Globalization through the mediation of information and communication technologies influences greatly higher education (appearing transnational education, great amount of alternative providers of higher education and runaway staff mobility in virtual space). Virtual mobility attracts attention of politicians and experts in the field of education (“The Bologna Process and the European Higher Education Area” – Salamanca Convention, 2001, includes an idea of joint European approach to virtual mobility and transnational education; “Mobility for Better Learning” – Mobility strategy 2020 for the European Higher Education Area, 2011) and scientists (National Academy of Sciences of Ukraine project “International Education on the Basis of Flexible Centers of Distance Technologies and Computer-Tele-Communicational Networks”). Problem of mobility is one of the most disputable among higher education researchers in Europe. Development of virtual academic mobility transforms modern education into a social institution which could provide different educational services to humans for their lifelong learning. Modern situation demands attention to distance education development through creation of specialized informationaleducational courses and areas of e-learning, development of e-libraries and databases, support of “network lecturers” and e-courses developers. It should stimulate university staff media-educational training they could project educational environment using modern information technologies. Our task was to investigate Ukrainian academicians’ experience and e-competences necessary for participation in virtual mobility processes (sample – 710). The instruments of measurement and diagnostics were a specially constructed questionnaire and a method of self-evaluation of ecompetences necessary for effective participation in virtual academic mobility.

This research aims This research aimed to provide good standards for the design and development of
educational software based on the Internet, which could benefit the organizers of the design and development of
educational software, from the point of view of educational technology lecturers, and educational software
designers at Al-Aqsa University Gaza-Palestine. The researcher used the descriptive analytical method during
the application of research on a sample of specialized lecturers in education technology. The researchers
designed the study tool in the form of a questionnaire. Its validity and reliability has been verified. Researchers
have achieved a list of educational and technological standards of educational software based on internet.
This e-guide is addressed to professional trainers and educators willing to extend and develop their knowledge and awareness in the field of digital training, more particularly when delivering through an e-learning platform.
The Guide is a product made thanks to the DIGITAL-S in rural Areas project.
The project is carrying out by 5 partners: CEIPES – International Centre for the Promotion of Education and Development (Italy), Familles Rurales (France), SSW Collegium Balticum (Poland), INFODEF- Instituto para el Fomento del Desarrollo y la Formación (Spain) and CPIP – Center for promoting lifelong learning (Romania) and it is funded by the European Commission within Erasmus+ programme, Key Action 2 (Strategic Partnership for Innovation, Exchange of good practices and for adult education).
DIGITAL-S aims to experiment and develop the effective use of ICTs for trainers willing to keep pace with digital technology in the field of training. The project will particularly focus on distance education learning for adult learners from rural areas having urgent specific needs to enhance their digital skills as an essential European key skill.
Enabling Motivated Instruction Outcomes through Technology Accessijtsrd
The research was conducted at Cebu Technological University Barili Campus, Barili, Cebu as a bases for Proposed Curriculum and technology integration Instructional Guide Through Departmental LAC sessions to strengthen the Domains and Objectives during actual instructional setting. The 650 respondents 600 Students and 50 Teachers distributed from three secondary schools in Toledo City Division namely Luray II National High School, Matab ang National High School and Toledo City Science High School wherein Descriptive –Correlation and Purposive sampling was used for the distribution of survey questionnaire instrument which aims to assess the level of technology Implementation integration in instruction in senior high school curriculum through its domains and objectives such as classroom activities, Research Works, Product Performance Task Monthly School Celebration Activities, Faculty Professional Communication, Learners Extrinsic motivation towards academics and Learners Monthly Percentage Attendance as well as to determine the barriers and challenges occur during the implementation of technology integration towards curriculum instruction a basis for upgraded instructional guide to be developed. Gathered data were treated using total weighted points, weighted mean, and correlations. Based on the findings and after a careful analysis and interpretation of the study, it is concluded that enabling motivated instructional guide through technology access is the best way to enhance learners 21st century skills.
