Narrowed to 2 sites:
• Windjammer
Vicinity
• Crescent Harbor
5. • Support early design work through small group in-depth
discussions with design team
• Provide diverse community perspectives
• Help to develop ideas for the architectural “look and feel”
Purpose of Design Charrette Group
8/12/2015 5
6. • Press release, email notification, and website update
announced the formation of group
• Approximately 15 community members were asked
• 3 at-large positions available
• Group was selected by City staff to represent the
community

8. Design Charrette 1 – November 13, 2014
8/12/2015 8
• Learn about the civil engineering associated with the project
(which dictates height and size of buildings)
• Provide insight into Oak Harbor’s existing architectural character
• Help narrow choices for architectural design of the new Clean
Water Facility
9. • Facility should set the stage for a community design aesthetic
• A combination of both a campus and a courtyard with higher priority on campus
• Regional design as an architectural aesthetic, incorporate both contemporary and
traditional NW architecture
• Open and light, enhance sight lines to water, park, and windmill
• Allow for community interaction with facility, include educational features
• Varying heights of roof lines
• Provide “camouflaging” – it should not advertise that it’s a sewage treatment
plant
• Integrate with surroundings – Windjammer Park, harbor area, downtown
Design Themes from Charrette 1
8/12/2015 9
10. Design Charrette 2 – May 6, 2015
8/12/2015 10
• Check back on incorporation of group feedback for proposed
architectural concept for the new Oak Harbor Clean Water
Facility, furthering design team’s work.
• Gather additional feedback on design refinements
• Narrow options for landscape and hardscape to integrate into
the Windjammer Park setting
11. • Campus concept
• Open and light
• Enhancing sightlines to the water, park, and windmill is beginning to take shape
• Varying heights of rooflines is progressing
• “Camouflaging” the wastewater treatment facility
• Potential for community interaction with the facility through educational or
interpretive features
• Opportunity to set the stage for a community design aesthetic and the tone for
Oak Harbor's downtown corridor
Charrette 2 – Fulfilling Aspirations
8/12/2015 11
12. • Celebrate City Beach corner as a gateway into the facility and park
• Generate methods to break the façade into smaller sections
• Continue to keep sightlines and views of the water and windmill in mind
• Think about methods to offer respite or cover for pedestrians (e.g., awnings)
• Consider the architectural styles favored by charrette group: contemporary and
traditional Northwest
• Allow for feedback on exterior building materials – stone and wood or brick
• Locate wayfinding and handicap parking locations
Charrette 2 – Things to Work on
8/12/2015 12
21. Siting a wastewater facility in Windjammer Park is an opportunity for
community amenity that showcases design on our waterfront.
• The majority of cost of the treatment facility is driven by its mechanics and function
to clean and treat wastewater.
• Architectural design and landscaping is roughly 4 – 5.5% of construction cost.
• Concept A and Concept B are similar enough in cost to both be evaluated by the
public at this time.

Editor's Notes
ERIN
Welcomes everyone to meeting
Introduces herself and team
ERIN
Review agenda and goals for the evening
ERIN
ERIN
Review the steps taken by the City to involve the public and Council in decisions for the facility, leading to this evening.
ERIN
Set the context of the design charrette and why the group was convened.
Reinforce this is one of many ways the project will gather design input from the community.
ERIN
Announced formation of the group on the website, via email, and with a press release.
Included in announcement was how the group would be formed and the opportunity for community members to express interest and request to participate.
Participation in the group was a large commitment. To apply for at-large positions we asked people to tell us why they wanted to participate and what their background/interest was. Group members had to commit time outside of the workshop to read about the project and gather homework images.
ERIN
Explain the community organizations/groups represented by the charrette members.
ERIN
Review purpose of charrette 1.
ERIN
Review key themes and take-aways from charrette 1.
ERIN
Review purpose of charrette 2.
Based on feedback from charrette 1 the team presented a campus style facility that provide varied roof lines, and spacing between buildings.
ERIN
Review key take-aways from charrette 2.
Campus concept
Open and light (Potential to increase use of windows)
Enhancing sightlines to the water, park, and windmill is beginning to take shape
Varying heights of rooflines (Some buildings are approaching maximum height per code. Potential to use landscape or roofed kiosks to help give the idea of additional varied rooflines.)
“Camouflaging” the wastewater treatment facility
Opportunities for community interaction with the facility with educational or interpretive features
Opportunity to set the stage for a community design aesthetic and the tone for Oak Harbor's downtown corridor
ERIN
Review what the team has been continuing to work on since the last charrette.

JOE
Brief overview of how Oak Harbor’s wastewater infrastructure works.
You may have seen this sign up in the park.
Reason we need a new facilty.
JOE
Review what happens once water enters the facility.
The process water has to go through has implications for how the facility must be laid out.
JOE
Review the site layout and the technical reasons the site has to be organized this way. Show where the water enters the site and how it moves through the site in the most efficient way possible.

Visuals to show machinery and space requirements within the operations buildings. There is no wasted space inside these buildings, which brings up building height. These buildings much accommodate some heavy and specific machinery, and allow for personnel to access that machinery. The overall the height of buildings is governed by City code,
====
IF QUESTION COMES UP -- NOTES ABOUT HEIGHT:
Governed by code
In general, building height is defined as the vertical distance from the average natural grade level to the highest point of a roof.
Structures excluded from building height code:
Housing of elevators, stairways, etc.
Parapet walls
Skylights, towers, and similar structures

JEFF
We have heard the design charrette group’s input to date, and based on that input, we are now in a place where we have our original design that has evolved, and a second design for feedback. We are looking for feedback on both of these design concepts tonight, with the goal, as Erin has said, to best fit this facility in Windjammer Park.
