Partners for professional landscape architectural design services for the Alamo
Heights Pool Area Improvements Project and the Broadway and Ogden Lane
Improvements Project

SUMMARY
Consideration of two Resolutions authorizing the City Manager to execute agreements with TBG
Partners (TBG) for professional landscape architectural design services for the Alamo Heights
Pool Area Improvements project and the Broadway and Ogden Lane Improvements project for a
total amount of up to $79,800.00.
BACKGROUND INFORMATION
In the FY 2024 Budget, City Council appropriated funds for beautification improvements using
funds from the General Fund and the federal American Rescue Plan Act (ARPA) of 2021. To
determine where improvements could be made, two public Council workshops were held in
August 2023 and October 2023 led by TBG Partners (TBG). In these meetings, Council identified
two focus areas for improvements, specifically the Alamo Heights Pool area and the intersection
of Broadway and Ogden Lane. To advance towards completion of these improvements, the City
is seeking to obtain professional landscape architectural design services from TBG, who, in
addition to leading the Council workshops where these projects emerged, has worked with the City
on similar schematic design services for the Austin Highway/Lower Broadway Improvement
Project.
The proposed respective agreements with TBG would provide landscape architectural design
services to prepare and develop site schematic design documents for each project. Proposed
improvements to the Alamo Heights Pool area to be incorporated into the design include:
 Refreshing landscape zones of the parking lots and streetscapes;
 Installing pedestrian-focused improvements like lighting, completion of the trail network,
and a crossing at Alamo Heights Boulevard;
 Signage and wayfinding; and
 Installing irrigation at the open field on Viesca.
For the improvements to the intersection of Broadway and Ogden, the design would include:
 Realigning the intersection of Broadway and Ogden Lane;
 Wider sidewalk zones, patio and plaza spaces, and landscaped planting zones;
 Pedestrian improvements such as a signalized mid-block crossing and pedestrian
pavements; and

2.  Placemaking, landscape improvements, new lighting, and environmental graphics
features.
The landscape architectural design services provided by TBG are anticipated to be approximately
10 to 14 weeks for each project. The schematic design totals $42,800 for the Alamo Heights Pool
Area Improvements project and $37,000 for the Broadway and Ogden Lane Improvements project
Though the specific site and landscape improvement budget is not provided, the TBG proposals
assume a construction budget of approximately $750,000 to $850,000 for the Alamo Heights Pool
Area Improvements project and $1 million for the Broadway and Ogden Lane Improvements
project. If the design services are approved, future Council consideration of the final design and
the construction contract award would occur at a later, unknown date.
The proposed improvement projects would utilize funds appropriated to the City from ARPA.
According to the federal legislation, the remaining $1.5 million of ARPA funds must be formally
committed via contract no later than December 31, 2024 and spent by December 31, 2026.
POLICY ANALYSIS
This action is consistent with City policy in negotiating professional services contracts. This
action is consistent with the City’s interest in having professional expertise to articulate and
incorporate City priorities in the Alamo Heights Pool Area Improvements project and the
Broadway and Ogden Lane Improvements project.
FISCAL IMPACT
Approval of the Resolutions authorizes the City Manager to approve up to two agreements in a
total amount of $79,800.00 to TBG for professional landscape architectural design services for
both projects. Of this total, the agreement for the Alamo Heights Pool Area Improvements project
is $42,800.00. The agreement for the Broadway and Ogden Lane Improvements project is
$37,000.00. This amount is budgeted in the FY 2024 Budget.
COORDINATION
Staff coordinated with the City Attorney to review the two resolutions and associated agreements
for Council consideration.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
AN AGREEMENT WITH TBG PARTNERS FOR THE ALAMO HEIGHTS
POOL AREA IMPROVEMENTS PROJECT FOR PROFESSIONAL
LANDSCAPE ARCHITECTURAL DESIGN SERVICES; AND SET AN
EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights (“City”) budgeted for beautification improvements in the
FY 2024 Budget utilizing funds from the General Fund and the federal American Rescue Plan Act
(ARPA) of 2021; and
WHEREAS, the City of Alamo Heights conducted two public Council workshops in August 2023
and October 2023 led by TBG Partners (TBG) on potential beautification projects; and
WHEREAS, the workshops identified two focus areas for improvements, specifically the
intersection at Broadway and Ogden and the Alamo Heights Pool area; and
WHEREAS, the City of Alamo Heights seeks to advance the completion of these projects by
obtaining professional landscape architectural design services; and
WHEREAS, the City of Alamo Heights has previously procured and executed agreements with
TBG for other landscape architectural (schematic) design services for other projects, including the
design of the Austin Highway/Lower Broadway Improvement Project; and
WHEREAS, the City of Alamo Heights seeks to enter into a professional services agreement with
TBG for landscape architectural design services for the Alamo Heights Pool Area Improvements
Project under the scope of services of the professional services agreement; and
WHEREAS, the cost for the Professional Services Agreement is an amount not to exceed
$42,800.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:
SECTION 1. The City Council authorizes the City Manager to execute the Professional Services
Agreement PROFESSIONAL LANDSCAPE ARCHITECTURAL DESIGN SERVICES FOR
THE ALAMO HEIGHTS POOL AREA IMPROVEMENTS PROJECT.
SECTION 2. The City Council authorizes the City Manager or designee to issue payment in an
amount not to exceed $42,800.00 for schematic design services for the Alamo Heights Pool Area
Improvements Project with TBG.
SECTION 3. The Resolution shall take effect upon passage by the City Council.
