The Fire Chief is requesting that City Council accept a bid from Paloma Blanca Enterprises, Inc. to perform renovations to the Alamo Heights Swimming Pool to comply with ADA requirements. The renovations include updating access ramps, changing rooms, and restrooms. Paloma Blanca's bid was $42,965 and additional work by the Public Works Department and Clearsite Construction would total $49,792 to complete the project. Staff is recommending awarding the contract to Paloma Blanca to complete the restroom renovations.

SUMMARY
The presentation is to provide Mayor and City Council with information regarding the renovations
to the Alamo Heights Swimming Pool, located at 250 Viesca, to obtain ADA compliance.
BACKGROUND INFORMATION
The project accepted bids during August 19, 2020 through September 4, 2020. Per the Finance
policy, HUB vendors were emailed with a request to bid on the project. Paloma Blanca
Enterprises, Inc. submitted a proposal for locker room and restroom renovations in the amount of
$42,965.00.
The renovations to the Alamo Heights Swimming Pool include several areas of consideration to
obtain ADA compliance. These areas include renovations to the existing sidewalk, access ramps,
changing room facilities and restrooms. The scope of work pertaining to the access ramps
includes the demolition of existing access ramps and rebuilding these to ADA compliant
standards. This includes the access ramp from the office to the pool deck area as well as the ramp
from the parking area to the sidewalk leading to the entry doors. Sidewalk repairs will also be
made during the ramp renovations. The scope of work pertaining to the restrooms includes
renovations to the men’s and women’s changing room facilities as well as the men’s and
women’s poolside facilities to obtain ADA compliance.
POLICY ANALYSIS
Staff recommends to award the bid contract to Paloma Blanca Enterprises, Inc. to perform the work
to the restrooms as well as having the Alamo Heights Public Works Department completing
exterior parking area/ flatwork and to supervise the work of Clearsite Construction regarding the
additional contracted flat work. The project has been coordinated with the City Manager and City
Attorney with no issues reported.
FISCAL IMPACT
The Alamo Heights Public Works Department received a subcontractor bid for exterior flatwork
from Clearsite Construction in the amount of $6,827.00. The sum of the bids totals $49,792.00.
