Association of Internet Hotlines
(INHOPE) is a not-for-profit
non-governmental organization (NGO)
developing, coordinating and
representing 51 Internet hotlines in 45
countries worldwide. It deals with illegal
content online and is committed to
stamping out child sexual abuse from
the Internet.
INHOPE comprises the INHOPE
Association and the INHOPE
Foundation, a charity constituted in
2010 to help develop new hotlines
worldwide, particularly in emerging
countries where there is a lack of
funding or even legislation. The
Foundation currently assists the
development of three hotlines in three
countries: Colombia, Kazakhstan and
Thailand.
INHOPE Hotlines offer the public a way
of anonymously reporting Internet
material, including child sexual abuse
material, which they suspect to be
illegal. The Hotline ensures that the
matter is investigated and, if found to be
illegal, the information will be passed to
the relevant Law Enforcement Agency
and, in many cases, the Internet Service
Provider hosting the content.

INHOPE needs to train its Hotline
Analysts around the globe in the core
skills that are required in order to
operate a Hotline effectively. These core
skills are a mix of procedural, technical
and operational skills.
Having used classroom-delivered
training to develop these skills in its
Hotline Analysts, INHOPE wanted to
make its learning materials available
online – to allow its Analysts anywhere
around the world to access them at any
time in a secure environment.
Consequently, it realized that it needed
a Learning Management System (LMS)
to manage and monitor this whole
process. Moreover, it wanted an LMS
that was hosted, reliable, cost effective,
easy to use – for the administrators as
well as the users - and one that was
able to be deployed in a straightforward
way.
Denton Howard, INHOPE’s Training
Manager, explained that, in searching
for the most appropriate LMS, INHOPE
examined a number of competing
products. He said, “We created a
dummy training course, tested it on all
the platforms and found that Docebo
was the platform that was the closest
match to all our requirements.”
The Challenge
Initially, Denton built the learning
modules in-house and said that he
found uploading and structuring the
modules straightforward.
“The problem we faced was not with
the Docebo system itself,” continued
Denton. “It was more about how we
transcribed a classroom-based training
program into a modularized online
training program while, at the same
time, trying to stick to the SCORM
principles.
“What works in a classroom doesn’t
necessarily work online. The process of
training development and delivery is
different. The Docebo platform allowed
us to structure the learning modules in
a straightforward and logical order
using a very intuitive user interface. It
allowed for ordering and timing to be
changed as required
to ensure the learning flowed.”

The Results
According to Denton, “The Docebo
platform has enabled INHOPE to deploy
vitally needed training across the globe
on a 24 / 7 basis. This has enabled the
skills base of a geographically diverse
organization to improve dramatically.
In addition, it is helping INHOPE not only
to fulfil its mission in combatting online
Child Sexual Abuse Material (CSAM) but
also to improve the impact of its
activities all around the world.
“Using the Docebo platform has made
things that were very difficult, very
straightforward.
“We can now deploy a training module
and share valuable knowledge,
experience and procedures with a
widely geographically dispersed
audience who come from a diversity of
backgrounds and cultures. Before we
had the Docebo system, this required
setting up and then running face-to-face
training around the globe.
”This proved extremely challenging and
it often proved impossible because of
the cost and/or lost time for both the
trainers and trainees. Now, however,
the Docebo platform allows users 24/ 7
access to the learning materials and
users can learn at their own pace.

The Solution
INHOPE now uses the Docebo LMS
platform to deliver training on
procedural, technical and operational
skills. The learning materials are
packaged as a 29-module learning and
testing pathway. Completing these
successfully results in the learner being
certified as an INHOPE Certified Analyst
(ICA1.0).
“Going forward, we’re going to deploy
an advanced analyst learning and
certification track,” Denton said.
“This whole track is currently being
developed. We’re also working on a
certification pathway for good practice
implementation.
“All of these activities are working
towards our network being able to
respond faster - and to a higher level of
expertise - when we get a report, from
anywhere in the world, of online Child
Sexual Abuse Material (CSAM).”
Currently, the INHOPE system has 45
active registered users. Some 35 of
these have completed all the current
learning materials that are available. In
fact, far exceeding expectations, 26
Analysts from 14 countries completed
the ICA 1.0 certification in the first 90
days since it was launched, and are now
fully certified INHOPE Hotline Analysts.

Based in Amsterdam, in The Netherlands, the International Association of Internet Hotlines (INHOPE) is a not-for-profit non-governmental organization (NGO) developing, coordinating and representing 51 Internet hotlines in 45 countries worldwide. It deals with illegal content online and is committed to stamping out child sexual abuse from the Internet. INHOPE comprises the INHOPE Association and the INHOPE Foundation, a charity constituted in 2010 to help develop new hotlines worldwide, particularly in emerging countries where there is a lack of funding or even legislation. The Foundation currently assists the development of three hotlines in three countries: Colombia, Kazakhstan and Thailand. INHOPE Hotlines offer the public a way of anonymously reporting Internet material, including child sexual abuse material, which they suspect to be illegal. The Hotline ensures that the matter is investigated and, if found to be illegal, the information will be passed to the relevant Law Enforcement Agency and, in many cases, the Internet Service Provider hosting the content. To contact Docebo, please visit: www.docebo.com INHOPE needs to train its Hotline Analysts around the globe in the core skills that are required in order to operate a Hotline effectively. These core skills are a mix of procedural, technical and operational skills. Having used classroom-delivered training to develop these skills in its Hotline Analysts, INHOPE wanted to make its learning materials available online – to allow its Analysts anywhere around the world to access them at any time in a secure environment. Consequently, it realized that it needed a Learning Management System (LMS) to manage and monitor this whole process. Moreover, it wanted an LMS that was hosted, reliable, cost effective, easy to use – for the administrators as well as the users - and one that was able to be deployed in a straightforward way. Denton Howard, INHOPE’s Training Manager, explained that, in searching for the most appropriate LMS, INHOPE examined a number of competing products. He said, “We created a dummy training course, tested it on all the platforms and found that Docebo was the platform that was the closest match to all our requirements.” The Challenge Initially, Denton built the learning modules in-house and said that he found uploading and structuring the modules straightforward. “The problem we faced was not with the Docebo system itself,” continued Denton. “It was more about how we transcribed a classroom-based training program into a modularized online training program while, at the same time, trying to stick to the SCORM principles. “What works in a classroom doesn’t necessarily work online. The process of training development and delivery is different. The Docebo platform allowed us to structure the learning modules in a straightforward and logical order using a very intuitive user interface. It allowed for ordering and timing to be changed as required to ensure the learning flowed.”

This has enabled the skills base of a geographically diverse organization to improve dramatically. In addition, it is helping INHOPE not only to fulfil its mission in combatting online Child Sexual Abuse Material (CSAM) but also to improve the impact of its activities all around the world. “Using the Docebo platform has made things that were very difficult, very straightforward. “We can now deploy a training module and share valuable knowledge, experience and procedures with a widely geographically dispersed audience who come from a diversity of backgrounds and cultures. Before we had the Docebo system, this required setting up and then running face-to-face training around the globe. ”This proved extremely challenging and it often proved impossible because of the cost and/or lost time for both the trainers and trainees. Now, however, the Docebo platform allows users 24/ 7 access to the learning materials and users can learn at their own pace. “The not-so-obvious benefit has been the boost in their confidence levels that access to these online learning materials has given our INHOPE Hotline Analysts. We can tell, from our various measures of operating performance that being able to access these learning materials is giving our Analysts increasing confidence in their own ability. When people get self-belief, it’s amazing what they can achieve.” “The Docebo platform has enabled INHOPE to deploy vitally needed training across the globe on a 24 / 7 basis… It’s helping INHOPE not only to fulfil its mission in combatting online Child Sexual Abuse Material (CSAM) but also to improve the impact of its activities all around the world.” Denton Howard Training Manager at INHOPE The Solution INHOPE now uses the Docebo LMS platform to deliver training on procedural, technical and operational skills. The learning materials are packaged as a 29-module learning and testing pathway. Completing these successfully results in the learner being certified as an INHOPE Certified Analyst (ICA1.0). “Going forward, we’re going to deploy an advanced analyst learning and certification track,” Denton said. “This whole track is currently being developed. We’re also working on a certification pathway for good practice implementation. “All of these activities are working towards our network being able to respond faster - and to a higher level of expertise - when we get a report, from anywhere in the world, of online Child Sexual Abuse Material (CSAM).” Currently, the INHOPE system has 45 active registered users. Some 35 of these have completed all the current learning materials that are available.
