Khartoum.

preparation of budgets and monitoringof expenditure. Ensure that ECHO’s finance
procedures and guidelines arefollowed and that all aspects of the financial recording,
control systems and reporting for the Khartoum officeand programs areproperly
implemented and working well.
3. Submitting the monthly officeand programreport to the linemanager by the 10th of the
month (for the previous month).
4. Ensuringthat ECHO complies with the terms of the agreement for the rental of office
space.
5. The equipment, furniture and facilities of ECHO aremaintained in good and serviceable
order.
6. Ensuringthat ECHO’s internal policiesand guide lines arecommunicated to staff and
followed, includingECHO’s grievanceand disciplineprocedures.
7. Managingrelations with local operational partners and government departments,
universities and other institutions.
8. Maximize procurement risks, manage and monitor ECHO inventory databases
9. Responsible for day to day administration; managing ECHO Khartoum local staff, this
includes; Assign them duties, prepare schedules, calculate overtime and regular security
check and prepare the appraisal.
10. Track all IN-OUT ECHO Khartoum official correspondences.

Main activities and responsibilities 1. Ensure process and procedures is understood & followed by all procurement staff. Ensure
correct authorizations before any purchases, support through the process and ensure
procedure, templates used, and relevant documents.
2. Review and update TEARFUND procurements stander procedures at Sudan HQ office and
sub-offices, to insure that they are in line with the TEARFUNF emergency manual.
3. Documentation – By use of Logs checklist ensure correct documentation is presented for
payment, all copies of documents given to finance are filed in Logs office correctly &
clearly for future references & audits.
4. Ensure that each staff under direct line management is working on a set of objectives
reviewed every 6 months. And provide on-job training for all of them.
5. Khartoum estate management includes timely contracts renewal in liaison with the
Programme Director.
6. Khartoum fleet / generator management - service & maintenance, fuel analysis, restocking
of fuel, driver management, vehicle usage including taxi, daily / weekly checkups,
cleanliness of vehicles.
7. Health & Safety - has to ensure emergency food stocks are in place, checked regularly for
those expiring to be used before due date & be replaced, emergency water & fuel in place
all the time & is used & restocked, ensure H&S board is neat, alarm bell in place at the
assembly point.
8. Carry out Logs induction for new staff in absences 0f logs coordinator.
9. Assist in Khartoum and filed budget preparation by providing estimate costs as required.

7. Ensure proper implementation of the Security Plan includingmanagingsecurity of stock
and ensuring effective stock control system is imposed, through routine stocks checks,
inventories, and regular verification of stock level.
8. Following closely all the changes on the government policies concerning logistics
function that might affect the implementation of the program.
9. Evaluating competitive bids proposals and drawing recommendation of the program.
10. Receiving incoming products and ensure appropriate records and storage and monitor
the distributions.
11. Handlingand supervising the transportation of products from the production/delivery
point to the storage up to the distribution/dispatch points.
