project has construction happening in a public place, using public dollars.
There are two components:
The COMMUNICATIONS PLAN is how we talk about the project and keep people informed.
The GOOD NEIGHBOR PLAN is what best practices inform what people can expect to be in those communications.

First, there are principles that we use to build the plan.
No surprises/manage expectations – Clear, concise, and transparent communications support businesses, residents, and travelers to plan on a day-to-day basis.
Managing expectations – Key audiences understand construction effects. It always better to over-communicate with proactive rather than reactive information
All work as construction – whether it is surveying, field work, inspections, pre- or post-construction mobilization/demobilization.
