This paper explains the history of federal employee labor relations and the personnel system, along
with an analysis of the most recent developments in the Civil Service Reform Act. The first section of
the paper explain the importance of the civil services reform and how the ideology, electoral
competition and political power gain forces political parties to make changes in policies and
introduced reforms. In the next section I shed some light on early reform of 19th century in the United
States. With the help of the 1996 Georgia Statues, I explain the radical civil services reforms, union
busting and at will employment and highlights how radical civil service reform swept the United
States and increase the number of at will employees. Furthermore, the paper also signifies the merit
system and ongoing challenges in civil services reform since the founding of the United States. In last
section the paper give some reflection on current civil services condition and speculate about the
future of civil services reforms.

fungal skin isolates
ABSTRACT
T he worldwide increase of multidrug resistance has impaired the current antimicrobial therapy,
warranting the search for other alternatives.This study investigated the efficacy of using plant extracts;
Lawsonia inermis L(Henna), Glycyrrhiza glabra L(licorice) and Rosmarinus officinalis L (Rosemary)
as antifungal agents.Antifungal susceptibility test revealed that nystatin were mostly active against
tested clinical isolates. In vitro antifungal activity of the different plant extracts against isolates
showed that acetonic extract of licorice, had high antifungal activity. In vivo study, topical application
of licorice gave promising and excellent healing response. We propose that the higher percentage of
(GC MS) of 3 O Methyl d glucose 29.1 %, most probably are the causes of its higher antifungal
activity.

The central theme of this story is that things aren t always as they appear and this theme is developed
using characterization and the motif of sight. The first character to begin hiding their emotions using
an object was Mr. Das, who used a camera to hide the fact that he wants his family to seem happy. For
instance, near the end of the story, when the family stops near a cave to take a picture, Mr. and Mrs.
Das argue when Mrs. Das doesn t want to get out of the van with the family. Mr. Das says But we
could use one of these pictures for our Christmas card this year. We didn t get one of all five of us at
the Sun Temple. Mr. Kapasi could take it. (Lahiri, pg 24) In this piece of evidence, Mr. Das wants to
take a picture as a family so it can be used as a Christmas card. This family picture was supposed to
cover the fact that Mrs. Das was complaining about being in, to make them all seem happy, despite the
fact that they may be feeling something else. This is important to the theme, as it shows that the family
may seem happy, however, nothing is always as it seems. In addition, closer to the end of the story,
when Mrs. Das decides to be in the picture near the cave, Mrs. Das s child, Bobby goes missing.
When Mrs. Das is approaching, Mr. Das says, Just in time. We ll get Mr. Kapasi to take the picture of

family gets ready to take the picture, when they realize, they don t know where Bobby is. As
