This document summarizes a research paper that proposes a fractal image compression technique using fixed levels of scaling to reduce the encoding time. Fractal image compression works by partitioning an image into blocks and finding similar blocks elsewhere in the image to encode self-similarities. Typically, the scaling parameter is scanned through a range of values to find the best match, but this increases encoding time. The proposed technique uses four predefined fixed scaling values (0.45, 0.60, 0.82, 0.96) instead of scanning to reduce encoding time. An algorithm is presented and implemented in Matlab to test the technique on standard images.
