Concerns at Winterbourne View Hospital first came to light after a charge nurse raised the issues with
the hospital in October 2010 and his allegations were passed on to the local authority, South
Gloucestershire council, in its capacity as lead safeguarding agency and then relayed to the CQC in
December 2010 but nothing was done.
In May 2011 the BBC released undercover footage about the appalling way vulnerable residents at

Inspectors who visited Winterbourne View considered taking urgent action to close the centre, but
decided that it was in the best interests of the patients to allow NHS and local authority commissioner

any way. While Hazel Bergeron was completely average in mental capacity, her husband, George, was
well above average. To compensate, the Handicapper General had placed a radio in his ear to, keep
people like George from taking unfair advantage of their brain. The idea of treating everyone equal,
regardless of physical or mental abilities, as described within the story, is taking satirical shots at
liberal ideas in government. Once the government has made everyone equal, those who stand out

2. 1 hexene and 2 bromohexane are both in liquid states. So they have similar solubility. However, the
recrystallization technique can be used only when two different compounds have different solubility. 1
hexene and 2 bromohexane cannot be separated when using the recrystallization technique because
this technique is used to dissolve mixture solid in a solvent at high temperature. The solution is then
cooled until one of the compounds crystalizes.
Extraction technique also cannot be used to separate these two compounds because of the same
property they have: they are nonpolar, resulting non acid base extraction. Extraction technique is used
to separate two different compounds to organic and aqueous layer, which means one phase of one
solvent has to be polar and the other phase has to be nonpolar.
