URBAN MORPHOLOGY

ABSTRACT
Urban morphology approaches human settlements as generally unconscious products that
emerge over long periods, through the accrual of successive generations of building activity.
This leaves traces that serve to structure subsequent building activity and provide
opportunities and constraints for city-building processes, such as land subdivision,
infrastructure development, or building construction. Articulating and analysing the logic of
these traces is the central question of urban morphology. Urban morphology is not generally
object-centered, in that it emphasizes the relationships between components of the city. We
will be discussing in detail about the urban morphology of the Chennai metropolitan.

Introduction:
Urban morphology is the study of the form of human settlements and the process of their
formation and transformation. The study seeks to understand the spatial structure and
character of a metropolitan area, city, town or village by examining the patterns of its
component parts and the process of its development. Typically, analysis of physical form
focuses on street pattern, pattern and building pattern, sometimes referred to collectively as
urban grain. This can involve the analysis of physical structures at different scales as well as
patterns of movement and land use. Analysis of specific settlements is usually undertaken
using cartographic sources and the process of development is deduced from comparison of
historic maps. The models of urban structures are of two kinds: partial and comprehensive.
Partial models are concerned with location of one set of activities, such as residential or
industrial land use, while comprehensive models deal with all activities in the urban area and
their inter relationships.

Nature of urban planning during the early British period:
Urban historians recognize two types of city building process—organic and planned. The
planned city is based on a predetermined grid imposed by a central planning authority.
Organic cities were driven by rules of exigency of people’s lives. They are created vis-à-vis
how people use space.
In India, the major port cities were established by the East India Company. In the formation
of these cities one can see in the modern times the dominance of the sea route over land route
which was made possible due to innovations in navigation technology. The underlying factor
for building the port cities was commercial advantages in terms of overseas trade. The cities
shared certain morphological features that reflected the conditions under which these cities
were built in the seventeenth and eighteenth centuries.
The three port cities established by the British were Madras (1640), Bombay (1664),
Calcutta (1690). The cities were prior to the establishment of the empire in 1757. These cities
are distinctive as they share similar morphological features. These are hybrid cities in certain
sense, which were founded on the basis of the needs of commerce and industry.
Unlike the traditional organic cities the planned city had a few new characteristics:
• More uniform lay-out within the walls.
• Streets intersect at right angle to make communication quicker where roads are
winding but quickest way to reach is from the terraces of the row houses in the
different localities.
• The roads led to, in the context of colonial cities, to the fixed central space
occupied by a building or symbolic importance.
• But Madras and Calcutta grew in a more organic manner.

The problem of creating completely planned cities is that an uninhabited area and central
planning authority has to be present. The colonies provided that opportunity. However, when
the cities were built the motive of the East India Company was profit rather than glory. The
English port cities in India were established for trade relation. They were called ‘factories’.
These trading stations were meant to provide accommodation for Company agents and people
working under them. They also became the bases from where the Company exercised their
military and trading activities and expanded inland.
One important characteristic was that these cities were multinational. The Company
encouraged people of different caste, creed and nationality to settle down. The population was
informally segregated into European and Indian parts. Europeans lived around the fort, the
nucleus of the city, and Indians on the periphery. Chennai had weavers who produced the
essential export commodity called chintz (calico cotton) which was essential for the survival
of the city. The weavers also preferred the greater security of the city.
In Madras this segregation was formalized with the construction of a wall in 1661. Apart from
economic incentive the other consideration behind building these cities was defense.
Therefore, most important architectural feature of these cities was defense. These cities were
surrounded by hostile local population on one hand and European rivals on the other.
With the advent of gunpowder, the design of fortification completely underwent innovative
changes. The system of fortification was brought from Britain. The work on Fort St. George in
Madras begun in 1640. But the defense system was unplanned in the port cities. Lying
between two bays it was not conducive for withstanding sustained attack. Building port city
on coast makes economic sense but even more than that it makes sense in terms of defense. It
is interesting to note that the chief danger was from the land than the sea and therefore it
always had the strongest defense towards land.
The fortress was placed on the water’s edge suggesting that in the case of danger they could
have escaped through sea route. Kosambi and Brush point out how after the attack and
occupation by the French Madras underwent certain important spatial changes. The fort was

strengthened and enlarged; the ‘Black Town’ was demolished to create an esplanade. Thereby
an unobstructed defensive zone was created on the inland side. The authors develop a
schematic spatial model of these port cities.
The subsequent development of the city took place following the contours of the coast and
with relatively little thrust on the interior. Even today Calcutta suffers from development
along a north south axis causing intolerable traffic congestion. It was quite recently that the
city planner recognized this problem and development was undertaken in the eastern side of
the city—Salt Lake. This was done to relieve traffic congestion in the city centre.
Even in Madras where there was more chance for expanding into hinterland the city grew
mostly laterally. Finally it could be said that though these three cities had their distinctive
features they also shared a certain urban morphology that was unique to these three cities.
Evolution of Chennai
Chennai the fourth largest metropolis in India. Chennai Metropolitan Area (CMA) extends
over 1189 sq.km.and comprises of
• Chennai Corporation,
• 16 Municipalities,
• 20 Town Panchayats and
• 214 villages covered in 10 Panchayats Unions
It encompasses the Chennai District (176 sq.km.), part of Thiruvallur District (637 sq.km.)
and a part of Kancheepuram District (376 sq.km.).

Development Planning in Chennai Metropolitan Area
The first Master Plan laid down policies and programmes for overall development of CMA
taking long-term view of the requirements. It dealt with distribution of future population in
various parts of CMA, policies for economic growthand future location of economic activities,
future physical developments, circulation pattern, programmes for Traffic and Transportation,
developments of land use zoning, requirements of urban infrastructures for the future
population, policies and programmes for sectoral developments and development control
regulations. The Second Master Plan for CMA – 2026 has brought out Development
Regulations for all developments within the CMA which is a positive sign to attract
development in the slow and medium growth settlements.
Urban Land use regulation under Master Plan for CMA, 1975:
The land use plan was enforced through a set of regulations under Development Control
Rules, which formed part of the master plan. Any person intending to make any development
is required to apply under Tamil Nadu Town and Country Planning Act, 1971, and obtain
Planning Permission.
Spatial Strategy:
The objectives of the plan are to provide for:
i. Optimum utilization of land by channalising the developments considering the latest
policies and programmes of the Government.
ii. The future needs of the metropolitan area by recognising the existing growth trends
and by suitable allocation of land uses and strengthening the infrastructure facilities
iii. Preservation and conservation of the ecologically sensitive areas in CMA.
iv. Wide scope for employment generation and economic development
v. A conducive climate/environment to make Chennai as a primate city.
vi. The sustainable development and improving the quality of life
vii. Efficient transportation net works integrating the land use patterns for balanced
developments.

Traffic and Transportation:
Strengthening and expanding the road network and urban rail network including MRTS;
Completion and commissioning of other strategic transport developments such as the ongoing
MRTS Ph.II, Gauge Conversion project, northern segment of NH bypass, missing links to
Inner Ring Road (IRR) and grade separators on IRR would assist in improving the modal
share of rail to increase by 10% and that of bus by 16%.

Improving the capacity of major arterial road corridors such as Anna Salai, Periyar EVR Salai,
Jawaharlal Nehru Salai by exploiting the potentials of Area Traffic Control (ATC) measures
in the initial years including promoting exclusive bus lanes where applicable; Augmenting the
capacity of the major arterial road corridors such as Anna Salai, Periyar EVR Salai,
Jawaharlal Nehru Salai as a whole by constructing elevated road-way / transit-way along the
median of the road.
Conclusion
In the context of urban morphology, planning for development of the metropolitan area
deserves utmost importance on par with the city area. Since the urban areas abutting the city
area are targeted by the urbanization process, projection of future population, planning for
achieving a balanced growth in terms of population density, planning for provision of
adequate infrastructure facilities, strengthening of the institutional mechanisms, monitoring
and enforcing of regulatory measures, planning for in-built mid-course corrective measures
and futuristic planning for adjacent areas outside the metropolitan area need emphasis.

  • 1. 1 1 URBAN MORPHOLOGY M. SENTHIL 1 1 Second Year, M.Arch [General], Department of Architecture, Hindustan University, Chennai ABSTRACT Urban morphology approaches human settlements as generally unconscious products that emerge over long periods, through the accrual of successive generations of building activity. This leaves traces that serve to structure subsequent building activity and provide opportunities and constraints for city-building processes, such as land subdivision, infrastructure development, or building construction. Articulating and analysing the logic of these traces is the central question of urban morphology. Urban morphology is not generally object-centered, in that it emphasizes the relationships between components of the city. We will be discussing in detail about the urban morphology of the Chennai metropolitan. KEYWORDS: urban morphology, settlements, Chennai, transformation, pattern. Introduction: Urban morphology is the study of the form of human settlements and the process of their formation and transformation. The study seeks to understand the spatial structure and character of a metropolitan area, city, town or village by examining the patterns of its component parts and the process of its development. Typically, analysis of physical form focuses on street pattern, pattern and building pattern, sometimes referred to collectively as urban grain. This can involve the analysis of physical structures at different scales as well as patterns of movement and land use. Analysis of specific settlements is usually undertaken using cartographic sources and the process of development is deduced from comparison of historic maps. The models of urban structures are of two kinds: partial and comprehensive. Partial models are concerned with location of one set of activities, such as residential or industrial land use, while comprehensive models deal with all activities in the urban area and their inter relationships.
  • 2. 2 2 Nature of urban planning during the early British period: Urban historians recognize two types of city building process—organic and planned. The planned city is based on a predetermined grid imposed by a central planning authority. Organic cities were driven by rules of exigency of people’s lives. They are created vis-Ă -vis how people use space. In India, the major port cities were established by the East India Company. In the formation of these cities one can see in the modern times the dominance of the sea route over land route which was made possible due to innovations in navigation technology. The underlying factor for building the port cities was commercial advantages in terms of overseas trade. The cities shared certain morphological features that reflected the conditions under which these cities were built in the seventeenth and eighteenth centuries. The three port cities established by the British were Madras (1640), Bombay (1664), Calcutta (1690). The cities were prior to the establishment of the empire in 1757. These cities are distinctive as they share similar morphological features. These are hybrid cities in certain sense, which were founded on the basis of the needs of commerce and industry. Unlike the traditional organic cities the planned city had a few new characteristics: • More uniform lay-out within the walls. • Streets intersect at right angle to make communication quicker where roads are winding but quickest way to reach is from the terraces of the row houses in the different localities. • The roads led to, in the context of colonial cities, to the fixed central space occupied by a building or symbolic importance. • But Madras and Calcutta grew in a more organic manner.
  • 3. 3 3 The problem of creating completely planned cities is that an uninhabited area and central planning authority has to be present. The colonies provided that opportunity. However, when the cities were built the motive of the East India Company was profit rather than glory. The English port cities in India were established for trade relation. They were called ‘factories’. These trading stations were meant to provide accommodation for Company agents and people working under them. They also became the bases from where the Company exercised their military and trading activities and expanded inland. One important characteristic was that these cities were multinational. The Company encouraged people of different caste, creed and nationality to settle down. The population was informally segregated into European and Indian parts. Europeans lived around the fort, the nucleus of the city, and Indians on the periphery. Chennai had weavers who produced the essential export commodity called chintz (calico cotton) which was essential for the survival of the city. The weavers also preferred the greater security of the city. In Madras this segregation was formalized with the construction of a wall in 1661. Apart from economic incentive the other consideration behind building these cities was defense. Therefore, most important architectural feature of these cities was defense. These cities were surrounded by hostile local population on one hand and European rivals on the other. With the advent of gunpowder, the design of fortification completely underwent innovative changes. The system of fortification was brought from Britain. The work on Fort St. George in Madras begun in 1640. But the defense system was unplanned in the port cities. Lying between two bays it was not conducive for withstanding sustained attack. Building port city on coast makes economic sense but even more than that it makes sense in terms of defense. It is interesting to note that the chief danger was from the land than the sea and therefore it always had the strongest defense towards land. The fortress was placed on the water’s edge suggesting that in the case of danger they could have escaped through sea route. Kosambi and Brush point out how after the attack and occupation by the French Madras underwent certain important spatial changes. The fort was
  • 4. 4 4 strengthened and enlarged; the ‘Black Town’ was demolished to create an esplanade. Thereby an unobstructed defensive zone was created on the inland side. The authors develop a schematic spatial model of these port cities. The subsequent development of the city took place following the contours of the coast and with relatively little thrust on the interior. Even today Calcutta suffers from development along a north south axis causing intolerable traffic congestion. It was quite recently that the city planner recognized this problem and development was undertaken in the eastern side of the city—Salt Lake. This was done to relieve traffic congestion in the city centre. Even in Madras where there was more chance for expanding into hinterland the city grew mostly laterally. Finally it could be said that though these three cities had their distinctive features they also shared a certain urban morphology that was unique to these three cities. Evolution of Chennai Chennai the fourth largest metropolis in India. Chennai Metropolitan Area (CMA) extends over 1189 sq.km.and comprises of • Chennai Corporation, • 16 Municipalities, • 20 Town Panchayats and • 214 villages covered in 10 Panchayats Unions It encompasses the Chennai District (176 sq.km.), part of Thiruvallur District (637 sq.km.) and a part of Kancheepuram District (376 sq.km.).

  • 7. 7 7 Development Planning in Chennai Metropolitan Area The first Master Plan laid down policies and programmes for overall development of CMA taking long-term view of the requirements. It dealt with distribution of future population in various parts of CMA, policies for economic growthand future location of economic activities, future physical developments, circulation pattern, programmes for Traffic and Transportation, developments of land use zoning, requirements of urban infrastructures for the future population, policies and programmes for sectoral developments and development control regulations. The Second Master Plan for CMA – 2026 has brought out Development Regulations for all developments within the CMA which is a positive sign to attract development in the slow and medium growth settlements. Urban Land use regulation under Master Plan for CMA, 1975: The land use plan was enforced through a set of regulations under Development Control Rules, which formed part of the master plan. Any person intending to make any development is required to apply under Tamil Nadu Town and Country Planning Act, 1971, and obtain Planning Permission. Spatial Strategy: The objectives of the plan are to provide for: i. Optimum utilization of land by channalising the developments considering the latest policies and programmes of the Government. ii. The future needs of the metropolitan area by recognising the existing growth trends and by suitable allocation of land uses and strengthening the infrastructure facilities iii. Preservation and conservation of the ecologically sensitive areas in CMA. iv. Wide scope for employment generation and economic development v. A conducive climate/environment to make Chennai as a primate city. vi. The sustainable development and improving the quality of life vii. Efficient transportation net works integrating the land use patterns for balanced developments.
  • 8. 8 8 Traffic and Transportation: Strengthening and expanding the road network and urban rail network including MRTS; Completion and commissioning of other strategic transport developments such as the ongoing MRTS Ph.II, Gauge Conversion project, northern segment of NH bypass, missing links to Inner Ring Road (IRR) and grade separators on IRR would assist in improving the modal share of rail to increase by 10% and that of bus by 16%.   • 9. 9 9 Improving the capacity of major arterial road corridors such as Anna Salai, Periyar EVR Salai, Jawaharlal Nehru Salai by exploiting the potentials of Area Traffic Control (ATC) measures in the initial years including promoting exclusive bus lanes where applicable; Augmenting the capacity of the major arterial road corridors such as Anna Salai, Periyar EVR Salai, Jawaharlal Nehru Salai as a whole by constructing elevated road-way / transit-way along the median of the road. Conclusion In the context of urban morphology, planning for development of the metropolitan area deserves utmost importance on par with the city area. Since the urban areas abutting the city area are targeted by the urbanization process, projection of future population, planning for achieving a balanced growth in terms of population density, planning for provision of adequate infrastructure facilities, strengthening of the institutional mechanisms, monitoring and enforcing of regulatory measures, planning for in-built mid-course corrective measures and futuristic planning for adjacent areas outside the metropolitan area need emphasis.
