SUMMARY
A Resolution authorizing the City Manager to amend the task authorization with Freese and
Nichols Inc. for engineering design and project management services for the 2024 Street
Maintenance Program (SMP) and issue Task Authorization No. 6 Amendment #1 in an amount of
$68,125.
BACKGROUND INFORMATION
On February 26, 2024 City Council approved a resolution authorizing the City Manager to execute
a professional services agreement with Freese and Nichols Inc. for engineering design and project
management services for the 2024 Street Maintenance Program (SMP) and issue Task
Authorization No. 6 in an amount not to exceed $65,000. The resulting design work presented a
project scope whose total costs significantly exceeded the available funds committed in the FY
2024 Budget. While reprioritizing the list of potential projects that could be completed within the
appropriated budget, an additional project need was identified involving an unrelated capital
improvement that, if constructed, could create a drainage issue for the neighboring property.
Specifically, the installation of a sidewalk on Townsend between the existing crosswalk north of
Cambridge Oval and Harrison could impede stormwater drainage on at least one property to the
west of Townsend. The identified solution required reprofiling a portion of Townsend, a project
added to the scope within the 2024 SMP.
The amended 2024 Street Maintenance Program will include the following streets:
Midblock pedestrian crossing at Broadway, north of College
o Crossing will align with existing walkway to Alamo Heights Baptist Church, which
was the recommended location by City engineer.
Broadway
o Blue Bonnet to Primrose – mill and overlay, base failures, and striping from
o Primrose to Claywell – additional striping only
Estes Ave, from Patterson to Cambridge Oval – mill and overlay and necessary base
failures
Townsend, from north of Cambridge Oval to north of midblock crosswalk – road
reprofiling
Add-Alternate: Arcadia, from Cleveland Ct to Broadway

The adoption of the proposed Task Authorization No. 6 Amendment #1 would authorize Freese
and Nichols Inc. to provide engineering design and project management services in securing bids
for the 2024 SMP in an amount of $68,125. Bids received for the 2024 SMP will be brought to
City Council for consideration prior to the contract award.
POLICY ANALYSIS
This action is consistent with City policy in negotiating professional services contracts. This action
is consistent with the City’s interest in having professional expertise to design and project manage
key infrastructure enhancements and renovations, particularly those projects included within the
City’s Street Maintenance Program.
FISCAL IMPACT
Approval of Task Authorization No. 6 Amendment #1 authorizes Freese and Nichols Inc. to
provide engineering design and project management services in securing bids for the 2024 Street
Maintenance Project in an amount of $68,125.00. Funds are currently available under the FY 2024
Capital Expense of $1,000,000 for the Street Maintenance Project.
COORDINATION
Staff coordinated with the City Manager and City Attorney to review the agreement for Council
consideration.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND
THE TASK AUTHORIZATION WITH FREESE AND NICHOLS INC. FOR
ENGINEERING DESIGN AND PROJECT MANAGEMENT SERVICES
FOR THE 2024 STREET MAINTENANCE PROGRAM AND ISSUE TASK
AUTHORIZATION NO. 6 AMENDMENT #1; AND SET AN EFFECTIVE
DATE.
WHEREAS, the City of Alamo Heights (“City”) budgeted for the development and execution of
the 2024 Street Maintenance Program; and
WHEREAS, City Council provided guidance for the development of the FY 2024 Street
Maintenance Program, which included a midblock pedestrian crossing on Broadway and milling
and overlay of existing surfaces and full-depth pavement repair for multiple project areas; and
WHEREAS, City Council authorized the execution of a professional services agreement with
Freese and Nichols Inc. for engineering design and project management services and issued Task
Authorization No. Six (6) on February 26, 2024; and
WHEREAS, the City has identified an additional project involving an unrelated capital
improvement that, if constructed, could create a drainage issue for the neighboring property which
could impede stormwater drainage on at least one property to the west of Townsend and the
identified solution requires reprofiling a portion of Townsend; and
WHEREAS, the City now desires to amend the task authorization and issue Task Authorization
No. Six (6) Amendment #1 with Freese and Nichols Inc. for the purpose of engineering design and
project management services for the amended 2024 Street Maintenance Program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:
SECTION 1. The City Council authorizes the City Manager to amend the executed Task
Authorization No. Six (6) 2024 STREET MAINTENANCE PROGRAM and issue Task
Authorization No. 6 Amendment #1, in an amount not to exceed $68,125.00 for engineering design
and project management services for the 2024 Street Maintenance Program with Freese and
Nichols Inc. Bids received for the 2024 SMP will be brought to City Council for consideration
prior to the contract award.
SECTION 2. This Resolution shall become effective as of the date of passage.
