emission analysis, etc.).
Economy wide, underpinned by sectoral plans (but one
sector plan does not make an LCAP).
Clear long term targets (2050).

Action plans for implementation – need to clarify how
(financing requirements), who and when based on
country specific implementation roadmaps with a clear
connection to the goals.
Be aware of lock-in effects on the technological, (infra-)
structural and regulatory dimension.
Has to be science-based and ambitious in short term
and long-term.
Linked to the development agenda – a development
threshold.
Not only look at CO2 but all GHG emissions.

WWF Blueprint Germany: Key results
The reduction of 95% is feasible,
technically and technical possible.
We now need to target investment in long-
term investment and infrastructures (60%
reduction potential).
All sectors of the economy must and can
contribute.
The additional costs of such a reduction in
emissions are reasonable and total on
average 0.3%, at most 0.6%, of gross
domestic product (GDP).

Building Momentum for Low Carbon
Development in Turkey and the Philippines
Brief description:
We will develop country-specific Low Carbon
Plans (LCP) with a development threshold
for Turkey and the Philippines.
We will adapt the methodology “setting the
target first” and develop a low GHG
emission pathway for all sectors until 2050 –
including NGO capacity building.

Conclusion
LCDS is not to be a goal in itself, but should be a means
of getting mitigation (if applicable adaptation) actions
going on the ground.
Perspective for action (e.g. an implementation plan) is
an important part of any LCDS.
While the LCDS provides the long term direction for the
national economy the NAMAs are vehicles to implement
the strategy.
The sum total of the impact of the NAMA should add up
to the mid-term and long-term trajectory.
