Thomas Cochrane was born on December 14, 1775 in Annsfield, Scotland. He was the eldest son of
Archibald and Anna Gilchrist Cochrane, and had three brothers: Archibald, Basil and William.
Thomas received little to no formal schooling, which taught him to be self reliant and practical.
Thomas shared his eccentricity and intellectual curiosity with his father, a scientist and inventor. In
November of 1784, Anna Cochrane passed away. Soon after, Thomas was sent to Mr. Chauvet s
military academy in Kensington, London. His father had secured this role for Thomas through
aristocratic connections, however, it was not Thomas dream. In 1792, Thomas finished military

When Thomas came aboard, the Hind had been ordered to prepare to go south. In fall of 1793, his
uncle learned he had been appointed to command the Thetis. The crew was transferred and Thomas
was given the opportunity to prepare the ship for sea. Had inherited from his father an intense passion
for understanding how things worked and how they could be improved. Over the next two years,
Thomas learned all aspects of a ship, including how to do each specialist trade and how to handle a
boat in all weather conditions. This practical working knowledge of a ship and seamanship would
prove to benefit him greatly when he commanded his own vessel. On April 13, 1795, Cochrane joined
the Africa, a 64 gun ship. He spent 5 weeks as acting lieutenant. He eventually reboarded the Thetis as
acting second lieutenant and waited for an official promotion. These skills allowed Thomas to take the
lieutenant s exams, which he passed in 1796. Soon after, Cochrane was appointed as lieutenant on the
flagship the Resolution. It was an extremely peaceful boat; the officers got along and the crew was
enjoyed their work, but cochrane understood that promotion was not likely aboard the Resolution. In
1798, he reboarded his uncles frigate and sailed for EnglanD where he was appointed eighth lieutenant
on Lord Keith s flagship HMS Barfleur, serving in the Mediterranean.

economic law made by David Richard in 1817 who expanded Adam Smith s Wealth of Nations.
Comparative Advantage law encourages free trade that stimulate market competition and industry
specialization to a country to export. As the scale of economy works in specialization, it would make
production of goods more efficient and thereby reduces the aggregate cost within the framework.
Therefore all the citizen could receive the benefit (Todaro 2014).
With this Comparative Advantage law, the global partnership has introduced the change of norm in the
trading. World Trade Organisation, for example, has been trying to create the global framework of free
trading since the time of its predecessor the General Agreement on Tariffs and Trade (GATT). GATT
was founded to establish an orderly and transparent framework within which barriers to trade could be
gradually reduced, and international trade thereby expanded (Healy et al. 1998). Although this
framework treated all members as equal as possible (Most Favoured Nation (MFN) principle), some
