Highway Functional Classification
• Functional classification groups streets and highways
according to the character of service they are intended
to provide.
• This classification recognizes that individual roads and
streets do not serve travel independently.
• Rather, most travel involves movement through
networks of roads and can be categorized relative to
such networks in a logical and efficient manner.

Structure of Road Networks
• An arterial road, is a high-capacity urban/rural road.
• The primary function of an arterial road is to deliver
traffic from collectors to freeways, and between urban
centers at the highest level of service possible.
• Arterials are either principal or minor.
• A collector road is a low-to-moderate-
capacity road which serves to move traffic from
local streets to arterial roads.
