Strategic Plan Overview The City of Hemet will be a destination of opportunity and empowerment for its residents, businesses, and visitors by capitalizing opportunity, striving for growth, and promoting diversity and respect for each member of our community. • After a series of publicly-held meetings and gathering public input early 2021, Council adopted the Strategic Plan for FY 21/22 adopting five priority goals • To bolster: o Transparency o Trust and confidence of Hemet citizens o City's commitment to serve the residents and stakeholders of Hemet o Open, honest and representative form of democracy

ENHANCING THE COMMUNITY'S VISUAL APPEARANCE Graffiti Abatement • Council allocated $280,000 for blight abatement – Two local nonprofits identified to complete the work, to bolster quality of life, and support the work they are doing to rehabilitate men • Monday – Saturday Blight Abatement began in February 2022 Neighborhood clean-ups with CR&R • Held 4 community clean-ups with major success! • High volunteer turnout Quality of Life

Create & Explore Homeless Solutions CityNet Partnership • $1.2 million allocated to CityNet for street outreach, engagement and emergency housing Over 300 Contacts Made • Contacts reflect the initial trust building stages & offering support before case management begins Over 130 New Engagements • Engagements reflect the number of neighbors who've voluntarily engaged in written case management services with our team Over 30 Street Exits • Exits reflect neighbors who made the decision to leave the streets and transition into temporary shelter Quality of Life

Economi c Opportu nity Develop business practices that welcome new development by streamlining processes • Developing housing standards to reduce plan review • Developing concierge service to enhance the customer service experience Provide resources to help new businesses enhance the customer service experience • Developing pamphlet in partnership with the Chamber of Commerce to help new businesses • Providing $320,000 to small businesses through the Hemet CARES Business Support Grant Program

Effectiveness Operate in a financially sustainable manner • Balanced Budget Adopted - Distinguished Budget Presentation Awarded to the City for FY21/22 Budget - GFOA • Fee Study Completed & Implemented • City Removed from State Auditor's High-Risk List Increase employee retention by training and creating a positive workplace • Quarterly Employee Recognition Events Planned • Holiday Luncheon held in December 2021 • Tacos & Health Event held in September 2021 • Ice Cream Social held in August 2021 • Employee Service Years Recognized this month Citywide Training Program Development • Through the City's membership with CJPIA, all City staff have access to a library of training. The Human Resources Department has coordinated numerous trainings.

Partnering & Collaboration Develop concepts and programs to increase opportunities for youth recreation • Ballfield Rehabilitation • Completed weed abatement between and surrounding the baseball fields, tree trimming, litter abatement, dragging infields/warning tracks, mowing the outfields, ordering the fence caps, painting the exterior of the dug outs and back stop Develop concepts and programs to enhance quality of life services • Adopt-A-Street Program • Groups can apply to adopt one-mile portions of Hemet right away, in exchange for a sign erected at a location on the roadway, deemed appropriate by the City – hemetca.gov/adoptastreet Develop programs to offer support to the community's businesses • Develop one-stop shop in City Hall for processing of all business-related documents • The City of Hemet now has implemented QR codeS for all applications that is available for the public on our City Hall lobby wall. • QR code will always be updated and simple to load to customers device for future retrieval. • City Engineering services moved to City Hall so all City services are available at one location
