The City of Alamo Heights is requesting approval for a $57,125 change order to correct deficiencies identified in a recently completed sewer rehabilitation project. Post-construction video identified several areas where the rehabilitated sewer pipe did not meet the required slope standards. The change order would fund excavating these areas to remedy the slope issues. The total project cost remains within the original $535,000 budget. Approval of the change order would allow substantial completion by the end of February 2023.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:

The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

AHMR is an interdisciplinary peer-reviewed online journal created to encourage and facilitate the study of all aspects (socio-economic, political, legislative and developmental) of Human Mobility in Africa. Through the publication of original research, policy discussions and evidence research papers AHMR provides a comprehensive forum devoted exclusively to the analysis of contemporaneous trends, migration patterns and some of the most important migration-related issues.
This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

SUMMARY
Consideration of a Resolution authorizing the City Manager to execute an agreement with BB
Inspection Services for construction inspection and plan review services to the City of Alamo
Heights for the Alamo Heights High School Project.
BACKGROUND INFORMATION
As part of the Alamo Heights ISD 2023 Bond, the Alamo Heights High School will undergo
construction on a new academic and high school administrative buildings and renovations to the
visitor bleachers and athletic facility at Orem Stadium. While construction is ongoing, temporary
parking lots, temporary academic buildings, and other incidental uses may be developed and
installed to serve high school students, staff, and visitors. Construction on the Alamo Heights High
School Project is scheduled to begin in June 2024, with the academic building scheduled for
completion in Fall 2026.
BB Inspection Services has provided on-call Building Official Services for the City for at least 20
years, including serving as the City’s contracted building inspection service for the past 5 years.
BB Inspections staff hold various inspector licenses, including those for building, trades
(mechanical, electrical, and plumbing), fire, sanitarian, International Code Council (ICC),
Certified Master Code Professional, and Certified Building Official. Their services support the
City and 25 other local communities, such as Terrell Hills, Olmos Park, Bulverde, Leon Valley,
and Windcrest.
For Alamo Heights ISD 2023 Bond projects involving the Alamo Heights High School
construction, the City is proposing to enter a contract with BB Inspection Services to provide plan
review and construction inspection services directly with Alamo Heights ISD. BB Inspection will
perform a building, mechanical, electrical, and plumbing plan review, along with pre-construction
meetings and all reviews necessary to complete the permit process. Commercial plan reviews will
be performed by or under the direct supervision of an ICC Certified Combination Plans Examiner
and Certified Building Official. All reviews will be conducted under the 2021 International Codes
approved by the City. Contracted building inspection services will report on building, mechanical,
electrical, and plumbing code violations, and general construction-related items for the High
School project. The inspections will be performed by an inspector who is licensed with the Texas
State Board of Plumbing Examiners and certified by the International Code Council.
2. If the contract with BB Inspection Services is approved, BB Inspections would receive 50% of the
City’s Plan Review Permit Fees and 50% of building, mechanical, electrical, and plumbing permit
fees.
POLICY ANALYSIS
This action is consistent with City policy in negotiating professional services contracts. This
action is consistent with the City’s interest in having professional expertise to provide detailed
plan review and construction-related feedback on major construction projects.
FISCAL IMPACT
The fiscal impact for the contract agreement with BB Inspection Services is 50% of the fees
collected for the Plan Review Permit and Building, Mechanical, Electrical, and Plumbing Permits.
All fees collected from Alamo Heights ISD for the Alamo Heights High School project will be
collected by the City. The portion of collected fees owed to BB Inspections will be paid from the
General Fund budget.
COORDINATION
Staff coordinated with the City Attorney to review the resolution and agreement for Council
consideration.

WHEREAS, construction on these phases is scheduled to begin in June 2024, with the academic

WHEREAS, the City of Alamo Heights (“City”) has received on-call Building Official Services
as needed from BB Inspection Services for at least 20 years and has served as the City contracted
building inspection service for the past 5 years; and
WHEREAS, BB Inspection Services (“BB Inspections”) staff hold various inspector licenses,
including those for building; trades such as mechanical, electrical, and plumbing; sanitarian;

WHEREAS, the City of Alamo Heights seeks to enter into a professional services agreement with

WHEREAS, the cost for the Professional Services Agreement is an amount equal to 50% of the
fees for the Plan Review Permit and Building, Mechanical, Electrical, and Plumbing Permits
collected from Alamo Heights ISD by the City and paid to BB Inspection Services;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:
SECTION 1. The City Council authorizes the City Manager to execute the Professional Services
Agreement BUILDING INSPECTION SERVICE AGREEMENT FOR THE ALAMO HEIGHTS
HIGH SCHOOL PROJECT WITH BB INSPECTION SERVICES.
SECTION 2. The City Council authorizes the City Manager or designee to issue payment in an
amount equal to 50% of the fees collected by the City from Alamo Heights ISD for the Plan Review
Permit and Building, Mechanical, Electrical, and Plumbing Permits to BB Inspection Services.
SECTION 3. The Resolution shall take effect upon passage by the City Council.
